Questions and Answers Posted 23 June 2014
1. Page 3, Item 002. What data is considered NSP?
For CLIN 1 data from all the CDRLs are required for the three stands 350 days after the contract award. This includes unique calibration certification, acceptance test results, IUID and status report for each of the three stands.
2. Page 4, Item 0102. What data is considered NSP?
If the option is exercised, CDRLs A002, A005, A006, A010, and A012 are required within 150 days from the time the option is awarded. This includes a calibration certification, acceptance test procedure, acceptance test results, IUID and status report for the fourth stand.
3. Page 5, CLIN 0001. 350 days ADC. Does this include install/training/acceptance at destination?
Yes, all these things are included. It is expected that at the end of the contract the three test stands will be approved and ready to be used in aircraft production.
4. Page 5, CLIN 0101. 150 days ADC. Same as above
If the option is exercised, all but the training are required for this CLIN. No additional training will be required. At the end of the contract option the stand still is expected to be approved and ready to be used in aircraft production.
5. One more question. The solicitation refers to "upgraded stands" throughout.
What is meant by that term? Are they just comparing new stands to old existing stands?
The test stands are to be completely brand new. It is up to the contractor to determine whether the existing stands will be used as a base to be upgraded for the design or whether the design will be unique. The form is not critical, the function must be the same. Once the new stands are proven and accepted into the government system, the existing test stands and all fixturing will be disposed of.
