About this file

This document is a Statement of Objectives (SOO) for the Remote Control Unit (RCU) Program. The SOO defines the production requirements for the Offeror (contractor) to replace diminishing supplies of existing legacy Z-ANP RCU devices by producing a total of 888 units. The scope includes documentation, integration, training, maintenance, production, acceptance testing, and logistics of the new RCU device.

The key requirements are: 1) Produce 888 RCU devices with specific configurations for the Air Force, Navy, and Foreign Military Sales; 2) Separately price the initial production line start-up, final shutdown, and interim start/stop activities; 3) Implement robust program management, configuration management, quality assurance, and deficiency reporting processes; 4) Develop and deliver maintenance and training documentation; and 5) Leverage government-furnished equipment and data. The Government intends to award a single Firm Fixed Price contract through an 8(a) Small Business set-aside with a 12-month base period and two 12-month option periods.

AFLCMC/HNCAA 4

1.0 (U) BACKGROUND

(U) Remote Control Unit (RCU) – RCUs are ancillary devices that control VINSON/ANDVT End Cryptographic Units (ECUs). The RCUs allow the user to remotely control ECUs placed on the platform out of reach of the user. These RCU devices were fielded in the late 1970s and were redesigned to address obsolescence and sustainment issues. The objective of the RCU program is to replace diminishing supplies of existing legacy RCUs. Because of parts obsolescence with the current legacy design, it was necessary to reverse engineer and redesign the RCUs with modern components that replicate current functionality. RCUs are non-cryptographic devices and will not require National Security Agency (NSA) certification or involvement. The Z-ANP RCU variant is the only variant that will be redesigned and produced.

2.0 (U) SCOPE

(U) This Statement of Objectives (SOO) defines the production efforts to be accomplished by the Offeror (also referred to as the contractor in this SOO). The scope includes documentation, integration, training, maintenance, production, acceptance testing, and logistics of a new RCU device.

3.0 (U) PERIOD OF PERFORMANCE

(U) Production of required operational units will be accomplished within the Period of Performance (PoP) specified in this requirement. The Government does not anticipate a PoP of longer than 36 months for production.

4.0 (U) OBJECTIVES

(U) Detailed objectives are described below, with corresponding Contract Data Requirements List (CDRL) references to the RCUs CDRL Table identified in Section 5.0. The Offeror shall identify additional applicable CDRLs appropriate for this effort. The Offeror shall levy on proposed teammates and subcontractors the same requirements, restrictions and statutes that are levied on the Offeror by this acquisition.

4.1 (U) Prime Mission Product

(U) The objective of the RCU program is to replace diminishing supplies of existing legacy Z-ANP RCU devices by producing a total of 888 Z-ANP RCU devices. 800 AF RCUs will have the following configuration: 640 RCUs with attached 5V NVIS Green light panel and knobs and 160 RCUs with 28V White light panel and knobs. The 38 RCUs for Foreign Military Sales (FMS) will have the 5V NVIS Green light panel and knobs configuration. The 50 Navy RCUs will have the 5V NVIS Green light panel and knobs configuration. The Offeror shall provide RCU device pricing based on production run quantities of 200 AF RCUs in FY25, 200 AF RCUs in FY26, and 400 AF RCUs in FY27 as well as 50 Navy RCUs in FY25 and 38 FMS RCUs in FY26.

AFLCMC/HNCAA 5

(U) Additionally, the contractor shall produce and deliver 80 each of the following Z-ANP RCU components.

(i) X202405202 – Z-ANP Printed Circuit Assembly

(ii) X202405204 – Z-ANP Flex Printed Circuit Board Assembly (to include all switches and potentiometers)

(iii) X20240516 - Z-ANP Case to include J1 connector

(iv) X202405209 & X202405208 - Z-ANP Lid, screws, and gasket

(v) One (1) Knob, 0.75 diameter x 0.62" tall, for 0.125" diameter D shaft

(vi) One (1) Knob 0.88" diameter x 0.56" tall, for 0.125" diameter D shaft

(vii) One (1) Knob, 0.88" diameter x 0.75" tall, for 0.125" diameter D shaft

(U) The contractor shall deliver all RCU devices in accordance with (IAW) the specific delivery instructions identified on a production run basis and will be delivered to the Government located at the Cryptologic and Cyber Systems Division located at Lackland AFB, San Antonio, TX. The contractor shall not deviate from specifications outlined without submitting an explanation/justification as to why.

(U) In addition to the above requirements, the offeror shall be AS9100, Rev D certified, which is the international quality management system standard for the Aviation, Space, and Defense (AS&D) industry.

4.2 (U) Initial Production Line Start up and Final Production Line Shutdown

(U) The contractor shall separately price the initial start-up and final shutdown activities of the RCU production line. Initial start-up of the production line shall be proposed for year one of the contract base period. A list of proposed production line enhancements making the production of RCU devices more efficient and affordable shall be provided with the proposal. Production line shutdown activities shall be priced for the final year of the base period and each option period.

4.3 (U) Interim Production Line Start / Stop

(U) The Government’s intent is for continuous production of the RCU devices throughout this contract to ensure the Government procures the RCU devices at the lowest per unit price. The contractor shall separately price the cost for the production line to start and stop due to the Government’s inability to procure RCU devices in a manner which does not allow for continuous production. If the Government is not able to start production runs that enable continuous production, then this line item will be utilized for the interim start / stop of the production line. Upon start of each production run, the contractor shall notify the Government of the date in which the next production run must be started to prevent the production line from shutting down.

4.4 (U) Program Management (PM)

(U) It is the objective of the Government to work closely and collaboratively with the Offeror and maintain maximum insight of the Offeror’s, schedule, and status through frequent formal and informal meetings such as contractor’s progress, status, and management reports and weekly Program Management Reviews
