Question(s) and Answer(s) 3

A. CLIN 0001 states” Once all repairs identified as unserviceable assets (F-condition) in Appendix B have been repaired, documented, and accepted by the government, contractor can invoice for those repairs under this CLIN.”

1. Some instrument repairs will only take a few weeks, others will take a few months. If billing cannot be done until all repairs are completed the contractor will have to fund the repairs for an excessive time, which will drive cost up. Is it possible to allow billing on a monthly basis for those items repaired, delivered and accepted by the Government?

Answer:

Yes, the government can consider progress payments.

B. CLIN 0002 - 4002 Spare Asset Management (BASE YEAR + Option years) is specified to be FFP. In order for the contractor to provide a firm fixed price for this effort the following information is needed for the BASE, and each OPTION year:

1. How many LM STAR test systems are supported under this contract (by option year)

Answer:

2. What are the serial numbers of the supported LM STAR Test station(s)?

Answer:

0001, 0002, 0003, 0004, 0005, 0006

3. How many hours per week, month, or year are the stations powered on, and/or in use?

Varies... Powered on -- ideally 168 hrs/week (constant on all stations; but realistically half of the stations may be powered off). In Use --- 1 station may be 30 hours per week while other stations are 0-10 hours per week

4. What kind of testing is performed on the LM STAR:

a. Production test using known good TPSs?

b. Development testing, integrating new TPSs and performing debug of new TPSs?

c. A mix of the above (if so what is the ratio of production vs. new development?)

Answer:

70/30 production/development

5. Will billing for these CLINs be allowed on a quarterly basis? One yearly billing places excessive financing responsibility on the contractor, which will drive costs higher.

For all CLINs the government is willing to insert the progress payment clause.
