About this file

This solicitation seeks proposals for a requirements contract to procure Ground Handling Trailers for aircraft engines. The Air Force Materiel Command Lifecycle Management Center requires 26 trailers initially, with options to order 20, 18, and 18 more over the subsequent three years. Offerors must prepare proposals per the explicit instructions that will be provided in the forthcoming request for quotation, which is anticipated for release on November 8th with a response date of January 4th. The trailers must incorporate I-beam rails identical to those on existing Engine Lift Trailers in order to interface with engine cradle rollers at a height of 57 inches. Transition rails on the Engine Lift Trailers will bridge the gap between it and the Ground Handling Trailers during roll transfer of the engine cradle. This procurement will be set aside for small businesses. The contracting specialist may be contacted for any acquisition-related questions.

The First Article Test Plan Requirements include but are not limited to:

i) The contractor test plan shall provide for completion of requirements set forth in drawing 2231, Paragraph 8 (Ref drawing 9501) prior to completion of the trailer.

ii) The contractor test plan shall provide for completion of requirements set forth in drawing 4808, note 6 and validation of compliance with note 7a prior to attempting conduction of the Acceptance Test Plan set forth in drawing 2231.

iii) The contractor test plan shall provide for completion of requirements set forth in drawing 6358 prior to attempting conduction of the Acceptance Test Plan (ATP) set forth in drawing 2231.

iv) The contractor test plan shall provide for completion of requirements set forth in the Acceptance Test Plan set forth in drawing 2231, Paragraphs 1-7, and 9-10.

v) The contractor test plan shall address the use of “loaner” equipment as applicable, and acquisition/approval/qualification of additional items or alternate items in the event that “loaner” equipment cited in the ATP and pre-ATP's is unavailable.

vi) Provisions will be made for the Government QAR, and a technically cognizant representative of AFLCMC/WLE (C-17 Engineering), and a cognizant representative of Boeing to witness all First Article Testing at the contractor/subcontractor facility/ies. An additional representative of AFLCMC/WLMK may also be required in attendance.

Note 1: In the event that results of contractor towing and/or braking testing are judged by the Government to be non-compliant, at Government discretion based on results,

Contractor notification to the ACO and PCO of the First Article Test (FAT) and location is due 30 days prior to the start of testing. The First Article Test Report (FATR) shall cover pre-production/First Article testing and shall document conformance to the Technical Data Package (TDP) requirements and traceability of test and/or measurement equipment calibrations to accepted standards. The FATR shall include text, tables, sketches, photos, etc. as applicable or required to convey such information as is necessary to document conformance with the requirements of the TDP including all sub-assembly and end item ATP's and pre-ATP's. Tabulated data formats in the FATR shall conform to those approved in the FATP (CDRL A001) unless the format changes are coordinated through contracting by the technical authority. Photo documentation is required of all exposed permanent markings (ID plates, stenciling, cable banding, etc.) confirming conformance to the item TDP marking requirements. All text and/or numerical designations must be legible in photos (more than one photo may be required in some instances to document the adjacent texts).
