Request for Information /Answers

» A-10 Wing Setup & Milling IDIQ «

Question: Will the Wing splices be disassembled at Hill Air Force Base and shipped to the vendor that will do the machining? Are all the drawing requirements and specifications required to complete the machining operations in the Statement of Work (*Performance Work

Statement)?

Answer: Please refer to Paragraph 2.1.1 in the Performance Work Statement for the mileage restriction radius on where the A-10 WCP & WOP is able to be shipped to. The wing splices that require machining to provide a flat surface are permanently installed into the wing. The entire wing panel, (center wing panel, left or right hand outboard wing panel) will be delivered to the contractor’s facility, attached to a shipping trailer. A wing panel is a full length section of aircraft wing. Each wing panel is approximately 20 ft long x 10 ft wide x 20 in thick. The holding and transport trailer is approximately 15 ft long x 5.5 ft wide x 4 ft tall. Each wing panel lays flat on the trailer and is bolted to the cradles on the trailer, so the whole package is roughly 6 ft high. The machine used to accommodate these wings will have to be able to accommodate the assembled wing attached to the trailer. As the statement of work is written, the wing and trailer will be offloaded at the contractor’s facility, by the contractor. The wing will remain attached to the trailer during the machining process and then the trailer with the wing attached will be loaded onto a government truck for return to Hill Air Force Base. The actual milled face is comprised of the four fittings shown in the Performance Work Statement, and the front and rear angles or flap track faces. The actual area being milled flat is approximately 5 ft wide x 20” high, with the fittings being around the perimeter as shown in the Performance Work

Statement. Additional parts of the wing hang out beyond the milled face but are not in the way of the milling cutter.

As the splices are replaced in the wings, the new splices have extra material on the faces. Following installation of the splices, the wing splice faces require milling flat as stated in the Performance Work Statement. This can only be completed after installation of the splices into the wing structure. The center wing panel splices are milled 90 degrees to the structure as specified and the outer wing panels have this entire face milled at an angle, (7 degrees), this angle is why the outer wing gets the face measured and the measurements are used to create a

“best fit” for milling. The flatness tolerance specified is for each individual splice fitting and for the entire 20 in x 5 ft face. This process takes a very large machine and a lot of space to accommodate. A drawing is available showing the splice installation and the assembly of the two wings at this face, but the drawing is a reference. It does not contain the flatness requirements and it does not contain the datum definition specified in the Performance Work

Statement.

Question: Please confirm that the site visit is not a requirement?

Answer: The site visit, or site walk, is and was not a mandatory requirement for participation on this particular requirement.

Question: Is there any more technical data that could be reviewed for this particular solicitation?

Answer: The government used its own inspection data to write the Performance Work

Statement. At this time, we believe the document to be clear and inclusive of the information needed for vendors to offer an accurate quote on the solicited requirement.

Question: Does the government always send the A-10 Wings in sets or would they ever come separate?

Answer: Wings will always be sent in individual pieces. Each wing section receives repair unique to its needs so takes a different processing time. Occasionally one or two wing sections may arrive at the vendor at the same time, but this is coincidence, not planned. Usually the wings arriving together will not be part of the same set either. The center wings and outer wings will be shipped, scheduled, and processed as separate commodities not as sets.

Question: Do you have a weight estimate for both Center and Outer Wings with their carts?

Answer: Center Wing: Wing Weight 2300 lbs. + trailer (approx. 500 lbs.) = 2800 lbs.

Outer Wing: Wing Weight 925 lbs. + trailer (approx. 500 lbs.) = 1425 lbs.

Question: Do you have a weight estimate for both Center and Outer Wings with their carts?

Answer: Center Wing: 10 feet wide, 19 feet long, and 6.5 feet high (on trailer):

Outer Wing: 10 feet wide, 20 feet long, and 6 feet high (on trailer):

Question: What kind of reaction time can we expect after we have submitted actual values for evaluation?

Answer: It is difficult to say. There are many moving parts to government acquisitions and many approvals that need to take place before a contract award can be made; however, the current agreement does not end until 23 July 2019. Any new awarded contract will start on 24 July 2019 or after.

Question: Is it possible to have some extra time on the first wings so that we have a chance to fixture up?

Answer: Yes, ~3 weeks… (We’ll have to confirm with the shop so they can plan accordingly)

Question: Would you like to see tooling costs separate? (NRE)

Answer: No, the solicitation did not ask for itemized costs. We are asking for a price per wing set up. We are analyzing total price and not a cost breakdown itemized variables.

Question: Is it possible to remove the Castors for Fixturing?

Answer: No. The wheels on the trailer cannot be removed.

Question: Will you expect a price and delivery every time you send Wings or will you just use the price and delivery we give in our bid?

Answer: Your quote should cover the price for each wing mill for the length of the contract. The price you give in your quote should suffice for the length of the 5-year IDIQ.
