Questions after 11/20/2017

Q: Do you know whether the Final TDP referenced in the official RFP released last night is different than the TDP referenced in the Sep 18, 2017 update?

A: Yes

Q: The new TDP package appears to be missing 16D4026-11?

A: See MK5460A Attachment A note 21. 16D4026-11 is a small peel shim that is labled As Required on the drawing so it didn't make sense to provide the entire 16D4026 drawing when all we need was a few square inches of P103A062 peel shim.

Q: Please provide F16 SLEP solicitation number.

A: FA8232-18-R-0001

Q: Please provide the IGES Loft Data referenced below for PNs 16RB526-61 thru -64 and 16RB526-69 thru -72 in MK5433A (D405): Per MK5433A Attachment A, Note 8: USE IGES LOFT DATA 16B5247-33 FOR MANUFACTURE OF 16RB526-61/-63, 16B5247-32 FOR 16RB526-62/-64 AND 16B5267-21 FOR 16RB526-69/-70/-71/-72.

A: The necessary files were included in the data disk for MK5433 - Closure Beam- K0104240. As note 8 in the Attachment A states use the 16B5247-32,16B5247-33, and 16B5267-21, .igs files for manufacture of the 16RB526 doublers. Those files provide the correct contour in the same area and aircraft coordinates.

Q: Can you provide additional information on this class of parts, qualification requirements and a list of approved sources.

A: The CSI parts in SLEP would fall under categories like safety of flight / fracture critical, and are required to be procured from an approved source. The list of approved sources can be found on the engineering instructions documents “Attachment A’s”. For example, from MK5420A:

The requirement as laid out in the RFP is that the proposal must show that the parts requiring an approved source are being procured from a source that is either on the approved list or from a source that will be approved by contract award. We are open to qualifying new vendors to manufacture parts but they must be through the source qualification process and be approved by contract award to have their proposal be considered technically acceptable. In a case where a vendor is working towards qualification during the RFP their proposal must include their plan towards qualification to include references to any qualification articles or packages already submitted. Any actual qualification packages do not need to be submitted in the proposal as there is a page limit, but references to them so the team can verify that the process is underway and is or is not achievable by RFP release.

Vendors can work towards becoming qualified for certain or all of the parts, each approved sources list is separate. The two ways of qualifying are through qualification by similarity or producing a qualification part to be submitted to and tested by our first article lab under a Commercial Test Agreement, CTA. If the vendor has produced parts in the past that it feels are of similar complexity and demonstrate the ability to produce a SLEP part than a Source Approval Request (SAR) Package could be submitted. This would contain information about the similar part, a comparison to the SLEP part and a breakdown of the machining and processing specs needed to produce the SLEP part and how internal processes are either already qualified to or meet the spec’s intent. If parts have been produced for LM Aero and already meet the LM processing specifications (i.e. Metal Removal per FPS-3017) that would be a good thing to highlight.

If there are no relevant and recent examples of similar complexity a qualification part may need to be built and submitted to our first article lab to be tested. This would involve building one of the parts and setting up a Commercial Test Agreement with our lab which would indicate what would be checked and the cost. One qualification part could be used to become qualified per multiple parts. For example producing one qualification 16B6827 Outboard Horizontal Tail Support Beam could be used to qualify for the 16B6821 Inner beam as well as the D-Model longerons, 16B2101 and 2103. We can discuss these details if qualification parts are going to be produced.

There are a few parts in SLEP that to become a qualified source a qualification article must be produced and submitted for test. These are the 16W1101 Upper Wing Skin and the Wing Attach Fittings (16W25X, 16W125X, 16W126X). A single wing attach fitting would need to be produced and sent to our lab for testing, upon successful test this would be used to qualify across all 16 WAF dash numbers for SLEP.

Hope that helps answer some questions and give you an idea of what is required. Please let me know if there are any other questions or if you would like to discuss further any source qualification efforts. Even under the best circumstances source qualification can take a long time so if you would like to work towards qualification we will need to get working towards a defined plan quickly.

Q: Is there an incumbent? If so, who is it and what is the winning bid?

A: There is no incumbent.

Q: Are foreign companies precluded from being subcontractors to US based companies?

A: No, but a Small Business must accomplish 50% of the contract.

Q: I am seeking clarification on the controlling specification for the 16B2103-23 & -24 Longerons.

Page 3 of the 16B2103 PL Rev. “U” lists the controlling specification as FMS-3008 and your deviation MKDCSLB attachment “A” dated 9-20-2016, lists the material controlling specification as FMS-3002. Do I need to be using FMS-3002 in place of FMS-3008?

A: The material call out on the Parts List should be used. After review of the Attachment A for 201716924-10 and -30 I find no reference to FMS-3002. Please make sure you are using the most up to date Attachment A from the RFP.

Q: Attached is the Solicitation Traceability Matrix PDF received with the RFP. It appears to be cut off. Is here any chance you could send me this complete document in its native format (either excel or word)?

Attachment A changes:

There are the two updated Attachment A's. The only correction is to Note 13. The Critical Characteristic C1 was changed to read:

LANDING GEAR ATTACHMENT LUG HOLES

Instead of:

BOLT HOLES

Additionally:

The upper to lower bulkhead attachment bolt holes are drilled on installation and not required on the SLEP bulkheads. SLEP Screening Documents and Additional Files > D401 341 Bulkhead

Attachment A's was changed on Note 13 C1 and that the upper to lower bulkhead attachment bolt holes are not drilled on the 16B5250 installation and not required.
