1 Description of Services:
This Performance Work Statement (PWS) defines the Northrop Grumman Systems Corporation (NGSC) effort for the Laser Infrared Targeting and Navigating (LITENING) Advanced Targeting Pod (ATP), the ATP-Sensor Enhancement (ATP-SE) programs and derivatives. Northrop Grumman Systems Corporation (hereafter referred to as Contractor) shall provide efforts required for the management, engineering, production, repair, fabrication, integration, configuration management, test, and logistics support of the LITENING system. The Contractor, when direction and funding are provided, shall provide all efforts required for, but not limited to, an agreed-to availability rate and defines the effort for the sustainment, logistics and associated management support of the LITENING Targeting Pod System (LTPS) program for the Combat Air Forces (CAF) (to include but not limited to Air Combat Command (ACC), Air Force Reserve Command (AFRC), and Air National Guard (ANG)) and the US Marine Corps (USMC). Details and information of the efforts that shall be performed are contained herein. These efforts include, as a minimum, hardware and software upgrades, Contractor Logistics Support (CLS), identification of Diminishing Manufacturing Sources and Material Shortages (DMSMS), upgrades and test, host platform integrations, aircrew and maintenance training, Site Activations (SA), technical manual and Technical Orders (TOs), information assurance support, repair data documentation and analysis, over and above repairs, studies, container and spare/replenishment hardware production.
The Contractor shall ensure that all delivered products meet the requirements as specified in this contract, including the LITENING Post Production Support (PPS) System/Subsystem Specification (SSS), this PWS, and Contract Data Requirements Lists
(CDRL).
The requirements herein will be implemented through the issuance of individual Delivery Orders (DO) against this LITENING Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The Contractor shall not be required to execute any of the requirements of the basic ID/IQ contract (to include referenced CDRLs) until the requirements are contracted for in applicable Delivery Orders (DOs).
1.1 Objective(s):
This PWS describes the services required to sustain the LITENING system. These services include management, engineering, repair, production, fabrication, integration, configuration management, test, and logistics support.

1.2 Benefit to CAF and USMC:
This acquisition will benefit the CAF and USMC by providing management, engineering, production, fabrication, integration, configuration management, test, repair, and logistics support of the LITENING system. This is a follow-on contract to NGSC in a partnership with the Government that has proven very successful in maintaining a very high readiness rate of the system. The CAF and USMC do not have full capability to provide the necessary services outside of this arrangement.
1.3 Compliance & Reference Document:
The Contractor shall ensure that all work performed under this contract meets the requirements as specified in this contract, including, as applicable, the most recent Form, Fit, Function and Interface (F3I) Specification for the LITENING AT G4 System, 093- 031870, Rev C, dated 27 September 2010, F3I Specification for the LITENING AT Block 1 System, 093-013739, dated 10 Mar 2010, the SSS for the ATP-SE configuration 094- 014841, and the SSS for LITENING PPS (Post Production Specification), 094-015069, this PWS, and CDRLs. The compliance and reference documents are shown in Appendix A:
Compliance Documents. The documents of the exact issue shown at the time of initial contract award form a part of this PWS to the extent specified herein. Only documents referenced within the specified requirements are applicable, and only to the extent applied to the requirement. In the event of a conflict between documents referenced and the PWS, the PWS shall take precedence.

Reliability - Mean Time Between Removals
4.8.6.2 Minimum 200 pod operating hours/removals as computed per a 90 day rolling average evaluation period.
Contractor Manpower Reporting
5.5.7
Within 30 calendar days of contract/order award, the Contractor shall establish a record for the contract/order in eCMRA including Order Data, Contact Data and Location Data.
The Contractor shall provide an annual count of contractor/subcontractor personnel performing services and report all contractor/subcontractor labor hours required for performance of services for each fiscal year. All data shall be reported no later than October 31 of the following fiscal year.
3 Government Property And Services:
3.1 Government Property:
Government property will be provided in accordance with the attached GFE list.
3.2 Contractor Responsibility:
The Contractor shall be responsible for Government property in their possession in accordance with the Federal Acquisition Regulation (FAR) and applicable supplements including, but not limited to, FAR Part 45, Government Property; FAR 52.245-1, Government Property; and Defense Federal Acquisition Regulation Supplement (DFARS) Part 245, Government Property.
3.3 Government Property To Be Provided:
Any Government Furnished Property (GFP)/Material (GFM)/Equipment (GFE) if/when identified shall be listed as an Attachment to the contract/order and will revert to Government ownership at the conclusion of the contract .

“Government property” is defined in the clause at FAR 52.245-1, Government Property.
“Loss of Government property” means unintended, unforeseen, or accidental loss, damage, or destruction of Government property that reduces the Government’s expected economic benefits of the property. Loss of Government property does not include purposeful destructive testing, obsolescence, normal wear and tear, or manufacturing defects. Loss of Government property includes, but is not limited to —
(1) Items that cannot be found after a reasonable search;
(2) Theft;
(3) Damage resulting in unexpected harm to property requiring repair to restore the item to usable condition; or
(4) Destruction resulting from incidents that render the item useless for its intended purpose or beyond economical repair.
“Unit acquisition cost” means—the dollar value assigned by the Government and identified in the contract.
(1) For GFP, the dollar value assigned by the Government and identified in the contract;
and
(2) For Contractor Acquired Property (CAP), the cost derived from the Contractor’s records that reflect consistently applied, generally acceptable accounting principles.
3.5 Reporting Of Government Property:
The Contractor shall create and maintain records of all Government property accountable to the contract, including GFP and CAP in accordance with FAR 52.245-1(f)(1)(iii), Records of Government Property.
3.6 Loss of Government Property:
1) The Contractor shall use the Defense Contract Management Agency (DCMA) eTools software application for reporting loss of Government property. Reporting value shall be at unit acquisition cost. The eTools “Loss, Theft, Damage and Destroyed (LTDD) of Government Property” toolset can be accessed from the DCMA home page External Web Access Management application at http://www.dcma.mil/aboutetools.cfm.
(2) Unless otherwise provided for in the contract, the requirements of paragraph (1) of this clause do not apply to normal and reasonable inventory adjustments, i.e., losses of low-risk consumable material such as common hardware, as agreed to by the Contractor and the Government Property Administrator. Such losses are typically a product of normal process variation. The Contractor shall ensure that its property management system provides
File No. FD2060-15-91014 Page 10 of 91 adequate management control measures, e.g., statistical process controls, as a means of managing such variation.
(3) The Contractor shall report losses of Government property outside normal process variation, e.g., losses due to—
(i) Theft;
(ii) Inadequate storage;
(iii) Lack of physical security; or
(iv) “Acts of God.”
(4) This reporting requirement does not change any liability provisions or other reporting requirements that may exist under this contract.
3.7 Return/Retention of Government Property:
All property provided by the Government remains the property of the Government and shall be returned to the Government as directed, but no later than completion of the contract/order unless the Procuring Contracting Officer (PCO) directs the Contractor to retain the property for continued use under a successor contract. Retention of the property by the Contractor will require modification of both losing and gaining contracts in accordance with FAR 52.245-1 and DFARS PGI 245.103-71, Transferring Government property accountability. All Government property shall be returned to the Government in condition provided unless approved in advance by the PCO.
3.8 Government System(s):
The Government will provide Contractor personnel access to system(s) necessary to perform tasks under the contract/order.
4 Technical Requirements:
As the original system designer and builder, NGSC has retained the engineering expertise to address all the customer’s technical requirements. NGSC (Large Company, Cage Code:

4.1 Period And Place of Performance:
4.1.1 Contract/Order Period of Performance:
The ID/IQ contract will have a 5-year ordering period by the EW/Avionics Division. The period of performance (POP) described in the contract/order will end on the last date of the
DO.
4.1.2 Place of Performance:
These services will be performed at NGSC 600 Hicks Rd, Rolling Meadows, IL and/or subcontractor/supplier facilities.
4.2 Item Unique Identification (IUID):
The Contractor shall apply Item Unique Identification (IUID) to all deliverable pods, Line Replaceable Units (LRU/WRAs), and, if applicable, support equipment in accordance with DFARS Clause 252.211-7003, Item Identification and Valuation. The Contractor shall submit information from the IUID tags on new deliverables to the Wide Area Workflow (WAWF) IUID registry, as required.

4.3 Packaging, Handling, Storage And Transportation (PHS&T):
As required in applicable DOs, the Contractor shall provide sets of reusable shipping containers for transport of LITENING pods, LRU/WRAs/ Shop Repairable Units (SRUs), spares and/or supporting equipment to operating unit sites. These containers shall be of the appropriate configuration to ship any of the LITENING LRU/WRA/SRU types and quantities, and to locations specified in the respective DOs. The Contractor shall also maintain the status and update the Reliability and Maintainability of PODs (RAMPOD) accounting system to enable prompt shipment tracking for all outbound containers from the manufacturing Contractor’s facility.
Package in accordance with Northrop Grumman Document # 399-007259 Rev- (or latest version) and reference MIL-STD-2073-1 for additional guidance. The Contractor shall package and mark material in accordance with the contract (basic and/or order, as applicable) Air Force Material Command (AFMC) Form 158, Packaging Requirements and Department of Defense (DD) Form 1653, Transportation Data for Solicitations. The

Contractor shall ensure that item packages or containers containing any hazardous material is labeled in accordance with DFARS 252.223-7001, Hazard Warning Labels. The Contractor's submission of Special Packaging Instructions shall include Material Safety Data Sheets (MSDS) in accordance with FED-STD-313E (1 July 2014). The Contractor shall ensure that classified material is packaged, marked and delivered in accordance with DoD 5220.22-M., National Industrial Security Program Operating Manual (NISPOM)).
The Contractor shall package and mark material in accordance with other applicable Government regulations including, but not limited to, those regarding security, safety and environmental concerns.
The Contractor shall package and mark material for movement, shipment, receipt and storage in a manner that ensures the protection and preservation of the material for shipment to and storage at the destination. The Contractor shall package electronic parts susceptible to Electro Static Discharge (ESD) damage in accordance with MIL-STD- 1686C, Department of Defense Standard Practice/Electrostatic Discharge Control Program for Protection of Electrical and Electronic Parts, Assemblies and Equipment (Excluding Electrically Initiated Explosive Devices); MIL-HDBK-263B, Military Handbook/Electrostatic Discharge Control Handbook for Protection of Electrical and Electronic Parts, Assemblies and Equipment (Excluding Electrically Initiated Explosive Devices); and MIL-HDBK-773A, Department of Defense Handbook/Electrostatic Discharge Protective Packaging. Shipping guidelines in accordance with Northrop Grumman Document # 399-007260 Rev E (or latest version) and reference MIL-STD- 2073-1 for additional guidance.
In accordance with MIL-STD-2073-1E, Standard Practice for Military Packaging, shipping containers received, which meet the requirements of the AFMC Form 158 and are suitable for return shipment of serviceable assets, shall be reclaimed and stored for reutilization.
Unsuitable shipping containers shall be disposed of and replaced with new containers that meet the requirements of the AFMC Form 158.
4.3.1 LITENING Shipping Containers (CLIN X020):
The Contractor shall provide reusable LITENING pod shipping containers & LRU/WRA “J-PAC” containers (Table 1) as ordered per Contract Line Item Numbers (CLINs).

Additionally, the contactor shall repair those containers deemed repairable. The Contractor shall gain access to the Reliability, Availability, Maintainability for Pods (RAMPOD) and shall record the location and status information on all LITENING pod containers in their possession for tracking in RAMPOD on a weekly basis. The Contractor shall provide reusable LRU/WRA containers (Table 1) as required to support the supply chain management system needed to maintain the availability rate per 4.8.1.3. The Contractor shall maintain control of these LRU/WRA containers until, or unless the Government’s right to claim title, as noted in paragraph 4.13.5.3, is invoked for any containers procured
File No. FD2060-15-91014 Page 14 of 91 under this contract. In the event that this right is exercised, the requirements in paragraph
4.8.1.2 will no longer be applicable. Repaired/new spare USMC Forward Section LRU/WRAs shall only be shipped in USMC “Forward Section Containers”.
4.4 Counterfeit Electronic Parts:
The Contractor shall establish and maintain a counterfeit electronic parts detection and avoidance system to mitigate the risk of counterfeit electronics parts being installed in end items or otherwise entering the DoD inventory.
For material purchased under this contract, the system shall incorporate processes/procedures to address the requirements listed in DFARS 231.205-71, Cost of remedy for use or inclusion of counterfeit electronic parts and suspect counterfeit electronic parts; DFARS 246.870, Contractors’ Counterfeit Electronic Part Detection and Avoidance Systems; DFARS 252.244-7001, Contractor Purchasing System Administration; DFARS 252.246-7007, Contractor Counterfeit Electronic Part Detection and Avoidance System;
and Aerospace Standard (AS)5553A, Fraudulent/Counterfeit Electronics Parts; Avoidance, Detection, Mitigation, and Disposition. The Government's review of the Contractor’s system will be accomplished as part of the evaluation of the Contractor’s purchasing system in accordance with DFARS 244.3, Contractors' Purchasing Systems Reviews, and
DFARS 252.244-7001.

4.5 Government-Industry Data Exchange Program (GIDEP):
The Contractor shall obtain and maintain active membership in GIDEP. The Contractor shall report suspect counterfeit parts to Government investigative authorities, and to the original equipment manufacturer of the genuine part to GIDEP using the GIDEP Operations Manual S0300-BT-PRO-010, Government-Industry Data Exchange Program, as a guide.
4.6 Travel:
Travel by Contractor personnel shall be conducted in accordance with the Contractor’s existing travel policy. All travel must comply with the FAR 31.205-46, Travel Costs.
4.7 Systems Engineering:
As required in applicable DO, or subtask, the Contractor shall submit a Systems Engineering Management Plan (SEMP). The Contractor shall ensure that system design
File No. FD2060-15-91014 Page 15 of 91 integrity is maintained at the system and LRU/WRA levels, and that the provisions of the LITENING specifications are maintained during development, production and deployment of related upgrades, support hardware and technical manuals/technical orders. For any development, upgrade, or retrofit actions, the Contractor shall update the appropriate LITENING specifications and shall perform testing to verify compliance with the new performance baseline. Supporting actions shall include providing the system, hardware and software engineering disciplines and resources for design compliance and technical oversight to ensure that system performance and operational readiness parameters are met and maintained. As required, the Contractor shall provide engineering and other technical support for LITENING testing to verify pod conformance.

4.7.1 Integrated Production & Process Development & Risk Management:
As required in the applicable DOs, the Contractor shall support Integrated Test Teams (ITTs), held at the Continental United States (CONUS) locations selected by the Government. Minutes shall be provided within seven calendar days. The Contractor shall provide for integrated process/product development, production, and risk management. The Contractor shall have the necessary resources and expertise to provide the contracted products in compliance with the applicable performance specifications and to meet project budgets and schedules. The Contractor shall establish and maintain a risk/opportunities management program (to include an annual Integrated Risk Assessment review with the Government) to be held in conjunction with a Government & Contractor meeting such as LITENING ATP program reviews.

4.7.2 Operations Safety, Suitability And Effectiveness (OSS&E) Support:
As required in applicable DOs, in support of the Government’s OSS&E process, the Contractor shall provide data for the proper assessment of LITENING-related hardware and/or software development, testing, qualifications and/or certifications. For each Operational Flight Program (OFP) update or modification, the Contractor shall provide Software Verification Test (SVT) results and Software Version Descriptions (SVDs) as required in support of obtaining flight clearances.

4.7.3 Prohibited Materials – Class I Ozone-Depleting Substances (ODS):
As required in applicable DOs, the Contractor, through the systems engineering process, shall minimize hazardous materials and Class I ODS from the design and manufacturing of individual LITENING upgrades. Use of hazardous materials or Class I ODS shall only be permitted with consent of the Government.

4.7.4 Generic Support (Subtasks):
Generic support (subtasks) may be used in lieu of DOs for cost plus type CLINs. Subtasks includes software and hardware analysis, software and hardware changes, software and hardware test, documentation revision, travel, software and hardware tools, including program Automated Data Processing (ADP) equipment that is essential to support a software change requirement. In this context, hardware changes exclude AS, kits, and other items covered under a fixed price CLIN. The Contracting Officer’s Representative (COR) will identify to the Contractor the type of generic support required, utilizing a form similar to that shown in paragraph 6.2 Appendix B: Subtask Content. Within 30 calendar days of request receipt, the Contractor shall complete the tasking form by providing a ceiling price and schedule for all work required by the Subtask. The Contractor shall then submit said form to the COR for concurrence. The COR will then send the Subtask to the PCO for approval and direction to proceed.

4.8 Sustainment:
The Contractor shall execute all required contract actions to maintain the LITENING fleet in accordance with this PWS.
4.8.1 Availability Support (AS) Provisions:
4.8.1.1 Availability Support Scope:
1. AS includes CLS and program management support. AS shall be defined under both fixed and variable cost CLINs. The requirements of this section are specific to configuration (software (SW) and hardware (HW)) of pods fielded at the time of contract award, as defined below, and may be modified by mutual agreement.

2. Functional Baseline:
The AS of the pods will be to maintain serviceable pods that meet the requirements of: Form, Fit, Function and Interface (F3I) Specification for the LITENING AT G4 System, 093- 013870, Rev C, dated 27 September 2010, F3I Specification for the LITENING AT Block 1 System, 093-013739, dated 10 Mar 2010, the SSS for the ATP-SE configuration 094-014841, and the SSS for LITENING PPS (Post Production Specification), 094-015069. This document does not establish design requirements as the pod configurations were developed and qualified under other contracts.

4.8.1.2 Availability Support Requirements
1. The Contractor shall maintain fielded LITENING ATP (pod(s)) at the availability rate specified in paragraph 4.8.1.3. The PCO will notify the Contractor 30 calendar days in advance that the Fixed and Variable Support CLINs will be ordered in advance of the required period and Operational (Op) hour usage.
2. In the event sufficient funds are not available to procure full pod AS, the Government will reduce the number of pod operating hours used to match the available funds via coordination with the operational using command.
3. If the Contractor fails to attain the Contract required Fleet Availability (FA) Rate for each user, on an annual basis, the Government may, at its discretion, impose a withhold in accordance with the following withhold calculation:
The arithmetic average of the monthly FA averages for each ordering period for each user will be compared to the specified FA requirement. For every >0 up to 5% less than the paragraph 4.8.1.3 FA rate, the Government may withhold payment of 1% of additional variable AS hours used for that period. For example, if the FA percentage is >0 up to 5% less than the paragraph 4.8.1.3 FA Rate and the Government had used 435,000 variable AS hours in the basic ordering period, the withhold payment would be calculated as 435,000 hours x 1% = 4,350 variable AS hours. For every >5 up to 10% less than the Contract required FA Rate, the Government may withhold payment of 2%; and for a greater than 10% reduction in required pod availability, the Government may withhold payment of 3%.
This withhold will be calculated and applied in the same manner as discussed above. In no event shall the withhold exceed 3% of the variable AS value for the fleet of pods in the AS calculation. The withhold provision is recalculated at the conclusion of every ordering period. The withhold will be released when the Contractor has maintained the required FA Rate for a three month period.
4. Additionally, for the purposes of calculating any necessary withhold as described in paragraph 3, the required FA rate will be adjusted if the monthly Op hour limit of any given month, as defined in paragraph 4.8.1.3, is exceeded. If the Op hour limit is exceeded, the required availability will be adjusted by the factor defined in paragraph 4.8.1.3, paragraph 2. The average of the adjusted availability rate will be used to calculate any necessary withhold. A sample calculation to determine the required FA Rate in the event the monthly Op hour limit is exceeded by the Government is provided below:

5. Notwithstanding the withhold specified in this PWS, the Government reserves its right to pursue remedies authorized in accordance with the Inspection of Supply/Services clause(s) identified in the contract/order.
4.8.1.3 Availability Support - Fleet Availability (FA) Rate:
The Contractor shall maintain fielded LITENING pods at a FA rate of 92% for each user, as reported by RAMPOD during both peacetime and wartime operations, and for up to five
(5) concurrent Outside Continental United States (OCONUS) sites, including deployed sites, and up to 45 total bases, provided the Government orders line items in accordance with AS para 4.8.1.2, when operated within the defined environment and usage profiles.
For pods conducting deployed operations in an AOR or scheduled to deploy and conducting range operations, a PnP datalink must be operable for the pod to be considered fully mission capable and thus attributable to the 92% FA rate listed above. The 45 bases excludes test sites and Simulation/Software Integration Laboratory (SIL). FA is defined as the percentage of time during which all supported LITENING pods are available to support world-wide fleet requirements. They will be calculated continuously at a quantity equal to all operating hours experienced by each Major Command (MAJCOM) during any ordering period, as measured by the RAMPOD Fully Mission Capable (FMC) data for the CAF and other reporting for the USMC. A pod is not FMC when RAMPOD status shows it is awaiting parts (AWP), Partly Mission Capable Supply (PMCS), Not Mission Capable Supply (NMCS), or Not Mission Capable Both (NMCB), at the depot awaiting repair, at a user location awaiting repair (RAMPOD status: Not Mission Capable (NMC) or Not Mission Capable Maintenance (NMCM)), or in transit to/from depot (unserviceable). Non- FMC time may include up to 24 hours of time between discrepancy discovery and part ordered, and up to 48 hours of time between receipt of part and pod repair. FA and AS will not apply to excluded assets to include GFE and units under test, or any other assets by mutual agreement between the Contractor and the Government. Verification, as required, of the achievement of the FA Rate of 92% will start 90 calendar days after receipt of order using data accrued starting from the date of contract award and will be tracked monthly.
Further, the FA is based on the CAF ship times of 18 calendar days CONUS and 26 calendar days OCONUS from the creation of an Return Material Authorization (RMA)
File No. FD2060-15-91014 Page 20 of 91 until the LRU/WRA arrives at the Contractor’s facility. The user time for the installation of the serviceable LRU/WRAs from the receipt at the supply point shall not exceed an average of 48 hours should the LRU/WRA be required for a pod. The pod status, record of events and Elapsed Time Indicator (ETI) hours will be recorded by the RAMPOD system for the CAF, monthly reporting for the USMC and the Contractor. The Contractor shall meet periodically with the Government and the RAMPOD personnel to discuss and resolve any differences in the data. The Government will provide the RAMPOD recorded event records to assist the Contractor in the creation of improvements to reduce the Organizational (O)-level maintenance events.
An example calculation of FA per the definition is represented below.

The Contractor shall not be responsible for any failure or delay in meeting the delivery or performance or any part thereof which may arise from:
a. Acts of Government
b. Acts of God
c. Acts of terrorism/war
d. Crash damaged hardware

4.8.1.4 Availability Support – Fixed Cost (CLIN X001, X002, X003. X004):
AS Fixed Cost is defined as all AS functions that require a constant level of effort independent of the number of operational hours used by the pod fleet. This includes, but is not limited to the following management functions:
a. Program Management
b. Item Management
c. Product Control
d. Spares/Material Inventory
e. Sustaining Engineering for Hardware/Software
f. Financial Management
g. Contract Management
h. Logistics Management
i. Configuration/Data
j. Provisioning
k. Quality Control

m. Information Assurance (IA)
4.8.1.5 General Program Management:
The Contractor shall manage and/or direct all efforts through use of its existing Management Control System to provide visibility into the status of schedule and performance objectives. The Contractor’s Program Management activities shall include program coordination, data management, program finance support for cost control, risk management, and all other key functions. The Contractor shall provide all 50/50 reporting requirements to the Government within thirty days of request.

4.8.1.6 Quality Requirements:
The Contractor shall manage and execute the design and verification of all prime mission equipment and supporting equipment. These actions shall include, but not be limited to, all
File No. FD2060-15-91014 Page 22 of 91 aspects of design, testing, and supply management—to include supplier and major subcontractor management, parts procurement, inventory control, parts tracking, kitting, expediting, assembly, test, repair, conformance verification, and status reporting. The Contractor shall implement a Quality Program Plan (QPP) based on the Contractor’s Best Value Manufacturing Plan, which shall maintain an effective and economical quality system in accordance with AS9100C. The system shall provide controls of process and product characteristics and include criteria and methodology that are used to validate conformance to performance specifications and to achieve continuous improvement. The quality system shall be an integral and integrated part of the Contractor’s complete management system. As required in applicable DOs or Subtasks, the Contractor shall deliver, for Government information only, the quality system procedures, planning and all other documentation and data that comprise the quality system (for both hardware and software).

4.8.1.7 Risk Management:
The Contractor shall establish and maintain a risk/opportunities management program (to include an annual Integrated Risk Assessment review with the Government) to be held in conjunction with a Government & Contractor meeting such as LITENING ATP program reviews.
4.8.1.8 Meeting Support:
The Contractor shall conduct, attend, support and participate in regular planned and scheduled meetings which are mutually agreed upon by the Government and Contractor, as necessary to facilitate continued performance improvement and risk. The planned meetings shall include semiannual Program Management Reviews (PMRs) at the Contractor’s facility and annual User’s Conference. The Contractor’s semi-annual PMRs shall address risk management, program management, contracting, finance, and logistics status, data, and issues. The frequency of the PMRs may be decreased at Government direction depending upon the program stability.

4.8.1.9 Contractual and Financial Management:
The Contractor shall submit proposals, revisions or changes as requested, in writing, to the PCO. Proposals will be worked jointly between the Government and Contractor until such time as a final proposal is submitted.

4.8.1.10 Associate Contractor Agreements (ACA):
The Contractor shall establish ACAs with aircraft prime contractors as necessary and actively support the establishment and control of interface agreements as necessary to support required integration to the platforms identified in the SSS. The agreements shall include the basis for sharing information, data, technical knowledge, expertise, and/or resources essential to the integration of the Precision Attack Targeting System (PATS) which shall ensure the greatest degree of cooperation for the development of the program to meet the terms of the contract.
4.8.2 Availability Support (AS) - Variable Cost (CLIN X005, X006, X007, X008):
AS Variable Cost is defined as all AS functions that require a varying level of effort related to the number of operational hours used by the pod fleet. More specifically AS Variable Cost includes CLS consisting of Field Service Engineer (FSE) support, round trip transportation of required spares and repair parts between bases and the depot, and peculiar Organizational Level (O-Level) support equipment replenishment and repairs. The Contractor's AS shall also include an Integrated Logistics Support (ILS) infrastructure consisting of support for O Level and Depot Level (D Level) technical issues, maintenance planning, repair of unclassified and classified hardware, training, technical data, technical manuals, support equipment, supply support, spares, provisioning, cataloging, packaging, handling, storage, shipping, and transportation, software support, manpower requirements, facility requirements, and reliability engineering.
4.8.2.1 Availability Support Organizational Level (O-Level) Maintenance:
The Contractor shall support O-Level maintenance personnel with training, technical manual data, and technical assistance. The Contractor shall prepare and submit the materials required to support a military services training program for the LITENING pods.
The Contractor shall offer quarterly O-level maintainer training at the Contractor’s maintenance facility. The Contractor shall also maintain and update commodity manuals to support organizational maintenance. Training materials and technical manuals shall be for the following aircraft platforms which include, but are not limited to: F16, F15, A-10, B-1, B-52, C-130, AV-8, F-18 and EA-6.

4.8.2.2 Availability Support Deficiency Reporting/Corrective Action:
The Contractor shall support the Government’s deficiency reporting (DR) and failure reporting and corrective action system IAW T.O. 00-35D-54. The Contractor shall prepare and submit a corrective action plan (CAP). Corrective Action Plans are defined as tools used to constructively address deficiencies in contract performance requirements.
Development and Implementation of any DRs and/or CAPs that are not a result of contractor performance requirements shall be proposed and funded as a separate contract action. The Contractor is not required to create DRs on field returned assets that do not affect the performance requirements of this PWS.

4.8.2.3 Forward Deployed Initial LRU/WRA Spares:
The Government is required to maintain local inventory control and provide secure, dry storage for all LRU/WRA spares at each base location or site where the Contractor deems it necessary to stock Government owned and/or Contractor owned LRU/WRA spares to meet the paragraph 4.8.1.3 fleet availability requirements. The Contractor and Government will coordinate the shipment of the forward deployed initial LRU/WRA spares before shipment of the spares to the applicable location. The Government will be accountable for the LRU/WRA spares from receipt at the Government base location or site until the Contractor receives the LRU/WRA spares at the Contractor’s facility. In order for the contractor to maintain fleet availability, Pods and LRU/WRAs will be made available for shipment pick-up within 48 hours of a request by the Contractor.
4.8.2.4 Supply Chain Management System:
The Contractor shall provide a supply chain management system for the effort including supplier management, procurement, inventory control, tracking, shipping, repairs and status reporting.
4.8.2.5 Standard Base Supply System (SBSS) (CLIN X029):
As a separately priced option, and upon designation by the Government, and after receiving access to the necessary data systems, the Contractor shall act as the Contractor Inventory Control Point (CICP) and Source of Supply (SOS). LRU/WRAs, and support equipment shall be cataloged and stock listed in the Air Force supply system by the Contractor NLT 180 calendar days after receiving WEBREQ (Web Requisitioning) or similar access and NSN assignments. The Contractor shall obtain the D002A Standard Base Supply System (SBSS) and Air Force Equipment Management System (AFEMS), interface(s) and authorizations from Defense Automatic Addressing System Center (DAASC) necessary for MILSTRIP (Military Standard Requisitioning and Issue Procedures) transaction processing for all field locations where the LITENING ATP is maintained. The Contractor shall be responsible for transportation to and from the depot to each maintenance location where assets shall be delivered to the Government SBSS for issue to the organizational level maintainer. The Contractor shall determine appropriate stock levels for each operational location sufficient to comply with the Availability Rate specified in paragraph 4.8.1.3. The Contractor shall provide the Government Read Only access to the supply transaction data. The Contractor shall continue use of the web-based supply system until the SBSS interface is fully operational. All previous web-based supply transactions shall be stored as historical data and made available to the Government.
4.8.2.6 Classified Video And Advanced Digital Recorder ((V)AADR)Removable Memory
Module (VRMM)) Handling, Transporation and Repair (CLIN X005, X006, X007, X008)
Repair of Classified VRMM
The Contractor shall perform depot level maintenance on classified VRMMs in accordance with section 4.8.1.1.
Classified VRMM Domestic Transportation
The contractor shall ship classified VRMMs to domestic field sites by utilizing United States Postal Service (USPS) registered mail or an alternate Cognizant Security Agency (CSA) approved domestic delivery service in accordance with DoD 5220.22-M paragraph 5-403e, and Defense Security Service Industrial Security Letter (ISL) 2014-01. The Contractor shall provide containers and waybill for Government users at domestic field sites to pack and ship classified VRMMs to the Contractor’s facility. The field sites will be responsible for ensuring the correct markings and wrappings are applied before shipment to the Contractor’s facility.

Classified VRMM International Transporation
The Contractor shall ship classified VRMMs to international field sites at APO mailing address via USPS. The Government will be responsible for international field sites where an APO address is not available. The Contractor shall provide containers for Government users at international field sites to pack and ship the classified VRMMs to the Contractor’s facility.
