Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

March 2018 FOR OFFICIAL USE ONLY Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: OL:H/PZIMB

Project/Program Name: WesTest CDRL Package

Purchase Request/Identification Number: No PR - BPA

Estimated Contract Cost (including Options): $0.00

Section B: Description of the Supplies/Services Required

The 309th Commodities Maintenance Group (309 CMXG) has twelve (12) WesTest test consoles located in building 503.

This requirement is to provide 309 CMXG with data needed to assist in rapid repairs for these test consoles, P/N 9000318-1, to ensure equipment is 100% operational, and capable of successfully testing aircraft components in accordance with (IAW) Technical Order (TO) specifications.

Section C: Justification for Soliciting from a Single Source or Brand Name

WesTest is the manufacturer of the PRCA/ARI Test Consoles. Attila Shevket, President at WesTest verified that the requested data for the test consoles is proprietary to WesTest and there are no authorized vendors who can provide the required services.

A Sources Sought was posted under (FA8224-18-R-PRCA) in FedBizOps and closed on 3 Oct 2018. There were no responses to the Sources Sought in addition to WesTest.

This requirement is to procure the proprietary data from WesTest needed to respond to console issues. This contract will provide the Contract Data Requirement Lists (CDRL's) that are required for the Government to gain the knowledge necessary to establish this capability. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and would cause unacceptable delays in fulfilling the Air Force's requirements.

Section D: Efforts to Obtain Competition

A Sources Sought was posted under (FA8224-18-R-PRCA) in FedBizOps and closed on 3 Oct 2018. There were no responses to the Sources Sought. Attila Shevket, President at WesTest verified that the requested data is proprietary to WesTest and there are no authorized vendors who can provide the required data. WesTest is the only source capable of fulfilling the Government's requirement at this time.

WesTest Engineering (CAGE 65239), has actively shown interest throughout the market research process.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The requested data is proprietary. The Government has already invested in this technology, so pursuing other options, vendors, or solutions would be costly. The requested data will allow the Government to be more independently responsive to repair issues.
