| RCU Production Question & Answer | |||
| Number | Question | Answer | |
Can the Government confirm if this is a best value or an LPTA evaluation. Section M states in part “ when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price” | The requirement is Firm-Fixed Price, Lowest Price Technically Acceptable. Section M was updated to remove "best value" language. |
Does the prime contractor need to be the circuit card manufacturer, or can it be a vendor/ subcontractor? | No, the prime contractor can use a different vendor/subcontractor to be the circuit card manufacturer. |
Does the Government intend to perform price realism? Section L (4) mentions the pricing needs to be detailed to allow for cost reasonableness and realism. However, if this entire effort is FFP and if this will be LPTA trying to understand and confirm if realism will be performed. | Section L was updated to state "(b) | Cost/price proposals shall be sufficiently detailed to allow comprehensive understanding of completeness, reasonableness, and balanced as well as provide a baseline for future modifications/changes. Offerors whose price is determined to be incomplete, unreasonable or unbalanced will not be considered for award. No, the prime contractor can use a different vendor/subcontractor to be the circuit card manufacturer."
The total evaluated price is the sum of all CLINs- will the Government consider adjusting the TEP to remove the travel or use a plug number since the travel CLIN is proposed as FFP NTE and based on the SOW the travel requirements are not fully known at this time. | The SOO states that “The contractor shall travel on an as-needed basis for contract management efforts.” If a number is needed for the FFP NTE CLIN, recommend contractors propose a maximum of 5 trips with a maximum of 5 individuals per trip to cover any potential travel requirements (2 trips FY25, 2 trips FY26, 1 trip FY27). If the contractor doesn’t need to propose travel because they’re located in the San Antonio area, recommend contractor provide a statement in the proposal saying that travel is not required to complete contract requirements since they’re co-located with CCSD. |
1. With regard to the pricing of materials and spares, per SOW paragraph 4.4.20, the Government directs the contractor to utilize DLA IDIQ contracts to the maximum extent. This paragraph states in part “The Government will furnish a list of these parts with the appropriate national stock number, part number, and CAGE code as ….” Based on this direction: | |
| 5a | Will the Government consider providing a plug number since it should have an estimated cost for these items that need to be procured through DLA and provide the list to the proposed offerors to remove from our material estimates? | SOO Section 4.4.20 has been revised to state "Offeror will acquire light panels directly from Sun Display Systems as identified in the Technical Data Package (TDP) in drawing X202405202 Z-ANP(M) Assembly. The light panels are referenced in Item #14 of this drawing. The light panels are non-commercial items. Contractor will record these parts as Government Furnished Material (GFM)." | |
| 5b | Will the Government provide the list of items to be procured through DLA and access to potential offerors to see the IDIQ pricing to support proposal pricing and submission? | SOO Section 4.4.20 has been revised to state "Offeror will acquire light panels directly from Sun Display Systems as identified in the Technical Data Package (TDP) in drawing X202405202 Z-ANP(M) Assembly. The light panels are referenced in Item #14 of this drawing. The light panels are non-commercial items. Contractor will record these parts as Government Furnished Material (GFM)." | |
| 5c | If an offeror uses the DLA pricing as part of its proposal and once awarded the part(s) cannot be procured through DLA will the Government allow an economic price adjustment to account for any increased material costs? | SOO Section 4.4.20 has been revised to state "Offeror will acquire light panels directly from Sun Display Systems as identified in the Technical Data Package (TDP) in drawing X202405202 Z-ANP(M) Assembly. The light panels are referenced in Item #14 of this drawing. The light panels are non-commercial items. Contractor will record these parts as Government Furnished Material (GFM)." | |
After initial review we have all the data needed to produce the RCU and none of that data is classified. Yet, the DD Form 254, 1.a. and 1.b., indicate that we need a facility cleared to ‘Confidential’. Is the DD254 correct in that a vendor must have a classified facility to the level of ‘Confidential’? If so, is there additional Condifential technical data that we will receive if selected for the award? | PMO changed DD254 to remove the Confidential clearance requirement from blocks 1.a. and 1.b. Block 1.a. will remain blank and block 1.b. will show the following “None (see instructions)”. See updated DD254. |
Will there be a 30 day solicitation extension for this effort? | Due to time constraints, a 30 day extension will not be authorized, but an extension till October 28th has been approved. |
What is the date by which all interested Offerors must submit questions for consideration on RFP FA830724RB040? | No futher questions will be accepted. |
Is RFP FA830724RB040 Lowest Price Technically Acceptable (LPTA) as indicated in Attachment 2 Section L & M_08224, Section 1(B) or, is it Best Value as indicated in the same attachment Section 2(A)? | See answer to Question 1. |
Who is defining the Factory Acceptance Testing. Will the government supply ATE information? (SOO 4.4.8) | The contractor shall define a recommended Factory Acceptance Testing protocol. The government will supply ATE information regarding the RCU tester that will be provided as GFE to the production contractor. The engineering design model was tested using this RCU tester. |
Will the government supply interface hardware and cables? SOO 4.4.8 | Yes, the government will supply existing interface hardware and cables as GFE on contract. |
PN’s shown for spares do not correspond to drawing callouts: X202405202 – Z-ANP Printed Circuit Assembly, X202405204 – Z-ANP Flex Printed Circuit Board Assembly (to include all switches and potentiometers), X20240516 - Z-ANP Case to include J1 connector, X202405209 & X202405208 - Z-ANP Lid, screws, and gasket, One (1) Knob, 0.75 diameter x 0.62" tall, for 0.125" diameter D shaft, One (1) Knob 0.88" diameter x 0.56" tall, for 0.125" diameter D shaft, One (1) Knob, 0.88" diameter x 0.75" tall, for 0.125" diameter D shaft - SOO 4.1 (List of Spares) | The production contractor should reference updated SOO for updated drawing nomenclature. |
Due to the two build variants (5VAC NVIS Green and 28VDC NVIS White), the drawing does not differentiate via suffix number or other option selection, or how to mark on packaging which is green and which is white. Also says White Panels and Knobs or Green Panels and Knobs, but only one knob style shown on drawing. - SOO 4.1 | The light panel for each RCU will have unique markings to differentiate voltage and color. Knobs get their color by the lit display panel. Once assembled, the color and voltage marking on the display is visible. No further marking is necessary on device. |
“if unable to start production runs that enable continuous production”. With lot pricing, how does the government see a start-up/shutdown of production? - SOO 4.3 | PMO is structuring contract with base year with 2 option years. Please provide proposals to reflect startup and shutdown costs for production of lot sizes. These lots will be incrementally funded. |
Need to create 3 IUID’s that are difficult or impossible to alter for the Top level assy, the PCA and Flex Circuit board. Need to know the construct and the minimum size allowed. Can we embed the IUID into the PCA and Flex Circuit, and do we need to laser engrave the IUID into the chassis of the RCUs, as a label would not fall into the category of “difficult or impossible to alter”. This may be difficult if we are using Construct 2 with serialization, and would have to have the chassis drive the serialization of the end unit to match up properly. - SOO 4.4.18 | Each chassis needs to have its own serial number. The flex board assembly needs its own serial number. The PCA needs its own serial number. Please embed the IUID into the PCA and flex board assembly. Refer to MIL-STD 130 for construct and minimum size allowed. These serial numbers help us track maintenance history for these assemblies. Laser engraving is permitted for the chassis. |
Are we acquiring all parts thru FEDMALL as GFE? If so, how to develop a Counterfeit Prevention Plan if all parts are GFE? - SOO 4.4.20/4.6.1 | No, SOO was updated to remove FEDMALL as a source for parts ordering. |
Is Gerber Data for Flex Circuit and PCA available? - TDP | X202405201 identifies the engineering tree. Within the engineering tree, the Gerber data is identified in X202405210 for the Flex Circuit and Gerber data is identified in X202405213 for the PCA. |
Is there a drawing for ON351983-6? | No, there is no drawing for this part number. This part number is no longer applicable. Use drawing X202405203 to reference the Z-ANP case. For the J1 connector, reference X202405202. |
Note 3B for finish states “all surfaces except surfaces identified by flag note 8”. Flag note 8 refers to part marking/engraving, should note 3B read “by flag note 9” which deals with masking - Drawing X202405204 Sheet 1 | Please use Flag Note 8 for the Z-ANP case, and Flag Note 9 for flex board and PCA for finish states. |
Tolerance on lines shown in Section B could result in no engraving outline being present on part and still pass FA inspection. Also, hard to define depth of milling from section F-F - Drawing X202405204 Sheet 2 | Milling depth can be derived from the drawing as is. Section F-F is a cross-section. Depth measurements will not be shown in that section. |
Note 10 says to mark “ASSY X202405201”, graphics show “ASSY X202405202” - Drawing X202405206 Sheet 1 | See drawing redlines for corrected labeling. |
FN 4, 7-9 on Drawing X202405209 are duplicated on drawing X202405202. FN6 (R1) may not correspond to R1 on 202405202, but the PN’s are different between X202405209 and X202405207 drawings - Drawing X202405209 & X202405202 | Use information in X202405209 pertaining to switches. Use information in X202405207 pertaining to fabrication of potentiometer assembly. |
What are FN 1 thru 3? Should FN3 be E2 instead of E4? - Drawing X202405209 | Context: The question appears to reference Items 1 - 3 in the Table on the drawing: Item 1 – doesn’t have a designator, doesn’t exist on drawing; Item 2 – Correct; Item 3 – designator is E4, should be E2, updated drawing included in amendment |
Will need to create test setup to interface with main pcb connector to set output of pin J1A-21. Is this test harness included in the GFE PXI test equipment? - Drawing X202405212 | Yes, the test harness is included in the GFE test equipment. SOO was updated to reflect this change.
