Questions & Answers
18 April 2019
Q1. In SOW 5.4, it says, “"The Contractor shall paint/touchup all RDS modification parts. All exterior components will be painted in accordance with Cal Fire pain specifications. Appendix G for Cal Fire - specifications." However, there is no Appendix G.
A1. Appendix G is now attached to the RFP.
Q2. Does the Government require the contractor to paint the entire exterior of the aircraft? Can the Government please clarify requirements for painting?
A2. As stated in the SOW, “The Contractor shall paint/touchup all RDS modification parts”.
Q3. In SOW 5.1, it says, “After completion of the modification and inspection and acceptance by the Government, the Contractor shall ferry the aircraft up to 2000 miles.” Is it the Government’s expectation that the contractor’s pilot will fly the aircraft? Or just that the contractor shall pay for the fuel and the Government will pilot the aircraft?
A3. As stated in the SOW “After completion of the modification and inspection and acceptance by the Government, the Contractor shall ferry the aircraft up to 2000 miles.” That does not mean the contractor will pay for fuel and the Government will pilot the AC.
Q4. Generally, FBO posts an update with the link to any new postings for the solicitation. This did not happen, and it was confusing to industry when the RFP was released on a completely different link with no reference from the old page. This caused at least two businesses in the industry to miss the initial release and lose time for a response. Judging from QA_1 question 2, it seems that maybe even a third business missed the posting because it was not linked to the original solicitation page. Based on this, we humbly ask for a 15-day extension. This would allow all companies involved the chance to provide an adequate proposal to the Government. It will also provide the Government better competition. We request that the Government please reconsider an extension.
A4. The response date has been extended to 13 May 2019 per the request of industry. For clarification, the first posting was a part of Market Research and not the RFP for this effort.
File details come from the government source that posted it.
