SOURCE QUALIFICATION STATEMENT
(10 USC SECTION 2319)

SECTION B: JUSTIFICATION FOR ESTABLISHING A QUALIFICATION
REQUIREMENT AND REASON WHY QUALIFICATION REQUIREMENT MUST BE
DEMONSTRATED PRIOR TO ANY CONTRACT AWARD.
1. This assembly requires engineering source approval by the design control activity, 416 SCMS/GUMAC, in order to maintain quality. Existing unique design capability, engineering skills, and repair knowledge by the qualified source(s) require repair of the part from approved source(s). New sources must qualify in accordance with the design control authority’s procedures, as approved by the cognizant government engineering activity.
2. The Data Entry Display (DED) Power Supply assembly supplies +5V at 2 amperes and +7V (selectable from +6.5 to +8.5V) at 13 amperes peak (4 amperes average) to the data entry display. The DED power supply assembly operates from a source of 115V, 400 Hz, single-phase ac power. The main chassis supports a circular connector and associated wiring harness. The DED power supply assembly consists of three circuit card assemblies (CCA’s) and two potted assemblies: interconnect CCA, power CCA, regulator CCA, electromagnetic interface (EMI) filter assembly, and capacitor assembly. The power regulator CCA’s plug into connectors on the interconnect CCA, which is secured to the main chassis. The EMI filter and capacitor assemblies are also mounted on the interconnect CCA. Failure or poor operation of this item can compromise mission capability, up to and including loss of aircraft and life. Qualification testing is essential to ensure the item will properly function in the operational environment.

SECTION C: QUALIFICATION REQUIREMENTS THAT MUST BE SATISFIED TO
BECOME A QUALIFIED SOURCE AND QUALIFICATION WAIVER REQUIREMENTS.
1. Pre-qualification Notice: The offeror shall notify small business OO-ALC/SB or, if responding to a solicitation, the contracting officer in 748 SCMG/OL:H of intent to qualify as a source of repair for this item. Following notification of intent and request by the vendor, the Government will provide one or more sample items if one is available. The sample item will only be provided after the cognizant engineer initially reviews the qualification package for technical acceptability.
2. Manufacture, Test and Inspection Capability: The offeror shall certify to 416 SCMS/GUMAC the availability of the requisite repair, test, inspection facilities, equipment, tooling, procedures, and personnel or their provisions to obtain them. If it proposes to acquire them, the offeror shall open their related facilities, equipment, facility and equipment orders, tooling, procedures, and hiring plans to inspection and evaluation by the Government.
3. Data Verification: The offeror shall verify possession of a complete data package by providing a list of applicable drawings, procedures, and specifications currently in the offeror’s possession related to the repair of the DED power supply assembly. The drawing package must be sufficient to show in through technical detail how the DED power supply assembly shall be repaired and tested. In addition the package must contain an acceptance test procedure designed to be a final functional checkout of repaired devices sufficient in detail to ensure all operational functions meet specification. When the offeror proposes to use industry standards during repair of the DED power supply assembly, the offeror shall document the differences between the industry standard and the military standard, and state why those differences do not adversely affect the ability of the DED power supply assembly to pass the final functional checkout. The design control activity shall determine if the industry standard if acceptable for use in the remanufacture of the DED power supply assembly.
4. Process Verification: The offeror shall identify sources for materials and standards for internally used processes. The offeror shall further define/provide written procedures for the utilization of any special test or inspection facilities and/or equipment. This documentation shall also include a diagnostic procedure showing the process the DED power supply assembly being repaired would undergo. The repair process shall show how the offeror shall produce, inspect, and perform a final functional checkout. Development of special test procedures not available from the government is required. The offeror shall develop those procedures for review and approval by the design control activity.
5. Test and Evaluation or Verification: For prior approval, and at its own expense, the offeror shall submit to 416 SCMS/GUMAC a qualification plan/procedure explaining how the contractor will verify compliance with the latest data package, perform testing, and validate performance requirements. The Government retains the option to witness any documented testing and inspect the offeror’s manufacturing and test facilities. The offeror shall notify government at least 30
Page 3-5 days prior to any testing to be used as a basis for qualifying. Upon completing qualification testing, the offeror shall submit a test report to the government for acceptance.
6. Item Unique Identification (IUID): The F-16 UID number is a concatenation (or compilation) of three (3) data elements as a minimum: Assigning Agency for Manufacturing (CAGE) ID + Part Number + Serial Number as a minimum. Bothe the Defense Federal Acquisition Regulations (DFARS) clause 252.211-7003 and reference to the MIL-STD 130M, are used to dictate the IUID requirements and document how parts shall be marked. IUID should also be included on the item’s Engineering Change Notice to the item’s drawings.
7. Qualification Article(s): Upon satisfactory compliance with the provisions of paragraphs 1 through 6 above, the offeror shall repair qualification article(s), acquired from OO-ALC/BC through a loan agreement for testing in a government facility. The unit(s) shall be tested by the cognizant design control activity to verify it meets all form, fit, and function requirements. Upon successful completion of the qualification testing, the design control authority shall grant conditional approval to the vendor as a repair source, although this constitutes no guarantee of future business with the government.
Estimated cost to the offeror for government test and evaluation of the qualification article, built to the existing data, is $3000. This estimate is valid for the date of this document.
8. Sensitive Military Technology. Not Applicable.
9. Testing and Repair Evaluation: the offeror shall be required to submit a complete test report verifying compliance with all performance, environmental, mechanical, and quality assurance requirements identified by “specify the applicable drawing requirements”. In addition the test report shall contain detailed documentation describing the testing procedures during repair. This data shall describe, in detail, the repair process and the testing that occurred, and if any failure were noted, the corrective actions taken, and the results of retest. The government retains the option to inspect the repair and testing process, including on-site witnessing of any or all repair and testing activities. The offeror will provide notification to the government of testing and evaluation 30 days in advance so that the government can witness, if needed, coordinate needed activities, and support.
10. Time Completion Estimate: The design control activity estimates that completion of this qualification effort should require approximately 180 days, depending on the experience level of the offeror, the complexity of the item and other factors. This is not a deadline but a notification to a potential offeror of the time that we believe will be required. Events that occur during the qualification process may cause this time requirements to increase or decrease, depending of individual circumstances.

11. Time Limitation: An offeror may not be denied the opportunity to submit and have considered an offer for a contract if the offeror can demonstrate to the satisfaction of the contracting officer that the offeror (or their product) meets these standards for qualification or can meet them before the date specified for award of the contract. The award will not be delayed to provide the offeror with an opportunity to demonstrate their ability to meet the standards specified in this source qualification statement. The offeror can complete the qualification process after the award date and, if successful in meeting the qualification requirements, be allowed to bid on the next solicitation.
12. Evaluation of Proposals Not Previously Qualified: The offeror must be fully qualified in order to be eligible for a contract award. Therefore, the offeror must fulfill all of the requirements stated, in writing, in this qualification statement before the date specified for award of the contract. The government reserves the right to award a contract at the time specified for award, to a qualified source even though other sources may not have finished qualifying.
11. Waiver: Any offeror who has previous experience in the repair of this item or other similar items may apply to the design control activity for a waiver of part of the qualification requirements.
Paragraphs 1 through 7 will not be waived. A waiver will be granted only if the design control activity can establish the qualification of the offeror from previous knowledge/interface or from written inputs from the offeror.
12. Approval: Once the qualification requirements are met, the offeror will be listed as an approved source for this item. Approval, however, does not guarantee subsequent contract award.
