Purpose The purpose of this SOO is to provide requirements for a typical TPS development effort for the ATSSI II contract offerors to propose and to demonstrate most, if not all, the criteria for evaluation for this contracting effort. This task is potentially awardable upon the ATSSI II contract award.
Background The Government is responsible for repair and testing of numerous end item Line Repairable Units (LRU) and Shop Replaceable Units (SRU) with electronic components for various Air Force aircraft. Test stands are experiencing downtime due to obsolescence. This has become problematic and hampers the sustainment, repair and update of multiple weapon systems. Such shortfalls are severely affecting production by increasing flow days resulting in diminishing product support and increasing cost for both the Depot and their customers alike.
This document describes a typical TPS Statement of Objectives (SOO) of what will be a representative task for the ATSSI II contract.
For purposes of evaluation, offerors will make several assumptions as detailed in the description of this task which may not reflect actual circumstances. As such, revisions to the bid may be necessary prior to actual award of this Sample Task, should the Government elect to award this effort.
Scope The Scope of this effort is limited to specify the hosting of an end item to a typical standard family tester, as identified in the ATSSI II contract basic/core PWS (section 3.3.5). Offerors shall comply with the requirements set forth by the ATSSI II contract basic/core PWS in regard to the subject of this SOO.
Objectives Solicitation Objectives This Statement of Objectives (SOO) provides the basic, top-level objectives of a Task Order (TO), and is provided in lieu of a government-written Statement of Work (SOW) or Performance Work Statement (PWS). It provides the Contractor flexibility to develop cost-effective solutions and the opportunity to propose innovative alternatives for meeting the Government’s identified objectives.
The purpose of this SOO is to solicit a proposal for 309 EMXG that could result in a Firm Fixed Price (FFP) Performance Work Statement (PWS) for the delivery of the items/services listed in Table 1.
NOTE:
The Contract Data Requirements Lists (CDRLs) identified in this SOO shall be provided IAW the ATSSI II contract basic/core PWS.
Program Objectives/Description of Work
· Obtain ATSSI II technical services, as defined herein, under a performance-based, Firm Fixed Price (FFP) Task Order that meet or exceed customer requirements and expectations
· Provide Program Management that establishes internal controls, management oversight, and technical support for the requirements defined herein
· Apply Test Program Set (TPS) Process Control Plan (TPCP) and Built-to-Specification Hardware Manufacture Process Control Plan (BHMPCP) to ensure process controls are established TPS Requirements Analysis and Review The contractor shall perform the TPS requirements Analysis and Review for the end items identified in Table 1. The TPS Requirements Analysis and Review shall be IAW the process identified in ATSSI II contract basic/core PWS (Section 3.1.1) TPS Requirements Analysis and Review. For the purpose of this Sample Task, the contractor shall assume that the Requirements Review will be held via teleconference.

Table 1- Requirements Analysis TPS Development/Rehost The contractor shall provide for a TPS Development/Rehost for the end item identified in Table 2. The TPS development shall be IAW the process identified in ATSSI II contract basic/core PWS (Section 3.1.2)TPS Development. For the purpose of this Sample Task Order, the ATE selected by the Government to rehost the TPSs to is the CBATS Model 201 and CBATS DXR auxiliary support equipment.

Table 2- TPS Development Test Program Hardware Production The contractor shall provide for production of Test Program Hardware for the end items identified in Table 3. The hardware production shall be IAW the process identified in ATSSI II contract basic/core PWS (Section 3.2) Build-To-Specification Hardware Manufacture.

Table 3- TPH Production
Delivery As this SOO will be used primarily for evaluation of offeror’s bids, it can be assumed that no delivery of actual developed items will occur. However, the offeror shall provide details on the proposed deliverables of the Requirements Analysis data, TPS, and production and ancillary equipment to a CONUS location Free On Board (FOB) destination.
Shipping The contractor shall include in their bid typical arrangement criteria for shipping of hardware FOB destination via traceable commercial conveyances.
Data The Contractor shall prepare and submit the following documents in support of this work effort IAW the CDRL exhibits cited below in Table 4 as identified in the ATSSI II contract basic/core PWS.

Table 4 - Data Deliverables Security In accordance with DD Form 254 in the ATSSI II contract basic/core contract (Section 7.5).
Quality The inspection system requirements acceptable to the Government are specified in ATSSI II contract basic/core PWS (Section 7.6).
Program Management The Contractor shall provide Program Management Support for this task order. The project manager shall:
1. Be responsible for all work performed under this TO-PWS.
2. Deliver all reports, correspondence, briefings, and documents required by this TO-PWS, including Contractor Data Requirements Lists (CDRLs) and required notifications.
3. Support conference calls as coordinated by the Contract Officer Representative (COR) and/or Procuring Contract Officer (PCO) and provide agendas for the Requirements Reviews specified in the ATSII II contract basic/core PWS (Section 7.3) to the PCO and COR. (CDRL A002).
Warranty All warranties will transfer to the Government.
Travel Propose as required for any travel associated with this type of effort.
Government Furnished Equipment/Information (GFE/GFI) The Government will provide GFI required to quote the labor, travel, and material costs required to complete the requirements identified in this Sample Task.

· Drawing Package including Parts List Period of Performance The overall period of performance for this task shall be 18 months from date of award.
Place of Performance The majority of the work performed for this effort will be at Contractor facilities, with some tasks requiring access to Government facilities. Access to the Government facilities are limited. Refer to the ATSSI II contract basic/core PWS (sections 7.12, 7.13, and 7.14) for access to Government facilities and GFP.
