RFP FA8517-13-R-30810 Response to Questions from Interested Parties 21 Nov 2013
Question 1: Are the projected quantities listed in “EXHIBIT_B_FA851713R30810” guaranteed, or forecast only? More specifically, should the offeror provide a price that is firm-fixed for the forecast quantity, any quantity, or qty=1?
Response: The projected quantity should be utilized in development of an offeror’s firm fixed unit prices. The minimum order specified in Section I-171 FAR 52.216-19 will utilize the Government’s projected quantity for any item ordered. The inclusion in an awardee’s initial catalog DOES NOT obligate the Government to place a task order for all the items awarded in the catalog.
Question 2: Will items be awarded to initial catalogs based on the Total Evaluated Unit Price (TEUP) or the Total Evaluated Price (TEP)?
Response: In accordance with Section M 2.B. (iii) the total evaluated price (TEP) will be calculated for evaluation purposes only. The TEP = the sum of the Total Evaluated Item Cost for the subset. The total evaluated item cost = the total evaluated unit price x the Government’s projected quantity. Awarded catalogs will contain the unit price for FOB Origin (no transportation costs) and the unit price for FOB Destination (including first destination transportation costs within CONUS). The initial task order will specify the applicable unit price based upon if the requirement is FMS (FOB Origin) or USAF (FOB Destination).
Question 3: Does the answer to the first question regarding pricing lists apply to H-901 as well for future pricing actions under the follow-on contracts?
Response: The answer to Question 1 relative to guaranteed quantities does not apply to subsequent pricing actions issued after award of contracts to successful offerors. The Government’s projected quantity is a forecast only and an order may be issued for quantities less than or greater than the projected quantity. An order may be issued for items awarded in a 3PL service provider’s catalog for any requirement (quantity) that generates during the fiscal year at the awarded unit price.
