Question Answer
Size standard as I understand is 500 or less. Is there an annual dollar amount associated with this and if so what is the amount.
The NAICS for this requirement has changed. Because the NAICS changed the size standard changed also.
The NAICS applicable to this requirement is 336413 - Other Aircraft Part and Auxiliary Equipment Manufacturing. The size standard for this NAICS is 1,000 employees. There is no annual dollar amount associated with this NAICS. The size standard is determined by either "in millions of dollars" or number of employees set by the Small Business Administration.
CDRLs are required to ensure data and license rights are delivered to the Government. Data/CDRLs define who/what/when/where for data delivered via the contracted effort. The offeror will not have to provided the data with their proposal. Once the solicitation is awarded as a contract, the contractor shall be required to provide the required information in accordance with the SOW and attachment 12 - CDRLs.
The offeror will not have to price this specific CLIN 0003 because it is "NOT SEPARATELY PRICED."
Typically the cost for the CDRLs is accounted for in the offeror proposed amounts for the priced CLINs (0001 and 0002).
Section L, Volume III, Past Performance (paragraph 6.1) asks that offerors submit a maximum of three relevant projects. What information would you like submitted with these three projects. Are we to include CCASS and previously obtained past performance questionnaires?
Do you simply want the reference and contact information for those three representative projects?
There isn't a specific format for submission of past performance information as long as it covers the requirements of Section L and M, which includes proving recency and relevancy. CCASS is an acceptable form of submission as it is an example source, however, not mandatory. This does not preclude the Government from obtaining our own past performance information on any participating offeror.
Section L, Volume IV, Contract Documentation (paragraph 7.4.2) requires a small business subcontracting plan. Are there any goals that we need to try to achieve for this procurement?
No, these goals should be commensurate with the subcontracting opportunities you will provide under this effort.

On page 32 of 33 in the solicitation, it says “Offerors are requested to submit all questions to the points of

CLIN 0003 on page 3 of 33 in the solicitation says “Data” and “CDRLS, drawings and other data…” Can you please clarify what exactly should be included in this line item?
Section L requires Section B - Supplies or Services and Costs/Prices in both the Volume I – Price and Volume IV – Contract Documentation. Do you want the pricing schedule duplicated in both volumes? Also, do you only want the pricing schedule and pricing assumptions in Volume I?
Include Section B only in Volume I, as well as the pricing assumptions. An amendment will be completed at a later date to remove reference to Section B of the Contract Documentation Volume.
Will the contractor be allowed to bill and be paid progress payments for the offsite engineering, procurement, assembly and fabrication of the paint booths? Much of the costs for the paint booths will be incurred long before they arrive on site.
