SUBJECT: FA8224-16-R-0039: Question(s) and Answer(s)
1. Section L, paragraph 6.2.4 states the Offer shall ensure certification as a Small Business under NAICS 811219. Please confirm if this is a Small Business set aside or a Full and Open Competition?
Answer: This is full and open not a Small Business set aside.
2. Reference Appendix B, Page 1, Unserviceable Spares;
Does this list represent all the LM-STAR® repairable assets that need to be repaired? If not, can a complete list of all failed repairable assets be provided?
The list contains all repairable assets that needed to be repaired at that point in time. This list may have grown slightly since the moment it was inserted into the PWS.
3. In order to properly assess the failure rate, can the government provide the weekly equipment operating hours for the stations?
We do not track or document the weekly operating hours of the stations.
We can begin doing so upon request.
4. During the non-operating hours, are the LM-STAR® stations powered down or left in a quiescent state?
If a station is not in an operational state (missing equipment, calibration is overdue, etc.) then it is powered down until those needs are met. The stations that are consistently in use are not powered down, however we ensure that the station’s instruments are reset and no stimulus is being applied when it is not in use.
5. Reference Appendix B, Page 3, Serviceable Spares;
Is this station PC the same part number as this one that was previously identified in the same table?
Or, is it a duplication?
It is the same part number. The box contains other miscellaneous accessories besides the usual keyboard, mouse, and cables. These other items can be specifically documented upon request.
6. Reference Appendix B, Page 3, Serviceable Spares;
Additional details are required for these two items in order to properly scope the storage space required. Can a list of cable part numbers be provided?
Is the Test Stand Assembly a TPS Interface Test Adapter?
The box of miscellaneous cables will not be included. They are pieces left over from the development phase and other projects. The box labeled “Test Stand Assembly” actually contained a number of spare PCI cards for the station computers (5x National Instruments GPIB cards (777185- 01), 2x StarTech Serial COM cards (PCI2S950), 2X Startech USB cards (6415877P1), one Nvidia Geforce GTX 660 Video Card (6406776P1), and two OMRON DPDT Relays (G7L-2A-BUB-J-CB-AC24). All of these items fit in a normal sized box and weigh approx. 5lbs.
7. Reference Solicitation FA8224-16-R-0039, DFAR Clause 252.211.7003
When the LM-STAR® stations were delivered to the government, a IUID label was provided for the entire test station. Is it the government’s intent to have all the internal station assets assigned a IUID label and added to IUID registry? Has the government labeled any of the internal assets and if so what assets have a IUID label?
All of the internal station assets that require periodic calibration already have a label assigned to them that we use to track periodic maintenance.
Other than that we have no intention of assigning IUID labels to any other station parts.
8. Section F – Deliveries or Performance, page 9;
This section states the period of performance as being the same as the basic effort. However, the guidance in Section L, paragraph 1.2 indicates a basic year with options. Please confirm that the POP for the basic and options are as follows:
CLIN 0001 – 0003 POP 26-FEB-2016 to 25-FEB-2017 CLIN 1002 – 1003 POP 26-FEB-2017 to 25-FEB-2018
CLIN 2002 - 2003 POP 26-FEB-2018 to 25-FEB-2019 CLIN 3002 – 3003 POP 26-FEB-2019 to 25-FEB-2020 CLIN 4002 – 4003 POP 26-FEB-2020 to 25-FEB-2021
