PERFORMANCE-BASED WORK STATEMENT (PWS)
FOR
MAINTENANCE SERVICES
Phosphate-Fluoride Coating
(532 CMMXS)

1. DESCRIPTION OF SERVICES:
1.1. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to apply phosphate-fluoride and primer to B-2 Landing Gear Components. The PWS specifies the general instructions, engineering procedures, and requirements for phosphate-fluoride coating and primer coating of B2 titanium landing gear components.
2. BASIC SERVICES:
2.1. Stripping and priming parts will be performed and assets returned for review/approval to Hill Air Force Base (AFB) within 30 calendar days of receipt.
2.2. The government will deliver the asset(s) to the contractor’s facility.
2.3. The contractor shall deliver the asset(s) to the government facility (Hill AFB) after processing.
2.4. The contractor shall inform the Evaluation & Inspection Engineer, Contracting Officer, Depot Expert/Engineer and the CMXG business office via their Hill AFB government Email of all delivery times, pick up times, and expected delays.
2.5. The contractor shall strip any remaining phosphate-fluoride coating prior to application of new phosphate-fluoride coating.
2.6. The contractor shall prepare the surfaces and apply phosphate-fluoride coating to the B-2 landing gear components In Accordance With (IAW) Aerospace Material Specification (AMS) 2486.
2.7. The contractor shall prime the components with MIL-PRF-23377 TYPE I, CLASS C (primer coating, epoxy, high solids) or MIL-PRF-85582 TYPE I, CLASS C2 (primer coating, epoxy, waterborne). The primer thickness shall be 0.0006-0.0013”. Parts must be primed within 24 hours of completing the phosphate fluoride coating process. The applied primer shall be free of runs, wrinkling, crazing, blistering, lifting, pitting, cupping or other defects. Lubrication holes and noted interior diameters (see drawings below in Appendix B, areas to be omitted have been highlighted) shall not be coated with primer (CDRL A001).
2.8. Individual part requirements: Many of the figures below (see Appendix B) show the entire assembly including bushings, springs, screws, nuts, etc. All components will require removal of the old phosphate-fluoride coating and application of the new phosphate-fluoride coating to the entire surface of the part (unless otherwise noted in the drawing). The government will disassemble all assemblies into individual components at Hill AFB. Paint and primer will also be removed by Hill AFB. The phosphate fluoride coating is only required on the titanium components in the assembly. Masking may be required as specified in the attached drawings for paint.
2.9. The contractor shall provide Certificate of Compliance with each returned component and a copy submitted via email to including the following: (CDRL A001)
2.9.1. The time and date the phosphate-fluoride process was completed.
2.9.2. Dry film thickness of applied primer.
2.9.3. The time and date the primer was applied.
2.9.4. This documentation shall be provided to Hill AFB with the shipment of each component. This documentation shall be maintained by the contractor for two years from when the parts are processed. It shall be made available to Hill AFB personnel; Contracting Officer, the Engineer, and the CMXG business office via their Hill AFB government Email upon request.

4. GOVERNMENT FURNISHED PROPERTY (GFP):
4.1. The government will provide the assets and all packaging containers/boxes for asset transportation. The assets are listed in Appendix B. The contractor is off-site and has no need to access Hill Air Force Base.
4.2. Contractor Liability: The contractor shall be responsible for safeguarding all government assets for company service under this contract. The contractor shall maintain responsibility of all government assets from receipt through return to the government facility.
5. CERTIFICATION REQUIREMENTS:
5.1. The contractor shall provide their Nadcap certificate with certification number and expiration date for validation by the government within 7 calendar days of award. For recertification, the contractor shall submit updated certificate within 5 calendar days.
5.2. The contractor shall provide documentation with each component including the following: (CDRL A001)

6. SHIPPING AND RECEIVING:
6.1. The government will be responsible for shipment of the components from Hill AFB to the contractor.
6.2. The contractor shall return all assets in the original shipping containers. In the event the container and assets are damaged prior to receipt for government inspection, it shall be the responsibility of the contractor to pay for all shipping and repair of all containers and assets which are damaged (FOB DESTINATION). This information will be sent to the Contracting Officer, the Engineer, and the CMXG business office via their Hill AFB government Email within 12 hours of incident.

7. QUALITY CONTROL:
7.1. The government will inspect all items upon delivery to building 507. The Evaluation & Inspection Engineer in building 507 will perform the inspection. It shall be the responsibility of the contractor to pay for all shipping and re-repair of all government assets which fail the inspection upon receipt.
7.2. All government assets to include shipping containers will be inspected and documented for defects by the contractor prior to unpack and return of government assets. The contractor’s choice to forgo this standard places liability for damages solely on the contractor.
7.3. All assets inspected and deemed unacceptable by the government representative/Engineer, block applies.
7.4. Any matter concerning a challenge to the scope, prices, terms or conditions shall be referred to the Contracting Officer (CO).
7.5. The services to be performed by the contractor shall at all times and places be subject to review by the CO, or other government personnel authorized by the CO.
7.6. The CO, or other CO approved personnel may request to observe contractor operations. However, other than the CO, these personnel may not interfere with contractor performance or make any changes to the agreement.
8. SAFETY AND HEALTH:
8.1. The contractor shall comply with all applicable federal, state, and local regulations regarding occupational safety and health.
9. PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all government property provided under this contract. At the close of each work period, government property, and materials shall be secured.
10. RECORDS: The contractor shall be responsible for creating, maintaining, and disposing of only those government required records that are specifically cited in this PWS or required by the provisions of a mandatory directive listed in Applicable Publications and Forms. If requested by the government, the contractor shall provide the original record or a reproducible copy of any such record within five working days of receipt of the request.
11. TRAINING: All personnel performing the application shall be trained and experienced in the process of ‘crating’ and protecting the assets for return shipment and shall have knowledge of proper procedures to prevent damage to the components throughout the shipping process.
12. PUBLICATIONS: Compliance with all publications, regulations and operating instructions listed in this PWS are required. The contractor is required to acquire and work in accordance with the latest version of these publications.
