I. Contracting Activity.

II. Nature and/or description of the action being processed.
A. Upon approval to use other than full and open competition procedures, the US Air Force will award a new three (3) year BPA to provide engineering services needed to repair twelve (12) WestTest test consoles in building 503 to Technical Order (TO) specifications.
The BPA will be awarded to:
WesTest Engineering Corporation 810 Shepard Lane Farmington, UT 84025 Cage Code:65239
B. This acquisition will utilize Firm Fixed Price (FFP) arrangement
C. Type J&A: Individual
III. Description of supplies/services required to meet agency needs.
The 309th Commodities Maintenance Group (309 CMXG) has twelve (12) WesTest test consoles located in building 503.
The requirement is to provide 309 CMXG with engineering services needed to repair these test consoles, P/N 9000318-1, to ensure equipment is 100% operational, and capable of successfully testing aircraft components in accordance with (IAW) TO specifications. Requests for services will be as needed.
This requirement will be funded by Defense Working Capital Funds (DWCF). The estimated, but not to exceed, yearly costs for the three (3) year period of performance is listed below. There will be one (1) CLIN for Engineering Services.
Calls will be placed against the BPA.
IV. Statutory authority permitting other than full and open competition.
10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii) - Only one responsible source and no other supplies or services will satisfy agency requirements
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The above authority was selected because the required service is specialized and exclusive to WesTest. WesTest is the manufacturer of the PRCA/ARI Test Consoles. Attila Shevket, President at WesTest verified that the source code for the test consoles is proprietary to WesTest and there are no authorized vendors who can provide the required services.
A Sources Sought was posted under (FA8224-18-R-PRCA) in FedBizOps and closed on 3 Oct 2018. There were no responses to the Sources Sought in addition to WesTest.

Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Air Force's requirements.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A Sources Sought was posted under (FA8224-18-R-PRCA) in FedBizOps and closed on 3 Oct 2018. There were no responses to the Sources Sought. Attila Shevket, President at WesTest verified that the source code is proprietary to WesTest and there are no authorized vendors who can provide the required services. WesTest is the only source capable of fulfilling the Government's requirement at this time.
WesTest Engineering (CAGE 65239), has actively shown interest throughout the market research process.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Per FAR Part 15, the Contracting Officer will utilize price analysis compared to historical data on contracts for similar efforts involving WesTest.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Internet searches were done to determine if additional vendors exist that can meet the Government's requirement.
Internet searches did not reveal any sources in addition to WesTest. A Sources Sought was posted under (FA8224-18-R- PRCA) in FedBizOps and closed on 3 Oct 2018. There were no responses to the Sources Sought. The customer contacted WesTest for a proprietary statement. Attila Shevket, President at WesTest verified that the source code is proprietary to WesTest and there are no authorized vendors who can provide the required services. He also verified that the test consoles are not available in the commercial marketplace. WesTest is the only source capable of fulfilling the Government's requirement at this time.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
See section VI above.
X. List of any sources that expressed, in writing, an interest in the acquisition.
No other sources expressed interest. No other sources have the capability to provide these engineering services.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The data and source code owned by WesTest is proprietary. Effort was made to identify additional sources via a Sources Sought Synopsis (FA8224-18-R-PRCA), resulting in no responses. There exist no authorized vendors or re-sellers who can provide the required services and the test consoles themselves are not available in the commercial marketplace. WesTest will be contracted for performance on the PRCA/ARI Test Consoles as needed in future efforts.
