1 DESCRIPTION OF SERVICES
1.1 Purpose
The purpose of requirement is to obtain Web-based service and devices that enables 309 Missile
Maintenance Group (309 MMXG) Located at Hill Air Force Base to track in real-time with
Global Positioning System (GPS) technology for a fleet of USAF owned and operated transport vehicles while in route to Geographically Separated Units (GSU). The contract will be for a
Basic Year, plus four (4) one (1) year options.
The 309 Missile Maintenance Group (MMXG) at Hill Air Force Base transports Intercontinental
Ballistic Missile (ICBM) weapon system to locations throughout the Continental United States
(CONUS). While in transit, the mission requires the vehicle tracking to be continuous with none or very minimal interruption until the vehicle reaches the designated location. All precautions should be taken to avoid loss of transmission due to an inefficient signal strength of the network and or tower connections.
1.2 Scope
The contractor shall provide a single web-based management system, technical support, and all devices, supplies, equipment, and labor necessary to operate and maintain a GPS for USAF owned fleet vehicles for the Basic Year and the four (4) one (1) year options. The web-based management system shall consist of a proven secure network for real-time uninterrupted GPS tracking of twenty-two (22) fleet vehicles, with an option to add as many as 15 additional vehicles, while in route to designated locations. The device/equipment are as follows:
A compact device plugged into the standard vehicle On-Board Diagnostic (OBD II) port transmits real-time vehicle location to a secure web-based system.
Professional installation of the device and a panic button in the cab of each vehicle.
The system shall notify designated personnel of in-transit status changes of the vehicle.
The system shall have the ability to send email and phone call alerts to designated 309
MMXG personnel.
Professional training to include familiarization of operation and maintenance of devices and web-based system.
1.3 References and Background
DoDM 5100.76, enclosure 10 para. 1.c. states “To the extent possible, organic/unit movement of Arms, Ammunition, and Explosives (AA&E) shall be provided the same degree of protection as commercial shipment in accordance with DTR 4500.9-R, part
II, chapter 205.”
Defense Transportation Regulation (DTR) 4500.9-R, part II chapter 205 para.G.3.d.7 states “Satellite Motor Surveillance Service (SNS) is required” for the classification of munitions that 309 MMXG transports.
AFI 91-208 defines the Hazards of Electromagnetic Radiation to Ordinance (HERO) certification and management. It is critical that the device, device placement, and transmission is approved prior to acceptance of this contract.
1.4 Non-Personal Services
The Government will neither supervise nor direct contractor personnel. Under no circumstances shall the Government assign tasks to or prepare work schedules for individual contractor employees. The Contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute or are perceived to represent personal services, or are outside the scope of this task order, the Contractor shall notify the Contracting Officer (CO) immediately.
1.5 Inherently Governmental Functions
The Contractor shall not perform any inherently governmental functions as defined by Federal
Acquisition Regulation (FAR) Subpart 7.5. All program decisions shall be the sole responsibility of the Government.
The Contractor shall not counsel, mentor, make judgments, and discretionary decisions or perform any other activities related to the supervision of Government personnel.
If the Contractor believes that any actions constitute or are perceived to represent inherently governmental functions, the Contractor shall notify the CO immediately.
1.6 Data Rights
The Government shall have unlimited rights to all data, notes, and reports developed in the performance of this contract, including the right to use the same on any other Government requirement without compensation to the Contractor. At any time and per Government request, any records, documents, and associated papers shall be available for review by government personnel.
2 BASIC SERVICES
2.1 Technical Requirements
All data developed under this contract shall be considered Government work and shall have no license encumbrances. The Contractor shall provide installation and satellite tracking/monitoring services for systems.
2.1.1 Installation Service: The contractor shall provide all necessary software, hardware, devises, and install twenty-two (22), satellite monitoring/tracking systems, with an option to add 15 more.

2.1.1.2 The contractor shall coordinate equipment delivery schedule with the
581 MMXS. The vendor shall provide professional installation at an agreed-upon date/time and shall complete installation within two weeks after award of contract.
2.1.1.3 The Contractor shall remove currently installed systems and return all hardware to the 581 MMXS upon completion. All efforts will be made to use existing location on the vehicle while preventing new modifications to the vehicle.
2.1.1.4 The Contractor shall provide all applicable User Manuals (CDRL A001) and a Certificate of Installation/Verification Testing (CDRL A002) to the 581 MMXS at vehicle pick-up.
2.1.2 Monitoring/Tracking Service: The Contractor shall provide a commercial GPS monitoring/tracking service of twenty-two (22) vehicles, with an option to add as many as 15 more vehicles. Contractor shall provide GPS Performance Plan with
Satellite to include:
Real-time Position Reporting
Designated secure, web-based Service Portal Access
Unlimited Messaging
Free-Form Messages
IT Technical Support for all systems and devices
Performance Monitoring
Critical Event Reporting
2.1.3 The Contractor shall provide: a description of the GPS unit’s make/model number, a brief description of the devices, how the panic buttons function, how the units connect to the OBD, and the average power output (measured in W, mW, or kW). In addition, provide screen images and features of the web-based dashboard (i.e. unit location and reports).
2.2 Special Requirements
One system feature is the panic button, an instantaneous duress notification activated in the event of an incident or emergency. The activated panic button will send and immediate notification to designated 309 MMXG contacts to report the exact vehicle number and location.

4 GENERAL INFORMATION
4.1 QUALITY CONTROL
4.1.1 The 581 MMXS is the authorized to perform assessments of the Contractor's performance.
4.1.2 The 581 MMXS will inform the contract manager in person when discrepancies occur. The 581 MMXS will make a notation of the discrepancy on their assessment checklist with the date and time the discrepancy was recognized. The contracting officer will be notified of the discrepancy, the contracting officer will notify the contractor of the discrepancy for corrective action.
4.1.3 Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the Contracting Officer (CO).
4.1.4 The services to be performed by the Contractor during the period of this contract shall at all times and places be subject to review by the Contracting Officer and or authorized Government representative(s).
4.2 HOURS OF OPERATION.
4.2.1 Normal Hours of Operation. The Contractor shall perform the services required under this contract during the following hours: 24 hours a day to include federal holidays.
4.3 GOVERNMENT OBSERVATIONS.
Government personnel, other than Contracting Officers (COs) and the 581 MMXS, may, from time-to-time, with CO coordination, observe contractor operations. However, they may not interfere with contractor performance or make any changes to the contract.
4.4 SAFETY REQUIREMENTS.
4.4.1 The Contractor shall comply with all safety provisions, e.g., technical specifications, technical publications, Federal Occupational Safety and Health
Standards (Title 29 CFR. Part 1910). If there is no applicable Occupational
Safety and Health Administration (OSHA) standard, use other relevant nationally recognized sources of safety, health, and fire prevention standards referenced in the work requirements of this contract (Reference PWS 1.3).
