RFP FA8517-13-R-30810 Response to Questions from Interested Parties 20 Nov 2013

Question: Exhibit B of the RFP package is requesting pricing based on a “Total projected Quantity.” Is the contractor to price the item based on this quantity? Is the contractor required to accept an order from the Government for an item at the price quoted, even if the quantity ordered by the government is less than the projected amount?

Response: The quantity shown in column F of Exhibit B is the Government’s projected quantity and should be utilized in proposal preparation. In accordance with Section M 2.B. (iii) this projected quantity will be utilized to determine total evaluated price.

An initial task order will be issued to each successful offeror from their catalog based upon the Government's requirements at the time of award. This quantity may vary from the Government’s projected quantity utilized in the source selection. The contractor is required to accept an order from the Government at quantities greater or less than the Government’s projected quantity.

Please note for subsequent pricing actions after contract award Clause H-901 states, “Items will be awarded to the appropriate service provider by incorporation into that contract’s yearly catalog. Once an item is incorporated into the successful service provider’s catalog it will not be re-competed during that same Government Fiscal Year (GFY). The service provider’s price will remain valid for the remainder of that GFY and any requirement for that item will be ordered from that service provider’s catalog.” No quantity is guaranteed to be ordered or the quantity may increase or decrease from the Government’s projected quantity utilized at time of solicitation.

Question: In column J the "Total Projected Qty" does that equal quantity shipped and in column K the Gov't required delivery does the column indicate the number of deliveries per year or does it mean the required delivery for the duration of contract? Also, for those same columns J & K does the total projected qty (column J) indicated a per shipment basis, for Gov't required delivery (column K) of 232 shipments mean to deliver 4 items per 232 deliveries?

Response: An FOB Destination unit price is required in column J based upon the projected quantity shown in column F. An FOB origin unit price is required in column K based upon the projected quantity shown in column F. Each item requires both an FOB Destination (USAF CONUS) unit price and a FOB Origin (FMS) unit price. The required delivery shown in column G applies to the quantity shown in column F. Example: ELIN 5017 has a projected quantity of 4EA with a required delivery of 232 days after receipt of order.

Pricing submitted with the RFP will be utilized in the source selection process. At time of award each successful contractor's basic contract will contain a priced exhibit (catalog) reflecting items sourced/awarded to them as a result of the source selection. An initial task order will be issued to each successful offeror from their catalog based upon the Government's requirements at the time of award. After issuance of the initial task order the prices for the items sourced under the Source Selection are no longer valid. After award of contracts to successful 3PL service providers, yearly price competitions will be conducted based upon that fiscal year's projected requirements. A new list of items to be sourced will be solicited among the successful contractors and new priced catalogs will be established as a result of this competition. These requirements may be any NSN shown on Appendix D, NSN Listing, attached to the Performance Work Specification (PWS) for which the Government has a forecasted requirement in that FY. These prices will be in effect from the date of issuance of the contractual modification through 30 Sep of that fiscal year.
