Questions and Answers I
Government Response: No, the government is not expecting more than one DAAE to be worked in the field concurrently in regards to the test, evaluation, and minor repair (PWS 4.2.1). However, there may be a situation where the repairs of CCA(s) from one station are being done while the field service (test, evaluation, and minor repairs) is being done on another station. The delivery date for CLINs 0001 and 0002 should specify a due date of 30 days per station for a given DO. For example, if a DO is placed for a quantity of 2 for CLIN 0001 and a quantity of 2 for CLIN 0002 (total of 4), the delivery schedule would be 120 days ARO for all 4 stations (4 stations X 30 days per station).
The delivery schedule for CLINs 0003, 0004, 0005, and 0006 should specify 90 days ARO. Reference the Services Summary in PWS.
Government Response: CLINs 0003 and 0004 are for the repair of SRUs from the RF and DIG DAAE stations, respectively. Separate CLINs were proposed due to the different BEQ (which is based on historical failure data) and the possibility of different unit costs for repair of SRUs for each DAAE configuration. PWS para. 4.2.2 defines the requirement for repair of SRUs within the DAAE stations.
Government Response: The end objective is to achieve a FMC station. PWS para.
4.2.1 defines the requirement for the test, evaluation, and minor repairs on the stations (comparable to Phase I from previous contract). Minor repairs are defined as those repair actions that can be accomplished during the initial on-site visit and associated test and evaluation. These minor repairs include, but are not limited to, the reseating of CCAs (or SRUs), cables, and/or I/O pins, adjustments or alignments, and/or the removal and replacement of CCAs (SRUs) that are available at the location at the time of the initial test and evaluation. These minor repairs do NOT include those repair actions associated with removing a CCA (or SRU) from the station to be repaired off-station at the contractor’s facility (PWS 4.2.2 and CLINs 0003 and 0004) or the manufacturing/assembly of cables, I/O pins, or other miscellaneous items (PWS 4.2.3 and CLINs 0005 and 0006) that may be needed to render the station FMC. Only those repairs implemented as part of the initial test and evaluation are considered minor.
Note the following statement from PWS para. 4.2 “Additionally, the repair of instruments, circuit card assemblies (CCAs), electronic component assemblies (ECAs), or major subassemblies, hereafter referred to as asset(s), or the manufacturing of cables, or a combination of both may be required to successfully complete the repair of the test station.”

Government Response: The location of repair requirements cannot be predicted accurately. Recommend that the U/I for each travel sub-CLIN be changed from LT to EA. Price out unit cost for travel to each location. When a DO is placed for the test, eval, and minor repair (CLINs 0001 and 0002), the appropriate qty of travel sub-CLINs will ordered as well to fund travel to the required locations where the repair requirements are.
Government Response: No, the government does not intend to request serviceable spares from government supply on a regular basis. However, there may be isolated and special circumstances (i.e. there are sufficient serviceable spares in supply) in which the user will requisition the needed part from supply. This is the reason for the requirement of government approval/concurrence prior to removing and sending a CCA (or SRU) to the contractor’s facility for repair (ref: PWS para. 4.2.2).
Government Response: No, the government does not intend to make STE available at the contractor’s facility.
Government Response: MILSTRIP authority can be given to the contractor post award once proper paperwork is completed.
10. We can find no requirement for a technical proposal. Does the government want a technical proposal, or is the technical pre-qualification submission adequate?
Government Response: Technical pre-qualification submission is adequate.
11. Is it correct to assume that the repairs can be done sequentially? In other words, we would not need to supply a repair team to more than one base concurrently.
Government Response: The repairs may be done sequentially, concurrently, or a combination (depending on the qty of stations on any given DO). There is no mandated requirement to perform test and evaluation (CLIN 001) concurrently at more than one base. However, hypothetically there may be situations where they can start the test and evaluation (CLIN 001) of S/N 002 at Base X while they repair "assets" (CLIN 002) from S/N 001 from Base Y at their facility. In any event, IAW PWS para. 4.2.2 and the Services Summary, if the repair of an asset is required, the repair of the corresponding station must be completed within 90 days of the contractor receiving the asset at their facility. This 90-day requirement may "force" the contractor to perform repair of assets concurrently with other repairs (CLIN 002) and/or test and evaluations (CLIN 001).
12. How does the government anticipate repairs to be spread over the calendar year?
Government Response: Delivery Orders (DOs) for repair of DAAE stations will be initiated/executed as the repair requirements are generated. BEQ is currently 5 stations for each configuration annually; actual qty on each DO will be driven by known repair requirements at time of DO. Requirements for the out-years (i.e. option years) are unknown at this time. There may be some DOs with just one station or there may be some DOs w/ multiple stations (which can be worked sequentially).
