RFQ FA8251-14-R-00010 Q&A

1. Reference: SOLICITATION/CONTRACT FA8251-14-R-00010, the cover sheet of the referenced solicitation states “Due to complexity and criticality of the Data Entry Display, this contract will be open competition to qualified sources only. There are currently three qualified sources: L3 Communications (09691), International Enterprises Inc (50218), and Pacific Electronic Enterprises (32324).” Paragraph L-01 A of the solicitation states “All offerors must submit sufficient documentation to the Government evidencing that the offeror is pre-qualified as required by this solicitation.” Clarification is requested concerning what pre-qualification documentation is required in addition to the statement on the solicitation cover sheet.

Answer: If you are already a qualified source you are exempt from any pre-qualification documentation.

2. Reference: SOLICITATION/CONTRACT FA8251-14-R-00010 Paragraph L-01 A of the solicitation requires bidders to complete blocs 11, 13, 15 and 27 of the RFP Section A, SF 1447. If the bidder is submitting via email, is a scanned copy of both sides of the cover sheet acceptable or must the bidders submit the electronic version of Standard Form 1447?

Answer: A scanned copy of both sides of the cover sheet is acceptable.

3. Reference: Performance Work Specification For Data Entry Display Group Paragraph 4.3.1.8 of the Performance Work Specification defines “expanded repair" for DED P/N 5895-01-143-5443WF and DED Head ASSY P/N 5895-01-181-1224WF. Item No. 0002 on page 4 of the RFP for the same DED part number has a requirement for "Extended Repair". Are "Expanded" and "Extended" repairs the same? If not, please explain the difference.

Answer: Sorry for the confusion, "Expanded" and "Extended" repairs are the same.

4. Reference: Performance Work Specification For Data Entry Display Group Paragraph 1.1.1 of the Performance Work Specification states that “The contractor shall be allowed to shift sub-assemblies and components that make up end-Advanced Avionics items and expedite repair of the DED, DED PS, and sub-assemblies.” Paragraph 4.3.1.2 further states that “Replacement parts and materials shall be IAW section V.” With the exception of sub-assemblies and components which have been shifted to expedite the repair of end-items, is there a requirement to use only new materials (as opposed to reclaimed or recovered material or material without source documentation) in the performance of repairs?

Answer: There is no requirement to use only new material although source documentation is required. Cannibalization is permitted when necessary.

5. Reference: Performance Work Specification For Data Entry Display Group Paragraph 4.3.1.2 of the Performance Work Specification states “Replacement parts and materials shall be IAW section V.” Is the reference to section V actually pointing to Paragraph 5.0 of the Performance Work Specification, TECHNICAL ORDERS AND OTHER DIRECTIVES, or to section V of another document?

Answer: To be more specific, this should refer to section 5.2.2 rather than "section V".

6. Reference: Performance Work Specification For Data Entry Display Group Paragraph 4.3.1.2 of the Performance Work Specification further states that “In the event that a deviation from the technical data is required and the contractor desires the use of a substitute part, an approval request in letter form shall be submitted to the ACO/ PCO, who will obtain the appropriate engineering office determination and respond accordingly.” Please confirm if there are any existing deviations and whether or not they can be provided to bidders.

Answer: A deviation of the flex strip assemblies P-7 and P-8 have been approved for the existing repair source. The previous repair source has claimed proprietary rights to these parts.

7. Can you please confirm this will be awarded to one source or is this going to be a split award?

Answer: The Government is intending to award this as a single award, not a split award.

8. Reference: Performance Work Specification For Data Entry Display Group.

Paragraph 4.1.4.3 of the Performance Work Specification states that “Items condemned under the provisions of the contract will be replaced by reparable assets provided by the government from within existing inventory for repair at no additional cost to the government. Government program offices may determine to have condemned inventory kept at the contractor's facility at the discretion of the contractor.” Are there existing DED assets, which have previously been disposed of as “Beyond Economical Repair”, which will be made available to the successful bidder as a potential source of cannibalized components?

Answer: No. We currently do not have any condemned DEDs or DED sub-assemblies available to be used as cannibalized repair parts.
