Basic Period of Performance (PoP) is 9 (nine) months with (4) four 12‐month option periods, plus an additional six‐month option period IAW FAR 52.217‐8, and Option to Extend the Term of the Contract IAW FAR 52.217‐9. Estimated PoP will begin 1 July 2020.
Note 4: Pursuant to FAR 52.232‐18 ‐‐ Availability of Funds‐ Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
Note 5: PROPOSING ON THIS REQUIREMENT: See the Section L (Attachment 2 in Section J) and Section M (Attachment 3 in Section J) of this document for more information.

Among those offerors with technically acceptable proposals, award will be made to the lowest evaluated priced offeror. (All offeror proposals received and determined responsible/responsive will be first rank ordered from lowest to highest price by the pricing team. If the lowest price is not technically acceptable, the process will continue with the next lowest priced proposal until a proposal is deemed acceptable.
Note 7: Non‐Government Advisors will be utilized by the Government during the Source Selection evaluation process IAW FAR 37.2. Company: HMR Technology
Note 8: The On‐Site Supervisor position for CLIN 0001, Straight Time Labor, provides indirect support and shall be priced into the Contractor’s overhead cost. For site supervision please see Performance Work Statement paragraph 4.2.3.
Note 9: Total Evaluated Price (TEP): The Government will calculate the total evaluated price (TEP) (as stated in completed Attachment: OSDS Vol 3 Price Summary) as follows:
Total Yearly Pricing for (FFP ST Labor) CLINs 0001, 1001, 2001, 3001, 4001 and 5001*(52.217‐8) shall be included in the evaluation.
Total Yearly Pricing for (FFP OT Rates) CLINs 0002, 1002, 2002, 3002, 4002 and 5002*(52.217‐8) shall be included in the evaluation. The included hours for OT listed in the Attachment: OSDS Vol 3 Price Summary are for evaluation purposes only. These set number of hours will provide a basis for the Government to evaluate OT costs. These hours are not guaranteed for any contractual awards.
CLINs X003, X004 and X005 will not be included in the Total Evaluated Price calculation as these CLINs are listed and priced as Cost Reimbursable (CAP/CAS and Travel) or shall be Not Separately Priced (Data).
Total Yearly Pricing for CLIN 0006 (FFP Transition In) shall be included in the evaluation. This CLIN shall be priced only in the basic award year.
The total evaluated price shall be summarized and totaled on the Offeror Tab in the Attachment: OSDS Vol 3 Price Summary.
The total evaluated price will be used for evaluation purposes only. Once the TEP is set, the Government will follow the gating process established in section (2)(a)(ii) of Attachment M. For services pursuant to FAR 52.217‐8 Option to Extend Services, an evaluated price will be calculated for CLIN 5001 and 5002 by using the offeror’s proposed “Unit Price” from CLIN 4001 and 4002 multiplied by half the respective quantities.
Note 10: Due to the inclusion of cost‐reimbursable line items IAW FAR Part 30, the awardee must possess or have the ability to obtain an approved Cost Accounting System (CAS) to invoice against the cost‐reimbursable line items.
