RFP FA8517-13-R-30810 Response to Questions from Interested Parties 24 Oct 2013
Question: RFP Section L Paragraph D(2)a. cites demonstration of past performance based on active or completed contracts. RFP Section L Paragraph D(2)c. allows for demonstration of past performance of key personnel. Will the source selection authority and Performance Confidence Assessment Group (PCAG) assign equal weight in evaluation to past performance of key personnel as it would to past performance based on active/completed contracts?
Answer: Numeric weights will not be assigned during evaluation. Please see Section M of the RFP. Based on the offeror’s recent/relevant performance record, which may include key personnel performance under submitted contract(s), a confidence assessment rating will be assigned. Please note that the Government will perform an independent determination of relevancy and is not bound by the offeror’s opinion of relevancy. While the Government will strive for maximum objectivity, the tradeoff process, by its nature, is subjective; therefore, professional judgment is implicit throughout the selection process.
Question: Companies are prohibited from bidding on both the small business and 8(a) procurements. Are companies allowed to participate on multiple teams within the same procurement? Can companies participate in multiple partnerships within one set-aside procurement? For example, could company X operate as a majority partner in a JV pursuing a contract in the small business set aside procurement, and also participate as a minority partner in another JV that is also pursuing a contract in the small business set aside procurement? Essentially, is cross-teaming allowed within the same set aside?
Answer: The RFP does not restrict cross-teaming within the distinct set-asides. If an offeror decides to use a firm that is also on another team within the set-aside, the burden would be placed on BOTH offerors to clearly describe the EXACT roles to be performed in each proposal to ensure that an Organizational Conflict of Interest (OCI) is not created or how any conflicting roles would be mitigated, e.g. (same people on Team a and Team b sourcing or pricing – annual competitions could be comprised).
Question: How are these services currently being performed? Under contract? In-house?
Answer: These services are currently performed under contract.
Question: If these requirements are currently being performed under a contract, who is the Contractor? What is the contract number?
Answer: The contractors currently performing these services are ATAP Inc. under contract FA8535-07-D-0003 and Boneal Inc. under contract FA8535-07-D-0004.
Question: The RFP requires pricing to be held for 180 days after submittal of proposals. Pricing of individual NSNs must be held for one Government Fiscal Year. What is the total amount of time prices for individual NSNs must be held after submittal of proposals?
Answer: Pricing submitted with the RFP will be utilized in the source selection process. At time of award each successful contractor’s basic contract will contain a priced exhibit reflecting items sourced/awarded to them as a result of the source selection. An initial task order will be issued to each successful offeror from their catalog based upon the Government’s requirement at the time of award. After issuance of the initial task order the prices for the items sourced under the Source Selection are no longer valid. After award of the basic contracts Clause H-901 comes into effect. A new list of items to be sourced will be solicited among the successful contractors and new priced catalogs will be established as a result of this competition. These prices will be in effect from the date of issuance of the contractual modification through 30 Sep of that fiscal year.
Question: For pricing of FOB Destination, what is the destination point?
Answer: At time of sourcing the destination of future USAF shipments is unknown. Destinations vary among Air Force bases within the continental United States (CONUS).
Question: Will the Government please clarify that the page size, for all volumes, should be 11”x17”, with the exception of 8 ½ x 14” pages for graphics/drawings/etc?
Answer: In accordance with Section L. A(2) Proposals should comply with the following format:
Print shall be no smaller than a font size of 12 and should be on 11” x 17” inch paper. Charts, graphs, drawings, diagrams, supporting illustrations, or spreadsheets may be on 8 ½ x 14.
Question: Will the successful contractor(s) have GSA AUTHORIZATION for purchase of products, if applicable?
Answer: FAR 52.251-1, Government Supply Source, will be incorporated in resultant contracts.
Question: Will the products purchased under this Government contract be exempt from Federal, State and Local Taxes?
Answer: Items to be sourced under the resultant contracts are not exempt from Federal, State and Local Taxes
