PURCHASE
DESCRIPTION
for
5-Axis Simultaneous CNC Mill for the
809th SCIENCE & ENGINEERING LABORATORY
(809 MXSS/MXDTAC)
Hill AFB, UT
12 March 2024
Scope:
This purchase description (PD) covers detailed specifications and performance requirements for a 5-Axis Vertical CNC Mill for 809 MXSS/MXDTAC at Hill AFB, Utah. In this document, the 5-Axis Vertical CNC Mill will be referred to as “5-Axis Mill”. This PD is to acquire a 5-Axis Mill capable of finish machining 3D metal parts simultaneously in all 5-axis.
Overview:
Acquisition of a 5-Axis mill will increase capability of the RAPID innovation center. The 5-Axis Mill shall provide excellent accuracy and repeatability. The 5-Axis Mill will allow programing at the console and be supported by CADCAM programmable software to ensure both rapid ability to respond customer needs as well as ability to machine complex 5-Axis features. The 5-Axis Mill will be used to support additively manufactured metal components for use on weapons systems such as A-10, C-130, C-17, F-16, F-35, KC-135, T-38, Ground and Shop Support Equipment and Structures, Vehicles, Missile components, etc.
System Design:
ENGLISH: All documents and software submitted by contractor to USAF contracting office must be in English. All documents and software provided with 5-Axis Mill must be in English.
The 5-Axis Mill shall be new and one of the manufacturer's current production models, which, on the date of the solicitation, has been designed, engineered, sold or is being offered for sale through advertisements or manufacturer's published catalogs or brochures. The 5-Axis Mill shall be an off-the-shelf design meant for a production-level metal manufacturing environment. Products such as a prototype unit, pre-production model, a repaired unit or an experimental unit do not qualify. The system shall include all components, parts, and features necessary to meet the requirements specified herein; and be complete and ready for use.
The 5-Axis Mill shall meet the following minimum requirements:
Must have a highly rigid table that allows for mounting a variety of metallic build plates (surface additively manufactured metal parts are built on).
Must accommodate build plates up to 20in x 20in with 16 inch tall part.
Must handle a part weighing 1,000 pounds.
The machine shall have a CAT40 or cat 40 BIG PLUS tooling system.
Must have at least an 18 tool magazine.
Must Have an automatic tool length measurement system.
Must have Mist Collector.
Must be capable of Smooth Surface Finishing.
Shall be ready future ready for automation with a Smooth AI Control System.
Capable of seamlessly adding a Robotic loading system at a later date if needed.
Must utilize Through Coolant spindle.
Must allow axis travel in the minimums listed X 25”, Y 21”, Z 20” User/Operators manual must be in English Site prep drawing shall be provided upon contract award CDRL-A001-Technical Data Package. Hill AFB will be responsible for prepping the site per drawing, tasks to include pouring a reinforced concrete cement pad per equipment manufacturer’s specifications, and prepping all electrical requirements to meet equipment needs.
Must include a chip conveyor with a left-hand discharge.
Must be able to machine Inconel’s, Titanium, Aluminum, Mild and tool steels.
Must be able to be lifted 3 feet off the ground and placed on a dock upon arrival, accommodating a 115” high door while on rollers. The machine can be no wider than 132” during installation.
The machine layout dimensions cannot exceed 153.5” wide, 136.25” deep, and 120” maximum height. Dimensions must include the size of auxiliary equipment, all open doors, and the chip conveyor.
WARRANTY: The vendor shall provide the government the standard warranty offered to the commercial marketplace.
AFTER CONTRACT AWARD:
The contractor shall deliver the 5-Axis Mill. The contractor all be responsible for the crating and shipment of 5-Axis Mill to its destination IAW standard commercial practice. Shipping must be FOB Destination. Contractor shall make all arrangements necessary and cover all costs to deliver the 5-Axis Mill and all related equipment, supplies, materials, fabrications, etc. to the job site at Hill Air Force Base, Utah. Contractor shall coordinate delivery and off-loading with 809 MXSS/MXDTAC Engineering Technician Material. The contractor shall supply and deliver operations/maintenance manuals upon delivery of the 5-Axis Mill or sooner. Failure to meet all requirements outlined in this PD shall be grounds for rejection.
Installation:
The contractor shall provide on-site service for the uncrating, installation, and setup of 5-Axis Mill. Contractor’s installation personnel shall inspect 5-Axis Mill to ensure that all included pieces/parts/optional items are present and accounted for. In addition, they shall fully install 5-Axis Mill and demonstrate that it is fully functional prior to final acceptance by 809 MXSS/MXDTAC Engineering Material Team.
Familiarization:
Immediately following installation, the vendor shall provide 5Axis Mill familiarization. A qualified, factory trained specialist(s) must provide familiarization for 4 or more operators, for at least three 8-hour days, on-site at Hill AFB, Utah.
Familiarization, at a minimum, shall include:
5 Axis mill System Introduction Start Up procedures Complete setup of machine tool loading and unloading Procedure, and tool auto measurement procedure conversational programing system Manipulation and use of fixturing/mounting of build plates Software – complete operation of all functions and controller Hardware– complete operation of all functions Cover all capabilities/features/functions Shut Down procedures System Care & Detailed Maintenance
