SUPPLEMENTAL FIRST ARTICLE GUIDANCE/REQUIREMENTS*:

NSN 1740-01-525-1884BA, P/N TT90-F-507

Prepared: 2017/09/06

Government assets required to support FAT and production article testing include:

17G230005-1 Engine Cradle, NSN 1730-01-250-9737BA

17G230010-1 Cradle Platform, NSN 1730-01-301-3320BA

17G230506-503 Cable, NSN 6150-01-492-7486BA

17G420553-503 Distribution Box, NSN 6110-01-492-9694BA or 6110-01-510-7479BA

17G980022-1 Fixture (dummy cradle/engine load), NSN 3990-01-421-0986BA

Due to real world usage demand, availability of the 17G980022-1 Fixture (usable for only a portion of the FA/production testing) is seriously limited. Advance notice request NLT 30 days (preferably 60 days or more) is necessary for delivery in time to support testing. Test dates may have to slip to accommodate item availability. It will probably be necessary to return the 17G980022-1 Fixture between FA and production testing. It may also be necessary to return the 17G980022-1 Fixture between production tests.

The 8049 Cradle Fixture is more readily used and it (with a Cradle) or an equivalent (with a Cradle) is required to conduct portions of the FA and production tests. As such, it is recommended that the contractor build/employ an 8049 Cradle Fixture (or equivalent) with a Cradle in FA and production testing.

Unless otherwise specified in the contract or subsequent mods, any “loaner” equipment shall be returned to the Government facility that it was loaned from.

1. Complete waiver of First Article applies only to suppliers with successful past production and/or FAT of TT90-F-507. Waiver applies to actual producers of the item in question.

2. Failure to pass the ATP (DWG 2231) and/or pre-ATP tests contained/referenced in the TDP, shall be grounds for failure of First Article Testing.

3. No waiver will be granted of Form/Fit/Function testing except to those manufacturers having previously produced the TT90-F-507 Engine Trailer and having previously passed form/fit/ function testing.

4. Supplemental to the contractor First Article Test Plan (including schedule), one additional data item is required prior to testing:

a. Test Tooling Stress & Deflection Analysis Report (a.k.a. First Article Tooling Analysis Report

(FATAR)) incl. supporting BOM and "sketches" with key dimensions documenting contractor unique test tooling to be employed in testing the trailer IAW ATP and contractor FATP.

i. CDRL CLIN A002

ii. Delivery: 75 days after First Article Test Plan approval (CDRL CLIN A001)

iii. Approval: See CDRL

5. Items failing to pass FAT will be returned to/retained by the contractor pending disposition by the contractor.

NOTE: Any subsequent retest involving dimensional re-inspection, load tests as contained in the ATP or Form-Fit-Function Tests may entail testing at either the Contractor facility or at a Government facility (as appropriate), involving more thorough verification of compliance with all requirements, dependent upon the degree and nature of the judged non-compliance noted in the initial FAT attempt. Any such re-testing could be subject to contract negotiation IAW the requirements of the FATR’s and other public law as applicable.

6. The First Article Test at the contractor facility will be witnessed by the Government Program Engineer, Program Manager, Contract Officer, QAR, and Boeing technical rep or combination thereof (some may waive attendance). At minimum, the QAR will witness the contractor test.

7. Government inspection and/or functional test will be conducted after First Article delivery (in accordance with the contract). The weapon system prime contractor may assist in conducting the inspection and/or functional test. The First Article shall not be fully approved and accepted until such inspection and/or functional test as deemed necessary by the Government is satisfactorily concluded.

Remedial actions by the contractor may be required prior to final acceptance of the First Article. If necessary, dependent upon scope, remedial actions may be accomplished on-site (providing appropriate clearances can be arranged) or may require return of the FA to the contractor facility.

Verification of successful completion of any required remedial actions must precede final acceptance of the First Article.

8. FIRST ARTICLE ACCEPTANCE IN WAWF, SHALL BE PERFORMED BY THE

CONTRACTING OFFICER BASED ON THE TECHNICAL DISPOSITION FROM THE C-17

TECHNICAL AUTHORITY. THE FIRST ARTICLE WILL NOT NECESSARILY PHYSICALLY

BE AT THE SAME LOCATION AS THE CONTRACTING OFFICER. WAWF SUBMISSION

FOR FIRST ARTICLE ACCEPTANCE SHALL BE MADE UNDER THE FA8526 DODAAC

* See related FIRST ARTICLE REQUIREMENTS document for subject NSN in/from PRPS dated 2017/09/06 or later and related CDRLs and item TDP for balance of FA requirements/conditions.
