Section B: Description of the Supplies/Services Required

The 309 Maintenance Support Group (MXSG) has a requirement for a service contract to maintain Flame Spray Equipment manufactured by Oerlikon Metco (US) Inc. The services shall consist of annual calibration, telephone support, repairs, parts, and functional test. The contractor shall provide personnel, support equipment, and documentation necessary to fulfill these requirements.

Section C: Justification for Soliciting from a Single Source or Brand Name

Oerlikon Metco (US) Inc is the original equipment manufacture (OEM) for the flame spray equipment. Oerlikon Metco (US) Inc provided a proprietary statement on December 20, 2018 stating that calibration requires access to proprietary software, data, maintenance, and calibration procedures. All Metco service personnel are factory trained in the proper calibration of Oerlikon Metco equipment. As such, Metco is the only qualified service provider for calibration. There are no authorized independent service providers.

Section D: Efforts to Obtain Competition

Internet searches and Sources Sought (SS) were conducted to locate additional vendors capable of performing calibration and maintenance of Metco Thermal Spray Equipment. One vendor, Engineered Performance Coating, Inc was identified through internet searches and responded to the SS announcement. During technical evaluation of their response to the SS, it was determined that Engineered Performance Coating, Inc did not have access to the proprietary data required to perform the calibration and maintenance of the thermal spray equipment.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Oerlikon Metco Thermal Spray Equipment calibration and maintenance includes the use of proprietary data, which Metco is not willing to sell the rights to, verified 12/20/18 per Peter Heinzer. The only way to avoid a sole source award to Oerlikon Metco (US), Inc is to procure new flame spray equipment, in excess of $150,000. Accordingly, Oerlikon Metco is the only company capable of providing the services described above with out the U.S. Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
