Questions and Responses
Question 1: I was hoping to get clarification on frequency of service, I noticed in the PWS that it stated bi-weekly in the "Basic Services". In Appendix B - Historical Workload, it states that the frequency of mechanical cleaning was 1st and 3rd quarter of each FY. If you could clarify the terminology and need of HAFB for mechanical cleaning?
Response 1: Bi-weekly traps to be set and cleared only pertains to the Utah Testing and Training
Ranger (UTTR) as outline in the PWS. UTTR requires more frequent cleaning of mice in between visits in comparison to Hill AFB. The mechanical cleaning does not require more frequent cleanings that stated in the PWS. Mechanical Cleaning tasks are outline in Section
2.1Mechanical Cleaning Tasks.
Question 2: What is the name of the current contractor for this contract?
Response 2: Kaigan Corporation Inc
Question 3: Will there be a scheduled site visit for this opportunity?
Response 3: No. Due to the approaching deadline for the new contract to be in place and the large number of various sized buildings. A site visit will not be scheduled at this time. What insights or information are you looking to obtain from a site visit? There are a total of 189 buildings between Hill AFB and UTTR. The square footage of each building is included in
Appendix D.
Question 4: What will be the anticipated award date for this contract?
Response 4: 10/1/2024
Question 5: What is the current monthly or total annual awarded amount for this contract?
Response 5: Current contract is FA822419CA021 awarded for $692,924.20. 5 ½ year contract.
Question 6: Have funds been appropriated for this opportunity?
Response 6: Yes
Question 7: Is this an existing contract?
Response 7: Pest Control Follow-on contract FA822419CA021
Question 8: Section 2 states that: “The contractor shall spray areas identified in Appendix D for insects, arachnid, and other arthropod pests such as Black Widow, Hobo, Brown Recluse, Wolf, and Yellow Sack Spiders, wasps and cockroaches as well as vacuum dead insects that are left behind bi-weekly using a High Efficiency Portable Air (HEPA) Vacuum.” Can you clarify this statement? Currently we interpret this to mean that we should treat and vacuum every building every two weeks. Is this correct? It appears that this is in conflict to what is stated in section
2.5.3.1.
Response 8: The contractor will spray for the insects and other arthropod pests. Some of them will not die immediately but others will die after a time period. When the contractor comes back they will find dead insects that were left behind from the previous spray. These insects will need to be vacuumed up. Yes each time it will be required to vacuum and spray. The areas that are to be sprayed are indicated in Appendix D as stated in Section 2 or if the Preventative Maintenance
Coordinator has given approval as stated in 2.5.3.1.
Question 9: Section 2.2 states that we should place a multi-trap with poison every 2000 SF for each building. When you say multi-trap, do you mean exterior rodent bait stations or interior multi-catch traps? Standard practice is not to utilize rodenticides in multi-catch traps. We would assume that they are exterior rodent bait stations. Are we placing poison on the interior of any building?
Response 9: Multi-trap is a trap that allows for capturing of multiple rodents without the need of be reset after capturing a rodent each time. All multi-traps for Hill AFB and UTTR will be interior. In section 2.2.1 The contractor shall implement rodent control measures by placing multi-traps equipped with a minimum of one (1) one-ounce bar of poison per trap in each defined area. The contractor SHALL NOT use poison in Administrative Areas, instead only place traps.
Poison will be placed in the interior of all buildings unless considered an administrative building.
Only 2 buildings are considered Admin. (Appendix D).
Question 10: We just want to make sure we are all on the same page as to expectations on frequency of liquid pest treatments. Section 2 says that we are to treat and vacuum all 182 buildings every two weeks. Is that correct? That would require a technician to do 18 buildings a day, just for the liquid treatments and vacuuming. The confusion for us is the historic workload section (Appendix B) does not reflect that. We interpreted the workload to treat and clean each building on the first and third quarter of each FY. We have no problem treating every two weeks, we just need to account for the hours needed to do so.
Response 10: "Historical workload" (Appendix B) was retained in the PWS to demonstrate how services were conducted under the previous contract. However, with updates and additional requirements from the respective areas, it is now required to be done more frequently at UTTR.
Bait stations will not be used
Question 11: Multi-trap with bait inside... Is the Airforce looking for a combination of multi-catch traps and bait stations? Are these stations currently in place? If stations are missing or damaged, are these to be included with the monthly price?
Answer 11: The Airforce is only looking for multi-traps. Bait stations are not included in this contract, as they are currently ineffective at both locations. All Traps are contractor provided.
Missing or damaged are to be replace by the contractor.
Question 12: Are there occasions where scheduled service will not be permitted due to weather, (lightning, snow, ice) visitors, support, or operations in progress? Are there delays possible waiting for escorts, keys, accessing buildings?
Answer 12: Paragraph 6.6.5 (Down/Weather Days) outlines the contractor’s responsibilities when adverse weather conditions prevent work from being performed.
Question 13: The square footage for all the buildings is 929,315 square feet. Is this an increase from the previous contract? When invoices are to be sent, what is the preferred way to submit monthly invoicing?
Answer 13: Yes, there is an increase in square feet from the current contract. Additional buildings have been added. Monthly invoices are to be submitted via WAWF in accordance with the pricing structure outlined in the contract.
Question 14: Are man-hours being reported with the Wage Determination requirements? Is it safe to say that with the scope of service and the number of buildings to be treated, it will take full days throughout the months to complete? Does the Airforce want contractors to work in teams?
Answer 14: That requirement only applies to contracts exceeding $3,000,000. It can be full or partial days, individual or teams, this up to the contractor on how they propose to accomplish the requirements outline in the PWS. As long as all aspects of the contract are meet
Question 15: Liquid treatments. From my understanding from reading scope of work is that the buildings are not treated on a specific frequency. Do the buildings need to be sprayed and as well as mechanically cleaned on a set frequency?
Answer 15: Mechanically cleaning will remain as quarterly at both HAFB and UTTR per customer request. This cannot get this confused with the Rodent Control in Section 2.2 that is done bi-weekly at UTTR and quarterly at HAFB, request of setting/re-setting traps and getting rid of the carcasses and dead insects.
Question 16: Are there no bait stations? Is it just multi-catch traps that are expected to have rodenticide inside of them?
Answer 16: No bait stations, just multi-traps with rodenticides inside of them per the customer request to attract the rodents. Admin Buildings are not to have any poison in them
