Background This document describes the Statement of Objectives (SOO) for Awardable Program Management Sample Task Order on the ATSSI II contract. The purpose of this SOO is to provide the technical requirements for Task Order 1. This task is awardable upon the ATSSI II contract award.
Scope The Scope of this effort is limited to providing Program Management functions in support of the ATSSI II Program for a period of one year. The Contractor shall comply with the requirements set forth by the ATSSI II PWS regarding the subject of this SOO.
Performance Objectives Solicitation Objectives This Statement of Objectives (SOO) provides the basic, top-level objectives of a Task Order (TO), and is provided in lieu of a government-written Performance Work Statement (PWS). It provides the Contractor flexibility to develop cost-effective solutions and the opportunity to propose innovative alternatives for meeting the Government’s identified objectives. The contractor shall develop a PWS in response to the SOO In Accordance With (IAW) ATSSI II PWS Section 3.6.3, Task Order Process.
The purpose of this SOO is to solicit a proposal for OO-ALC that could result in a Firm Fixed Price (FFP) performance-based PWS for the delivery of the items/services listed in Table 1.
NOTE:
The Contract Data Requirements Lists (CDRLs) identified in this SOO shall be provided IAW the ATSSI II PWS.
Program Objectives/Description of Work The Contractor shall provide Program Management and limited administrative support to execute this task order. The items included in this program management support are identified below.
Program management Support The contractor shall perform the requirement as stated IAW ATSSI II PWS Section 3.6.1.3, Program Management.
In addition, the Program Manager shall perform the following:
· Be responsible for all work performed under this TO-SOO
· Deliver all reports, correspondence, briefings, and documents required by this TO-SOO, including Contractor Data Requirements Lists (CDRLs) and required notifications
· Support conference calls as coordinated by the Contract Officer Representative (COR) and/or Contract Officer (CO) Kick-Off Meeting The contractor shall perform the requirement as stated IAW ATSSI II PWS Section 3.6.7, Kick-Off Meeting.
(CDRL A002, Conference Agenda) (CDRL A003, Conference Minutes) Program Management Plan The contractor shall perform the requirement as stated IAW ATSSI II PWS Section 3.6.1 Contractor Program Management Organization.
(CDRL A023, Program Management Plan (PMP), Program Management Plan and Phase-In Transition Plan) Phase-In Transition Plan The contractor shall perform the requirement as stated IAW PWS Section 3.6.1.1, Phase-In Transition Plan.
Subcontracting Plan The contractor shall perform the requirement as stated IAW ATSSI II PWS Section 7.2.2, Subcontracting Plan.
(CDRL A036, Technical & Management Work Plan, Subcontracting Plan) Logistics Guidance Conferences and Reviews The contractor shall perform the requirement as stated IAW ATSSI II PWS Section 7.3, Logistics Guidance Conference and Reviews.
(CDRL A002, Conference Agenda, Meeting Agenda) (CDRL A003, Conference Minutes, Meeting Minutes) Monthly Status Report The contractor shall perform the requirement as stated IAW ATSSI II PWS Section 7.27, Monthly Status Report.
(CDRL A026, Contractor’s Progress, Status and Management Report, Monthly Status Report (MSR)) Delivery Delivery requirements are specified in Section 4 of this SOO and Table 1.
Data The Contractor shall prepare and submit the following documents in support of this work effort IAW the CDRL exhibits cited below in Table 1 as identified in the ATSSI II contract basic/core PWS.

GFE/GFI Requirements There are no GFE or GFI requirements for this Task Order.
Quality Assurance/Certifications Contractor shall adhere to the Quality requirements as stated IAW ATSSI II PWS Section 7.6, Quality, and associated sub-sections.
Travel Contractor shall adhere to the Travel requirements as stated IAW ATSSI II PWS Section 3.8.1, Travel, and associated sub-section. Government anticipates approximately two (2) in person Program Management Review (PMR) meetings and one (1) in person Kick-Off Meeting at Hill AFB, Ogden UT.
(CDRL A027, Trip/Travel Report) Period of Performance The overall period of performance for this task shall be 12 months from date of award.
