IV. Statutory authority permitting other than full and open competition.

10 U.S.C. 3204(a)(1) as implemented by FAR 13.5

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

This will be a brand name requirement to purchase Ingersoll Rand Air Compressors, Cooling System &

Pump Stations with incidental services. Please see the justification listed below:

The Ingersoll Rand Brand Name is a high-quality product that meets all of the Government's requirements. The Hill Air

Force Base compressor inventory is currently standardized at approximately 95% Ingersoll Rand brand compressors.

Hill Air Force Base wants to continue the standardization of Ingersoll Rand to increase safety, reduce inventory, reduce learning curve, standardize training, reduce man-hours, increase reliability, and reduce costs.

Safety - AMXG maintenance technicians are required to receive training on air compressor and high-pressure air compressor systems with a pass/fail certification provided by the Government. In addition, Ingersoll Rand provides beginner and advanced training giving them the ability to perform regular maintenance and repair. The risk of injury is increased when unfamiliar equipment is introduced or having multiple brands of equipment. Electrical shock and stored energy release are of primary concern with a compressed air system. Introduction of multiple brands of compressed air systems increases safety concerns the Government is not willing to accept.

Reduction of Inventory - Joints, connectors, belts and other routine maintenance items (if allowed to introduce other brands), it would increase the chance of the wrong part(s) or component(s) being installed. Standardizing to a single brand compressor reduces inventory demands, ensures only the required serviceable items are stored, and prevents cross-contamination. To create a leaner and more efficient inventory system, AMXG has a dedicated team focused on reducing inventory in their stores. Maintaining multiple different brand systems increases storage demands and increases costs to maintain an inventory of consumables such as oil filters, air filters, air-oil-seperators, controllers, electrical contactors, solenoids, relays, and motor-overloads. Due to the large amount of Ingersoll Rand equipment currently in place, parts are readily available in case of a failure, malfunction, or needed repairs. The cost of purchasing multiple versions and brands of consumables, would increase the cost and require additional space in our stores.

Reduce Required Training - Maintaining multiple brands of compressed air systems increases the amount of training required for maintenance technicians. The average maintenance training for compressed air systems is one week.

When the cost of travel and loss of production are factored in, costs can exceed every time the maintenance team needs to be trained on a new system. Ingersoll Rand provides additional beginner and advanced training on their specific compressors and equipment. Standardizing to a single brand reduces lost man-hours, reduces basic/advanced and brand specific training requirements, reduces cost, and increases the technicians ability to master the repair and maintenance requirements of a single brand. These costs would not be recovered through competition.

Reduce Learning Curve - A compressed air system consists of multiple components, each brand of compressor takes a different approach to the components that make up their individual system. Differing power requirements, valves, electrical components, filters etc. creating a greater learning curve for the maintenance technicians to overcome. The training curve includes such items as: system design, what repair is applicable to restore function, where to acquire repair parts, what parts to keep on hand and at what quantity levels. Utilizing a single brand of compressor systems allows the mechanics to master the repair and maintenance requirements of the system thus reducing the need for contractor support, and allows the identification of what spare parts to include in the inventory and at what quantity levels.

Reliability - Hill AFB's experience with the Ingersoll Rand brand of compressors has proven them to be a high quality and reliable compressed air system. Reliability is a major concern when given the number of maintenance efforts that rely on the compressed air system from building . The compressors and compressed air system will service buildings , and that all have numerous pieces of equipment relying on the compressed air system to complete their maintenance actions. The compressed air system ultimately aides in the repair of essential aircraft
