QUESTION AND ANSWER TEMPLATE
Offerors who determine that the technical requirements of this RFP require clarifications in order to permit submittal of a responsive proposal shall submit all questions in writing to the maximum extent possible within 21 calendar days prior to the proposal submission date (Block 8). Submit the questions via email to the Contract Specialist, Mr.
Kriston Minor at kriston.minor@us.af.mil and the Contracting Officer, Ms. Rachel Sexton at
Rachel.sexton@us.af.mil. The Government will issue the RFP Questions and answers on https://sam.gov and amend the RFP as necessary to clarify RFP requirements.

Pricing Will the government provide which CLIN will be used to price basic living expenses, i.e., phones, internet, utilities, etc.
These cost elements shall be included in CLIN 0005, Rent/Lease of Lodging. This
CLIN is also being changed from
FFP to a Cost CLIN.

It states Contracting Officer will consider the prices submitted for the base period and/or the 3 option years to be binding should at any time during the contract period, the Option to Extend
Services is exercised.
Question: Will the Government please clarify how industry should price this acquisition. Is it the
Government’s intent for Industry to price a base year (per the PWS), or base year plus 3 options years as referenced in Section M, page 88 of the solicitation.
This will only be a 1-year base, no option periods at this time.
PWS 1.5 Will the government clarify the work week listed in the PWS?
Will it be Thursday-Sunday or Monday-Friday?

No, that was an error in the
PWS.
PWS 1.5.11 Will the government update the PWS requirement to include the task/period of performance dates similar to the dates provided in the RFP.
The period of performance for this contract is expected to begin on 1 Feb 2024 and end on 31 Jan
2025, unless further extended.
PWS 3.7 The PWS states that full performance will begin after the (1) month phase-in. The PoP begins 1 Feb
2024. Will the government be using Jan 2024 as the phase in period?
Phase in period starts in Feb and full performance will begin upon completion of the phase-in.

Per Subfactor 3 – Transition/Phase-in, the requirement states: “3.7 Transition/Phase-in-
Period. During this period, the contractor shall become familiar with all contract requirements, hire staff, submit, and secure security clearances for all contractor staff, secure housing/transportation and report to the POC identified in PWS paragraph 1.5.9 for further in-processing and any other in-country requirements as required. Full performance will begin after the one (1) month phase-in.”
Question: Considering the 1-month phase-in requirement. Will the Government consider adding a CLIN for transition or will this be part of the mobilization CLIN?
The phase-in will be part of the mobilization CLIN 0002.

Will the Government share specific site locations that will be supported to enable industry to provide our personnel the best journey management protocol for Ukraine.
Custodians and equipment will be in located in Poland at this time.

In addition, will the Government list the specific
Ukraine holidays that will be recognized.
There are 11 Government holidays, Columbus Day has been added.
