Question 11: The attached F-16 wire assemblies WWMEL2019-094, -095, AND -096 for the sample task order on subject F16 Wire Harness IDIQ have the wrong Cage Code called out on the noted Part List for the details reflected below:

G719009-2 is called out as Cage 06234 not 58795 as it should be

G719014-4 is called out as Cage 06234 not 71468 as it should be

G719987-1 is called out as Cage 06234 not 06324 or 71468 as it should be

G719014-2 is called out as Cage 06234 not 71468 as it should be

G719987-2 is called out as Cage 06234 not 71468 as it should be

Respectfully request the Parts List for the three assemblies be revised to annotate the correct Cage

Codes.

Answer 11: See Amendment 0001 and associated attachments.

Question 12: The referenced cable assembly dash numbers are RF assemblies not Fiber Optic Assemblies as stated in the AF response #3. Drawing 16VE752 does not list the noted dash numbers specified on the PL for Wire Kit WWMEL2019-E-097 –

Since the dash numbers are not listed on drawing 16VE752, how do we price these dash numbers. The two sources of supply listed on the drawing - WL Gore and Times Microwave do not recognize the

Lockheed dash numbers; they want their company part numbers.

Drawing 16VE752 is a specification controlled drawing, however there’s not enough information to allow assemblies to be built by other sources of supply.

Air Forces Response -

Answer 3: There is nothing to provide on the dash number files. These numbers are placeholders (to be named by Lockheed Martin in the future) to be added at a later date (likely after award) per SOW paragraphs 5.1 and 14.3. The Government is currently aware that Glenair, ITT, OSF and SABRITEC are the vendors that deal with Fiber directly.

Answer 12: Per the answer to Question 3, the dash numbers are placeholders to be added at a later date by Lockheed Martin. WWMEL-2019-E-0197 calls out the standards for construction of the parts that can be used on the same page as the dash numbers.

According to our technical team, the necessary parts are listed next to the dash numbers on this document, following a very familiar process. Note: “Answer 3” incorrectly referenced “Fiber” in the response. Specifically, the sentence “The Government is currently aware that Glenair, ITT, OSF and SABRITEC are the vendors that deal with Fiber directly” should be disregarded in reference to the response to Question 3.

Question 13: In CLIN 0033 Production Kits, ALR-69A Fiber Optic Group A Harness Kit, for P/N:-

WWMEL2019-E-097, we are missing the drawings for P/N:- 16VE752-9004, 16VE752-9006, 16VE752-

9014, 16VE752-9015, 16VE752-9024 to 16VE752-9029. Is it possible for this information to be provided to us?

Answer 13: The construction standards are listed in the WWMEL-2019-E-0197. Our technical team has provided length, style, connector types, and even the text needed on the labels, which should allow for correct pricing. The dash numbers are placeholders to be assigned names only, the necessary information is listed on WWMEL-2019-E-0197.

Question 14: When reviewing the fiber optic portion of the drawing package, we noticed a discrepancy with the CAGE codes on drawing numbers WWMEL2019-E-094 (page item numbers 3, 5, and 19), WWMEL2019-E-095 (item numbers 2, 11, and 12), WWMEL2019-E-096 (item numbers 2 and 3). H and H

Industries Inc. is listed as the source for the optical contacts in the fiber optic assemblies. After contacting H and H Industries, it has come to our attention that they were incorrectly listed in the drawing package. Can the government please confirm the correct CAGE code for the optical contacts?

Answer 14: See Amendment 0001 and associated attachments.

Question 15: Upon our review of the equipment listed in 16PR15634B “Instructions for Fiber Optic

Termination and Assembly”, 16PR15635D “Instructions for Assembly and Installation of Fiber Optic

Assembly”, and 16PR15636C “In-Process Fiber Optic Testing”, we are finding that many of the equipment referenced in these specifications are obsolete with the original manufacturers. Upon award of fiber optic assemblies in this IDIQ, suppliers will need support from Hill Air Force Base and/or

Lockheed Martin to determine which tooling requirements.

Answer 15: Please refer to the responses provided on Question 8. The 16PR documents are old and obsolete and the responses to Question 8 provided clarification on the prioritization of documents as there are no plans to update the 16PR documents.

Question 16: There are 2 parts that I am not able to get quoted. The rest I am just concerned about quantities as the drawings list the PN as “as required.” I have also pasted a list of alternatives that GAT is suggesting for a few hard to find parts due to obsolescence, price or availability.

Below is a list of alternatives that GAT is suggesting, we would like approval prior to responding the RFP. All PN’s share the same NSN.

Answer 16: The Government suggests the vendor default to the spec sheet and use the parts numbers listed by the dash number, especially when they have the same stock number. They are listed on the spec sheet as a “source of supply” for that dash number.

The number of contacts needed to supply connectors will match the number the connector is designed to hold. PR16145 does specify this number and states they must provide enough to populate the entire connector along with plugs to be used for any locations that will not yet be used/terminated.

Question 17: As I was going over the DWGs for CDU WWMEL2015-E-020 THRU -052, I came across a couple of discrepancies. On DWG WWMEL2015-E-022 pg 8 of 10, item # 90, 16VE049012-2 nomenclature calls out as “SPLICE, CONDUCTOR” but according to NSN # 5970-01-321-4480 calls out “A treated or untreated flexible tubing of natural or synthetic fibers such as cotton, silk, rayon, glass, or nylon, specifically designed to enclose a wire or cable but does not have a definite rated electrical characteristic.

Includes items in bulk or in definite fabricated lengths.” Will need to update the nomenclature as “Flexible

Tubing” or “Sleeving.” Also, item #90 is not being called out on any of the drawings. If it is needed to build the harness, we will need total QTY in inches.

For part # 16VE049012-1, it is called out as “SOLDER SLEEVE” but NSN # 5940-01-113-0347 calls out “An item designed to expedite or simplify the connection of two or more electrical conductors without bringing them to a fixed point such as a binding post or terminal. It may have a separate tubular shaped piece of nonmetallic, flexible material designed to be slipped over the crimped first piece to seal the conductor joint through heat sealing.” This is called out on multiple drawings. Will need to update the nomenclature as

“SPLICE, CONDUCTOR.”

Answer 17: Nomenclatures are good as is on the parts list for 16VE049012-1 and

16VE049012-2. In D043, it shows as “splice conductor” for the -1 and as “textile sleeving” for the -2. A nomenclature of solder sleeve or splice conductor works fine for what these items are. 16VE049012-1 and 16VE049012-2 are both solder sleeves per their drawing (but such splices are often also referred to as splice conductors so the terminology is somewhat interchangeable). The -1 configuration is a single sleeve while the -2 configuration is a strip of 20 sleeves stuck to a piece of high temperature tape. No length measurements need to be provided as these are single assemblies.

Regarding WWMEL2015-E-022 pg 8 of 10, item #90, 16VE049012-2 should have NSN

3439-01-127-0097 listed now instead of NSN 5970-01-321-4480. NSN 5970-01-321-

4480 has gone inactive/obsolete.
