FA8520‐10‐R‐23911 Q&A Document

1. Question: Attachments A and E are the same. Please advise how we should respond.

Answer: A new Attachment E has been posted. Please refer to the Attachment E posted on 23 July 2010.

2. Question: Attachments A‐F, all of which must be filled in and submitted as part of the proposal, are all in PDF format and data cannot be entered electronically into this format; this is critical for Attachment A which must be completed by Government personnel and is the basis of a portion of proposal evaluation. Please provide copies of Attachments A‐F in Microsoft Word format.

Answer: Microsoft Word versions have been provided. The format of the documents shall not be revised.

3. Question: Section L, paragraph C states that Volume II is due ten days prior to the required due date for proposals which is 2 August 2010 according to page 1 of the RFP. Paragraph D (5) of Section L states that Present/Past Performance questionnaires should be submitted to the Government not later than the due date for present/past performance proposal submission.

Are questionnaires due to the Government on 2 August or ten days prior to 2 August?

Answer: As Paragraph D(5) states, the offeror shall exert its best efforts to ensure a completed questionnaire is submitted directly to the Government no later than the date established in the RFP for present/past performance proposal submission.

4. Question: Section L, paragraph D (2) states that the offeror may expand the answering space on the FACTS sheets so that the filled in portion covers no more than both sides of two pages. Since one copy of the proposal is to be submitted on CD/DVD, it is not possible to make a two sided copy of the FACTS sheets on the disk. Can FACTS sheets be submitted as four single sided vice two two‐sided pages?

Answer: Yes.

5. Question: Attachment B, paragraph F.1, last sentence states that data provided in Section F is limited to two pages beyond the page limitation of the FACTS sheet. Does this statement mean that the FACTS sheet is limited to a total of two additional pages beyond the two double‐sided or four single‐sided pages described above?

Answer: Correct.

6. Question: Attachment B, paragraph F.1, does this paragraph mean that all information regarding the PWS Categories as well as the other information is to be inserted into the boxes of the table provided? If so, this will severely impact our ability to respond even with expansion of the pages; can the description of the work be provided outside the table? If it is required to describe our past performance effort only by completing this table, can the font be reduced to 10 point to ensure that we are able to provide significant information regarding contract relevance?

Answer: Information cannot be provided outside of table; limitation is two pages beyond the page limitation of FACTS sheet. No change of font; offerors need to submit information as relevant to each category.

7. Question: The FACTS sheets as provided in the RFP currently are four pages long before any information is inserted. Can the boilerplate statements at the top of the form (under the text box), and in paragraphs F.1, F.2, F.3, H, I, J, K, L and M be removed so as to permit data to be entered and maintaining the page limit?

Answer: No, the header data must be included.

8. Question: Attachment L, C – Volume I, Page 1 of 4: Does the Government intend that we should type our answers into the PDF form of the RFP or will the Government provide a Microsoft Word version of the solicitation?

Answer: Only a PDF version of the RFP will be provided.

9. Question: Attachment L, D – Volume II (2), Pages 2,3 of 4: The offeror may expand the answering space on the FACTS Sheet so that the filled‐in FACTS Sheet for each relevant contract covers no more than both sides of two 8 ½ x 11 inch pages. (See paragraph (F) of the FACTS Sheet.) Paragraph F allows a 2‐page narrative in addition to the 4 single‐sided pages of the FACTS sheet. However, the FACTS sheet itself is 4 single sided pages before any information is entered. Will the Government expand the page limitation on the FACTS sheet or allow us to remove the instruction text in order to satisfy the requirements? Additionally, will the Government provide the FACTS sheet in Microsoft Word format?

Answer: Submit IAW Attachment L and M.

10. Question: Attachment M and PWS, PPT Evaluation Process, Page 1 of 3: The text states, “VERY RELEVANT: Present/past performance efforts involved essentially the same magnitude of effort and complexities this solicitation requires. Very relevant efforts must include 3 of the 3 critical tasks (i.e., 1. Program, Logistics & Item Management Support 2. Technical Support and 3.

Engineering & Configuration Management Support) in support of missiles and weapons.”

However, the PWS also has Financial Analysis as a task area. Does Financial Analysis appear under one of these 3 critical tasks, or are there 4 critical tasks?

Answer: The critical tasks are as stated in the Very Relevant criteria.

11. Question: Performance Plan, III – Signature Page, Page 8 of 8: Does the Government intend that we sign this plan after award or include it with our proposal? If we are to include it with the proposal, where should it be included?

Answer: Sign and submit with the proposal as an attachment.

12. Question: PWS, 4.11 and 4.11.1, Page 23: 4.11 lists nine contract holidays and 4.11.1 says the government observes ten federal holidays. Veteran’s Day is one of the ten federal holidays, is it also a contract holiday?

Answer: Veteran’s Day is a Government holiday.

17. Question: In Attachment L, Paragraph D. (1) on Present and Past Performance, it is noted that FAR 52.219‐8, Utilization of Small Business Concerns, applies to all offerors, including small business concerns, and that compliance with this FAR clause must be discussed in applicable contract citations or, if not applicable to those contracts, in two additional contracts which contained the clause. We are an 8(a)/SDB under the size standard for most NAICS codes pertaining to this type of work and consequently have never been required to comply with this clause. Request a waiver of this RFP requirement or advise on how we should respond.

Answer: No waiver will be given. Information shall be submitted by each offeror concerning their utilization of Clause 52.219‐8.

18. Question: In CLINs 0xxx, each of the PR Line Item identifiers are off by 1 from the corresponding CLIN item (i.e. CLIN 0001 is PR Line Item 0002). Will the Government correct this?

Answer: No.

19. Question: In CLINs 1xxx, 2xxx, 3xxx, 4xxx, all of the CLIN position descriptions call for a Logistics Management Specialist no matter what the job function is.

Answer: Please refer to the header of each CLIN (i.e. CLIN 0002 Management Assistant, CLIN 1002 Management Assistant). Disregard “Logistics Management Specialist” in the descriptions identified in 100X, 200X, 300X, and 400X.
