416 SCMS/GUMAC Response to questions from Pacific Electronic Management Questions

Reference: SOLICITATION/CONTRACT FA8251-14-R-00010.

Pacific Electronic management hereby requests the following clarifications to sections of the PWS as well as questions from prospective bidders and the answers provided thereto by the Government for the subject Request for Quote.

1) Question: What is the criteria for determination of whether such DE D (5895-01-

143-5443WF) or OE D Head Assembly (5895-01-181-1224WF) shall be considered a candidate for extended/expanded repair?

The DED Assembly (5895-01-143-5443) or DED Head (5895-01-181-1224) should be a candidate for extended repair if expanded repair has not already been performed.

New flex print harnesses and associated connectors should be used to replace assemblies or heads that have legacy harnesses and connectors. The head serial number should be recorded as having received extended repair. No head should receive extended repair twice. All extended repairs should be tracked by head serial numbers since both heads and assemblies can receive extended repair and both assembly and head serial numbers are located on the head.

2) Question: Would the Contractor still receive full compensation under all respective repair and extended/expanded repair CLINs for such "swap-tronics" operations?

The contractor should not be performing “swap-tronics” operations. All assemblies or heads should be repaired per the PWS. If an assembly is determined to have a BER head. The head should be condemned per the ES and the tray should be returned in A condition. If an assembly is determined to have a BER tray the head should be returned in A condition.

3) Question: How will the Government prevent such activity that places carcass sensitive assets in direct jeopardy of unwarranted classification as BER?

BER rates will be monitored by the government. If the government determines that BER rates are excessive and investigation will be conducted.

4) Question: What is the approximate amount of available carcasses in the Government's fleet for all CLIN items on the subject RFQ?

Approximate fleet size for all repairable DED items:

DED Assembly - 230 carcasses and ~1,800 on aircraft.

DED Head – 121 carcasses DED Tray - 60 carcasses

DED Assemblies that have undergone extended repair – ~334 (Extended repair on heads are included in above number since they are immediately mated with trays.)

5) Question: How will the Government clearly state that any cross cannibalization or transfer of Heads from the LRU ( DED Assembly) must be with a Head Assembly requiring extended/expanded repair if the successful awardee desires to build-up an LRU with a Head Assembly for which such labor and materials were in fact expended?

All Assemblies should receive new flex prints/connectors if legacy prints/connectors are installed. The head serial number should be recorded as having received extended repair. Head serial numbers will be monitored to ensure the government is not charged multiple times for head extended repair. Cross cannibalization of heads or tray for assembly should not occur at the contractor.

6} Question: Where does the PWS state such functions in a clear and concise manner?

The PWS does not discuss cross-cannibalization because that will not be permitted an this contract. All items should be repaired or condemned. If a DED assembly SRU is BER the remaining SRU will be repaired and returned.

7) Question: Where in the PWS is it clearly stated that a DE D Head Assembly which has already received extended/expanded repair whether received stand-alone or attached to the Tray Assembly can only be repaired as a standard DE D Assembly (CLIN 0001) or stand-alone Head Assembly (CLIN 0007)?

Section 4.3.1.8 States as follows:

“When a DED (5895-01-143-5443WF) or DED head assembly (5895-01-181-1224WF) is determined to require repair beyond the scope of typical repair the contractor may analyze the asset to determine if it is a candidate for expanded repair. Expanded repair will include typical repair process along with the reinstallation of new flex print harnesses and all associated connectors. The DED head assembly will require expanded repair by default unless expanded repair has already been performed on the asset. There will only be one repair CLIN for the DED head assembly therefore the contractor must consider unit repairs either requiring expanded repair or rework. Previous repair quantities and/or future repair projections should be used to calculate averages and CLIN pricing.”

S) Question: Why doesn't the PWS clearly restrict the successful awardee from merely taking a Head Assembly which has been subjected to extended/expanded repair in a previous effort and swapping it with a Head requiring only standard repair thereby allowing buyoff and billing at the extended/expanded repair CLIN level without performing such additional functions (i.e., installation of both new P7 and PS Flex Print Harnesses and associated connectors - MSTV-1 P7 and PS Connectors.

9) Question: Where does the Government's PWS limit use of stand-alone Heads received on Contract which have had prior extended/expanded repair to standard repair only?

10) Question: Where does the PWS clearly state extended/expanded repair consists of full replacement of both P7 and PS Harnesses and all associated Connectors in a qualifying Head Assembly?

11) Question: Where does the Government in the PWS clearly mandate the use of new

P7 and PS Flex Print Harnesses as well as all associated connectors?
