Question # Basic PWS Reference
Discussion Question/Comment Sensitivity
1.2 Ordering
Requirements
Paragraph states, in part, "When a unit of AGE equipment of any category is added to the inventory in the place of a like unit that is being removed, the Government shall not be charged nor shall this be considered an equipment add. Only when the net total of AGE equipment listed on the workload listing in a given category has increased, shall this be considered an addition."
While we understand how this may be intended, it certainly is not in accordance with the spirit of the contract. Payment to the contractor occurs for the servicing of an asset for one year, no matter how many or few times it requires maintenance. Removing an asset and replacing it with one that requires service should require payment to the contractor for services performed. While this may not be a net increase on the workload listing, it is a net increase to the work required by the contractor as the asset being removed also requires maintenance to be prepped for turn‐ in.
1. Please consider changing this paragraph to indicate that any asset that replaces an active inventory asset is considered an addition and the government shall be charged.
2. Also, the asset being added shall be serviceable.
Government agrees with suggested change. The government has updated the PWS to reflect the change.
2.2.1.2 F‐35
Management Information System (MIS).
Paragraph states, in part, "For all AGE specific to the F‐35 program, the contractor shall use the MIS specific to that program in addition to FEMS. Currently, the system utilized is
ALIS."
Due to the nature of the Autonomic Logistics Information System (ALIS), it can take a significant amount of time to perform the redundant data entry in both systems.
The AGE shop does not use the data contained in ALIS to manage or schedule F‐35 AGE assets for maintenance.
1.Please provide the elements of the ALIS program that the contractor will be responsible for maintaining.
2. Please provide time per entry data for the common data entry tasks in ALIS so that we can gauge the hours required for the redundant data entry for each maintenance task.
Technical orders and parts ordering for F‐35 AGE can only be done through ALIS (or its successor).
These activities are mandatory are similar in time and complexity to the analogous tasks that would be accomplished for non‐F‐35 equipment. The activities that take up extra time are updating equipment locations and PMI due dates/dates accomplished. These need to match FEMS. Allow for an additional 30 min for F‐35 maintenance documentation per action.
3 2.3.2.2 Inactive (Strategic) Storage (does not apply to AMARG). Should this apply to AMARG? No
2.3.4 Special
Dispatch.
Paragraph states in part, "Contractor shall perform dispatch/equipment moves on organic and contractor maintained equipment throughout AMARG."
Does this only apply to mass relocations of equipment for Government requirements (e.g., Air Shows, relocation of complete Ready‐ Lines (RL), striping)?
In addition, please provide examples of when, where, and what types of organic equipment.
How many moves annually?
What trailer/towing vehicle requirements are necessary?
This is not a requirment for AMARG any longer.
This has been removed from the PWS.

Government Response
2.4.3.3 PMI
Corrosion Control
Paragraph states in part, "No category 4 equipment with Category 4 corrosion condition (IAW TO 35‐1‐3) shall leave the shop without first receiving a complete re‐paint."
1. What is the process if the blast and/or paint booths are out of service?
2. ALIS does not contain a process/documentation for corrosion control.
Does this apply to the F‐35 equipment as well?
If the booth designated for the AGE contractor is down for maintenance or otherwise unavailable, the contractor will notify the CORs and arrange for an alternate facility. If one is not available, then the contractor will not be held liable for this requirement not being met. The corrosion requirement does apply to F‐35 equipment, but if there isn't a place in ALIS to document it, then the contractor does not need to. They will still update FEMS as with any other equipment.
6 2.4.3.4.1 Pick up Paragraph states in part "If AGE is not available at the designated pick up/delivery location…"
Where are the designated pickup/delivery locations?
Please provide a map showing the location for each facility.
There are approximately a dozen locations where AGE may be located when it becomes due for PMI.
These locations should be current in FEMs and trackable to more precise locations by use of the RFID tracker. Government customers have been notified to provide a list of specific locations where they would like their AGE to be picked up when it is due PMI. This list will be included with the ready‐ line locations attachemnt to the PWS for RFP.
7 2.4.3.4.1 Pick up Paragraph states in part, "If contractor cannot locate equipment during 2nd attempt, contractor shall contact the COR via e‐mail."
If the COR is unable to locate the equipment during the month, is the equipment placed in NRBU status and taken off the schedule until the next PMI/wash due date?
If the equipment is past due (missed 1 PMI) then, yes, it will be placed in NRBU and taken off of the schedule until the next PMI is due. If it is overdue (missed or going to miss a 2nd PMI) then it will be removed from the schedule and placed on NRBU until the customer releases the equipment. The COR will coordinate this.
8 2.4.3.4.2 Delivery.
Paragraph states in part, "The contractor shall notify the AGE Monitor of their AGE delivery to include the AGE drop‐off location…"
Where are the designated pickup/delivery locations?
Please provide a map showing the location for each facility.
See item 6.
2.4.5.2 On‐Site
Unscheduled Maintenance
The contractor shall provide an On‐Site Unscheduled Maintenance Report IAW PWS paragraph 2.7.8.
Paragraph 2.7.8 is CDRL A008, Quality Report.
Please provide the CDRL/requirements for the on‐site unscheduled maintenance report.
Report requirement has been removed from the PWS. This is not something we use anymore.
10 2.5.4 Bench Stock The contractor shall maintain a bench stock consisting of only the right items in the right quantity to facilitate efficient throughput of AGE
F35 parts are not authorized for bench stock by the F35 program. Please provide guidance for this caveat.
Caveat added to applicable paragraph "This requirement does not apply to F‐35 Joint Program Office (JPO) supplied AGE".
2.7.4 AGE Missing
Report (CDRL A004) & multiple others
The contractor shall provide a monthly report to the COR (first week of every month) of AGE…
First week of every month is ambiguous.
Beginning, end, first full week…?
Changed to say "by the 5th business day of the month". Updaded CDRL A007, A010, and A014 similarly.
8.8 Ice and Snow
Removal
Who is responsible for the snow removal on the ready lines?
The government is generally responsible for these areas. If snow accumulation hinders the contractors ability to pick up and deliver AGE from these areas, they shall notify the COR who will address it with the responsible party.
16.1 Normal
Operating Hours
Contractor AGE Dispatch and Operations shall be available and ready to support AMARG mission requirements and operations during swing shift and weekends for no more than 30 days per year.
How much advance notice will be given for swing shift and weekend work at AMARG?
The contractor will not be required to work during swing shift or weekends. This paragraph has been updated.
14 2.1.1 How many of the TOs are electronic and how many are paper?
There are 18 eTools lap tops and approximately 620 T.O.s assigned to the AGE account in ETIMS which are available on the lap tops, and 88 paper T.O.s . Electronic T.O.s are updated automatically.
Paper‐only T.O.s are updated by the complex TODO contractor.
15 Attch 4 a&b Please provide the GFE listings See Attachment 5a posted 7 Dec 2020 on beta.sam
16 2.4.4 May we get a forecast of Manpower hours or pieces/types of equipment expected to be painted each year?
Records indicate about 150 paint actions per year.
The government does not have data on how many man‐hours each action takes.
17 2.4.4 Does all AGE currently match the AF paint color scheme requirement?
No. Current equipment is painted in accordance with customer requirements. AF stock listed AGE does match AF required paint schemes, but some equipment listed is on loan from other services, so we maintain the existing schemes they already have.
18 10.3
Will all radios for vehicles and dispatch be provided by the government or is there a specific type and model required to maintain compatibility and do any require encryption capability?
Yes, these are provided by the government.
19 2.6.6.
Please provide a historical average of manhours expended for Over and Above at each location
For Hill we avearage about 2,000hrs/year. At AMARG it is about 250hrs/year
How many of the TOs are electronic and how many are paper at Hill and at AMARG?
All eTools and paper TOs are maintained by the Government or another Government Contractor.
The Contractor TO Librarian is responsible for ensuring that the workers are updating their ETIMS libraries on the eTools and checking for TCTOs/TCTDs and tracking them to completion.
Also they submit TO add requests to the COR for adding TOs to the account.

Section L Reference
Discussion Question/Comment Sensitivity
1 1.3.9 Offers shall submit Volumes I through IV in electronic format, using virus free CD‐R
Would you consider offers being submitted electronically via DoD Safe due to Covid and the unreliable mail/courrier delivery?
Yes, this info for DoD Safe has been added to the section L.
3.3 Subfactor One:
Management Approach
The requirements of this subfactor (SF) are significantly different from the evaluation factors for SF1 in Section M.
Section L Management Approach consists of two plans:
(a) Management of Consumable Supplies and Shop Operating Material and (b) Quality Assurance/Quality Control Plan (QA/QCP). but then continues with...
(a) Management of Expendable Tools and Consumable Supplies
(b) Consumable Supplies and Shop Operating Material Management
(c) Quality Control Plan (QCP) While Section M Management Approach consists of three plans:
(a) Program Management Plan;
(b) Quality Control Plan; and
(c) Property Management Plan
Please clarify the Plans required for Volume II Technical Proposal SF1 and the PWS paragraphs that each should address
The verbiage in section L appears to be left over from a different requirement. We will fix this before actual RFP. Section M appears to be correct.
3.3.1 Subfactor
Two: Resource Management and Staffing Plan (a)
Paragraph mentions key positions as identified in PWS Section 3.2 but does not require the offeror to demonstrate that it has qualified personnel for the required Contract Manager, Program Managers and Quality Managers (also identified as part of the TEP build‐up).
Will the government add a requirement to Volume II, Technical Proposal to include resumes for the Contract Manager, Program Managers, and Quality Managers to ensure the experience level and technical, managerial, supervisory, and quality qualifications for these key positions?
The government does not need to see the specific qualifications of the individuals hired to fill the key positions. The contractor shall be responsible for ensuring that the individuals they hire for those positions adequately fulfill the needs of the contract as stated in PWS paragraph 3.2. The proposal just needs to describe a clear plan for how the contractor intends to fill these positions.
3.3.1 Subfactor
Two: Resource Management and Staffing Plan (c)
This paragraph is blank. Please provide the requirement
Section 3.3.1 is present in the section L as subfactor two: resource management and staffing plan, but in section M, subfactor two: RMSP is under paragraph 3.1.5. We will fix this for the actual RFP so they match.
5 L, 3.3, (a), i
The requirement is ‐ Propose adequate and available staging and storage provided by the contractor (PWS Paragraph 2) Yet Par 2 of the PWS does not have any requirement for contractor to provide staging or storage spcae
Please clarify exactly what is required for this L section since PWS Para 2 does not mention anything about a requirement for the contractor to provide staging and storage space.
Same as item 2. This section L is the wrong version.
We will fix this for actual RFP.
6 L, 4 Volume III, Past Performance : TBD Is there a Past Performance submission requirement? If so, when will the government provide the requirement?
Yes, there is a past performance criteria. Section L & M have been updated to be correct. Please see updated section L&M on beta.sam
Solicitation #: FA8224‐21‐R‐0002 Hill AFB Aerospace Ground Equipment 2nd Generation (AGE2) ‐ Dec 2020 ‐ Question/Comment Resolution
7 1.3.7 Indexing The inclusion of tab indexing is usually associated with binder hard copies which is not required for this proposal submission IAW Para 1.3.9.
Please clarify the requirement to use tab indexing in view of all electronic submission.
This has been removed as it does not apply with electronic submission
1.3.9 Electronic
Submission
The referenced paragraph states: "The offeror shall submit Volumes I through IV in electronic format, using virus‐free CD‐R. ...Each volume will be on a separate CD, for a total of 3 CDs."
Please clarify whether there are three or four volumes to submit.
There are 4 volumes. This has been updated and posted to beta.sam.
2.2 Total Evaluated
Price (TEP) Matrix, Section J Exhibit 1 Market Basket List
The referenced paragraph states in part: "MonthlyUnit prices shall include direct labor rates, all direct costs, indirect costs (Overhead, General and Administrative, Fringe Benefits, CBA, etc.)
Please confirm the existence of a Collective Bargaining Agreement at Hill and/or AMARG and provide the CBA(s) so it (they) can be factored into the pricing.
There is a CBA at both Hill and AMARG. The applicable CBAs are on hand and will be provided.
Please see updated attachments on beta.sam.gov
10 3.3 Subfactor 4
Management of expendable tools and consumable supplies, staging and storage, and financial capital to provide ownership of consumable supplies and shop operating material
Can the government define 'consumables' and the quantity of said consumables?
This does not apply. This as been removed from section L.
Section M Reference
Discussion Question/Comment Sensitivity
3.2 VOLUME II
TECHNICAL
The LPTA acquisition requires past performance but doesn’t seem to require any experience. We are seeing LPTA acquisitions with two separate requirements, one for experience and one for past performance, where experience means that an offeror has "done the work" and past performance represents "how well" an offeror accomplished an effort.
Would the government consider adding an Experience Subfactor to Volume II Factor 1:
Technical Proposal that requires the offeror to provide examples of recent and relevant AGE experience that would be evaluated as acceptable or unacceptable along with the other technical subfactors?
3.2 VOLUME II
TECHNICAL
Paragraph numbering after 3.2.1 is incorrect. Please renumber Fixed in updated section M
3.1.4 Sub‐factor
One: Management Approach
The requirements of this paragraph do not line up with the requirements of Section L, 3.3 Subfactor One: Management Approach.
Please review Fixed in updated section M
3.1.5 ( c) i.
Subfactor Two:
Resource Management and Staffing Plan
Paragraph states, "Employment agreements or contracts to retain or have available workers in job classifications you consider hard to fill."
Would the government consider expanding this requirement to require the offerors to include resumes and signed letters of inntent for the hard to fill key positions of Contract Manager, Production Managers, Quality Managers, Welder, and Paint and Blast technicians?
We do not need resumes for key positions.
5 3.1.6 Depot Expansion Scenario & Scenario (Hypothetical) Are these two separate sections to write to, or one combined?
This has changed. Please see at RFP release.
6 4 The corresponding paragraph in Section L is TBD Please clarify whether Past Performance will be required for this proposal.
This has been updated in section M

What is the current In‐commission rate and to understand the fleet health what has been the historical in‐commission rates?
At any given time throughout the performance of this contract, the ICR of our equipment is around 95%.
Are the items in yellow, the only added equipment from the previous contract?
These highlites were just for reference as the PWS was being written. These don't mean anything in particular and will be cleaned up when the final PWS is issued.
RFP, CLINs 0007, 0008, 0010, 0012
CLINs for the referenced categories (e.g. expenses) are typically other than Firm Fixed Price.
Will the Government please clarify whether the referenced CLINs are FFP or other?
CLIN007‐the intention is to have labor rates agreeded upon and hours will be negoatiated at the time an O&A task becaomes needed. The CLIN will be FFP. CLIN 008 will be a cost‐no‐fee CLIN. See updated draft solication document for further information.
