About this file
This document is an Industry Day briefing presentation for the Next Generation Ammunition & Munitions Equipment (NGAME) program, held March 18-19, 2026, by the Air Force Combat Readiness Directorate at Robins Air Force Base.
NGAME is an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) with a nine-year period of performance consisting of a three-year basic ordering period and three two-year options. The contract will utilize FAR 15.101-2 and 15.3 source selection procedures for the initial award to all qualified prospective contractors, followed by Fair Opportunity Competition (FAR 16.5) for subsequent Fair Opportunity Proposal Requests (FOPRs). The program addresses Munitions Materiel Handling Equipment (MMHE)—specialized tools, vehicles, and hardware for safely transporting, storing, and loading both nuclear and conventional armaments. Potential NGAME candidates include 4K and 7K Jammers, EMOLT, modernized 196/204 equipment, UALS or new ammunition loading systems, modernized Ammunition Transfer System (ATS), Munitions Assembly Conveyor III (MAC III), and MHU-110/141 follow-on modifications. Evaluation criteria include technical capability with self-scored work samples demonstrating valid approaches in two categories (design/development/prototypes and proficiencies in technical orders/provisioning/training), small business participation, and firm fixed price proposals for post-award conferences. Pricing arrangements will be determined at the FOPR level and may include Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost Reimbursable No Fee (CRNF), or Not Separately Priced (NSP) terms. The estimated RFP release is June 30, 2026, with proposals due August 1, 2026, and contract award anticipated December 1, 2026.

Evaluate Prospective Contractors Award to All that Meet Desired Parameters in Broad, Overarching Statement of Objectives
(SOO)
Post Award Conference is Guaranteed Minimum Maximum flexibility for projects that fall under the scope of MMHE
Fair Opportunity Competition (FAR 16.5 Fair Opportunity Procedures)
Fair Opportunity Proposal Request (FOPR) with a Streamlined, Requirement- Specific SOW and TDP.
Award to one or multiple contract holders based on streamlined evaluation criteria.
Natural Down-Selects
Performance options at the order level can be leveraged to move forward to next phase(s). Ex. If USG approves timely PDR, then it will solicit the next phase
(TRR, DT&E, OT&E, LRIP,
FRP) of the order.
Closeout of Project
All contractual obligations met, and item can move into regular sustainment activities.
Contract Timeline
• The NGAME IDIQ MAC will consist of:
• A three (3)-year basic (Ordering Period 1)
• Three (3), two (2)-year options (Ordering Periods 2, 3, and 4, respectively)
• The total NGAME Program Period of Performance (PoP) will be for a maximum of 10 years in which Delivery Orders may be placed, if all options are exercised
Plan Forward
• The team will continue to communicate with Industry on SAM.gov with updates as well as new/revised documents
1. Feedback on the Draft Documents posted to the notice will help maintain this schedule and mitigate delays during solicitation, evaluation, and award. The sooner the USG receives qualitative feedback on these documents for consideration, the better
2. FOPR Projects are currently in works and expected to be ready to solicit after award of NGAME. Vendors may see Requests for Information, Sources Sought Notices, or other Market Research activity on SAM.gov in support of these projects. However, there is no firm timeline the team can share at this time.
