About this file
This Performance Work Statement (PWS) details a requirement for the U.S. Air Force's High Altitude ISR Division to develop a cloud-based forecasting dashboard for the U-2 Airframe Team. The dashboard will leverage artificial intelligence to manage approximately 9,500 higher assembly parts and 27,000 total subcomponents, with objectives including near-real-time supply system integration, a chatbot interface, visual supply metrics, and predictive analytics capabilities.
Key technical requirements include developing an AI language model to evaluate large data volumes, predict spare parts availability, determine critical stock levels, recommend ordering timelines, assess lead times and costs, track repair cycle times, and identify trends between parts requiring replacement. The contract period runs from 20 September 2025 to 19 September 2026, with performance locations specified in the contract. The project aims to support U-2 airframe sustainment by improving logistical and operational support for Intelligence, Surveillance, and Reconnaissance (ISR) systems through advanced forecasting and inventory management technologies.

1.0 Description of Services.
1.1 Objective(s): This Performance-Based Work Statement (PWS) describes the U-2
Airframe Team’s requirement for a forecasting dashboard. U-2 Airframe team has roughly 9,500 higher assembly parts specific to the airframe and a total of 27,000 including subcomponents it manages. The team is looking to automate the spares, repairs, and bonded stock cloud-based forecasting system using a Artificial Intelligence tools to make timely and informed decisions.
1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the USAF by sustaining the U-2 airframe in our quest to fly, fight, and win, in air, space, and cyberspace in support of activities required to provide logistical and operational support for associated Intelligence, Surveillance, and Reconnaissance (ISR) systems.
These services are essential to sustain the U-2 airframe and associated systems.
2.0 Services Summary.
2.1 Performance Objectives
2.1.1 This product needs to be a cloud-based service able to connect to other Government supply systems to develop near-real time information
2.1.2 The product needs to have a Chat-bot function that allows questions/prompts to be asked and provide responses based on those prompts.
2.2 Creation of dashboards that have visual metrics of the supply posture of the U-2 Airframe program.
2.3 Develop an AI language model that can evaluate large amounts of data and provide real-time forecasting analysis
2.4 Utilizing the model's predictive analytics tool, have the following features:
2.4.1 Determine the CLIFF Date for when Spare parts reach zero stock
2.4.2 Create recommendations for when Spares/Repairs/Bonded Stock parts should be placed on order
2.4.3 Evaluate previous trends of like parts to determine reasonable lead times
2.4.4 Evaluate previous trends of like parts to determine reasonable cost data
2.4.5 Develop trend lines for parts Repair Cycle Time and highlight parts regressing
2.4.6 Evaluate previous Phase Data information to determine trends between parts requiring to be changed
2.5 The model should be able to differentiate between critical spares, time-change items, and remaining parts.
3.0 Technical Requirements.
3.1 Period and Place of Performance.
