FA8224-11-R-0027, Dynamic Brake Test Stand, Questions Answered 2.1Q: "First, For Items 42357-23 and 42357-24 it states that they currently turn the actuator with a torque wrench and measure the torque. Is that how they will still be doing it or is this something that they will require the new test stand to be able to do?"
2.1A: The torque measurements taken on 42357-23 and 42357-24 are actually taken on the next higher assembly (NHA) and not performed in this facility. When it was written, Section 3.3.4.13 of the Purchase Specification details an access door in the safety shield for the purpose of taking this measurement manually. These measurements do not need to be taken by the test stand, but still include an access door as the purchase specification states. The test stand must only provide the hydraulic supply and return ports, and the measurement and control of the hydraulic pressure and flow.
2.2Q: "Second, I didn't see any components to test in the provided T.O.'s that matched the item shown in the site visit. There were no requirements in the T.O.'s for the 3rd attach point. Is this still a requirement?"
2.2A: The asset which was shown during the site visit is one of those specified in T.O. 9H2-4-183-3. The test sections of the T.O. which require the hook-up of the third attach point are 2.4 and 2.5 (Ballscrew Brake). The T.O. may be confusing because it actually shows (Figure 2-1) the hook-up of the wrong UUT, but that is only because the figure was intended to show the entire test stand and all of the fixtures (not the installation of this particular UUT).
2.3Q: "Is there another asset with an associated T.O that I haven't seen?
In T.O. 32A2-2-40-1 it shows on page 4-26 the setup in question. I didn't see an asset that would mount to that configuration."
2.4A: All of the assets with current testing requirements have been listed in the Purchase Specification and are included in the Technical Orders listed in the Purchase Specification. Figure 4-3 of T.O. 33A2-2-40-1 shows a gearcase from T.O. 9H2-4-183-3 (the same part which was shown at the site visit). During the site visit the test stand was set up in the configuration shown in Figure 4-3 except the UUT was not installed.
