Contract Data Requirements List (CDRL) General Notes

Dated 3 Jun 2016 Purchase Request FD2060-15-91014 Comprehensive ATP - LITENING

1. Refer to DoD 5010.12-M, Procedures for the Acquisition and Management of Technical Data (latest revision) for an explanation of DD Form 1423 (CDRL) Blocks.

2. A data item identified by a "/T" in CDRL Block 4 has been tailored by instructions in Block 16. If the data preparation instructions contained in CDRL Block 16 conflict with the instructions contained in DD Form 1664 (Data Item Description) Block 10, the DD Form 1664 instructions shall govern.

3. CDRL Block 9 (Dist Statement Required). Distribution Statements. When CDRL Block 16 (Remarks) does not fully elaborate Block 9 entries with a detailed Distribution Statement, the Contractor shall place one of the following Distribution Statements on the cover page of the document or data.

a. CDRLs with a blank Block 9 entry, if any, shall assume an entry of "A" when the corresponding data is unclassified, and shall assume an entry of "D" for classified data.

b. CDRLs with non-blank Block 9 entries shall be elaborated as follows.

(1) For Block 9 entries of "A" the Contractor shall place the following on the data cover:

“DISTRIBUTION STATEMENT A. Approved for public release.”

(2) For Block 9 entries of "D" the Contractor shall place the following on the data cover:

“DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors only (fill in reason) (date of determination). Other requests shall be referred to (insert controlling DoD office).”

(3) The Contractor shall replace "(fill in reason)" with the reason listed on the CDRL. When the

CDRL does not list a reason, the Contractor shall replace "(fill in reason)" with the most appropriate reason(s) from the below list. This list is also found in DoDI 5230.24 Table 3.

(4) The Contractor shall replace "(date of determination)" with the date shown on CDRL Block H

(date of CDRL preparation).

(5) The Contractor shall replace "(insert controlling DoD office)" with the entry of CDRL Block 6 (Requiring Office) and elaborate that entry to include the full U.S. mailing address. Use the appropriate U.S. mailing addresses below or obtain the full U.S. mailing address from the Procuring Contracting Officer when the address is neither listed below nor on the CDRL.

4. Additional Notices.

a. Block 4: Where applicable, documents shall be written using the Microsoft Office product suite and /or Microsoft Project Tools. Exceptions may apply or may be specified by the CDRL. For example, electronic data in Adobe Acrobat format should supplement the MS Office delivery when the data includes signatures or hand written material. For Microsoft-based submittals, the software shall remain compatible with current program office software. The Contractor shall inform the Precision Attack Sustainment Element if data cannot or should not comply with the aforementioned electronic formats. In such cases, the Contractor shall recommend, for Government program management approval, alternative format(s).

b. In addition to the Distribution Statement, the Contractor shall add the following Export Control warning to the data cover when the Distribution Statement includes "Export Controlled" as a reason.

"Information Subject To Export Control Laws: WARNING - This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq.), as amended. Violations of these export laws are subject to severe criminal penalties.

Disseminate in accordance with provisions of DoD Directive 5230.25."

c. In addition to the Distribution Statement and Export Control warning (if applicable), the

Contractor shall add one of the following Destruction Notices to the data cover when Distribution Statements D is used.

{use the following Destruction Notice for unclassified data} "Destruction Notice: Destroy by any method that will prevent disclosure of contents or reconstruction of the document."

{use the following Destruction Notice for classified data} "Destruction Notice: Follow the procedures in DoD 5220.22-M, National Industrial Security Program Operating Manual, section II-19 or DoD 5200.1-R, Information Security Program Regulation, chapter IX."

5. Block 7: After data approval by the Requiring Office, submit a combination Receiving Report/Invoice in Wide Area Workflow (WAWF) to AFLCMC/WNYBAA. One combination Receiving Report/Invoice is required at the end of each Delivery Order to account for data submitted under the Delivery Order.

6. The Contractor is not authorized to provide copies of data to activities that are not specifically identified in CDRL Block 6 (Requiring Office) or Block 14 (Distribution) without the approval of the Procuring Contracting Officer.

7. CDRL Block 14 (Distribution).

a. When the Contractor makes CDRL data distribution, it shall provide an E-Mail notification of the distribution to Precision Attack Sustainment Element (AFLCMC/WNYBAA) personnel. The Procuring Contracting Officer (PCO) will provide/update (as required) email addresses for offices/personnel requiring notification of their specific CDRL delivery. This requirement applies without regard to CDRL Block 14 addresses, use of electronic copies, or use of paper copies.

b. Except for engineering drawings, deliver "Reg" copies on three hole punched and bound paper.

Paper size shall be 8.5 x 11 inches or 11 x 14 inches that is folded to a 8.5 x 11 inch form factor.

Deliver engineering drawings on the size paper indicated by the drawing. The Contractor shall deliver computer software code via DVD or CD when paper or electronic delivery is not feasible.

c. Deliver unclassified "Repro" electronic data via SWEAP. The Contractor shall deliver computer software code or other electronic data via DVD or CD when delivery via the Contractor's website is not feasible.

d. For data posted/uploaded to SWEAP, the Government review cycle will begin when the data is posted/uploaded to SWEAP and the Contractor has given E-Mail notification of the distribution.

e. For classified CDRLs: Contact the PCO for the Outer Envelope/Box and Inner Envelope/Box U.S. Post Office addresses of paper, CD, or DVD deliveries. Contact the PCO for the SIPRNet email address(es) of electronic deliveries.

f. For unclassified CDRLs "Reg" paper deliveries use the following addresses below:
