The contractor must transport Cartridge Actuated Devices and Propellant Actuated Devices (CAD/PAD) while adhering to all U.S. and international hazardous materials regulations. The thermal batteries are classified as UN 3178, packing group II, class 4.1 (flammable solids, inorganic) and have a U.S. DOT hazard classification of 1.4. The estimated shipment value is $74,800 with Incoterms delivered at place. The pickup location is 204 Ammunition Supply Depot Vathi Avlidas, P.C. 34150, Evoia Island, Greece, and final delivery destination is FV2171 Explosive Ordnance Test Lab, 6024 Pine Lane, Bldg 1377, Bay 2, Hill AFB, UT 84056. The contractor is responsible for all transportation logistics, customs clearance, and documentation including Bills of Lading, commercial invoices, dangerous goods declarations, and Foreign Shipper's Declarations.
The contractor must complete the project within 45 days of contract award across three phases: Planning and Documentation (Days 1-15), Packing and Shipping (Days 16-30), and Customs and Final Delivery (Days 31-45). Key responsibilities include packaging the thermal batteries according to Special Packaging Instruction SPI 004884478, maintaining strict temperature controls between 100°C and -70°C, maintaining chain of custody throughout transport, filing CBP customs entry documents within 15 calendar days of arrival, and managing any applicable import duties or taxes (with the USG as importer of record). The contractor must coordinate with the program office POC (Maxine Christensen at 801-586-2051 or 801-510-2937) 24 hours before delivery to arrange escort to the delivery destination. Asset custody transfer occurs upon DD Form 250 Material Inspection and Receiving Report acceptance. The contractor may utilize subcontracts or partnerships, provided any entity performing export/import activities holds DDTC registration. All thermal batteries must arrive accounted for with successful customs clearance and complete documentation for project acceptance.

3. HAZARD IDENTIFICATION
Thermal: On activation, the case of the thermal battery can reach a temperature of 660°F (350°C) within 5 to 20 minutes.
Bursting: The worst case associated with thermal battery would be when the hermetic seal of the battery is damaged and gases are emitted (H2S and SO2). The venting will occur through the glass beads that serve as safety vents.
Hazard: The Thermal Battery is not harmful as long as it is not activated nor opened.
When activated the Thermal Battery can cause burns if it is in contact with skin.
The inner components are hazardous.
R 34 - Can cause burns.
S 37 - Use protective gloves.
Activation: Avoid short-circuiting, charging or applying loads out of the battery specification.
Protective shield (5 mm glass / 2 mm poly-carbonate) is recommended for laboratory experiments.
4. FIRST-AID MEASURES
In the case of
Inhaling Remove to fresh air. Refer to medical attention
Skin damage Rinse with plenty of water. Refer to medical attention.
Eye damage Rinse with plenty of water. Refer to medical attention.
5. FIRE FIGHTING MEASURES
In the event of a fire, it must be extinguished in the vicinity of the battery by using a yellow, Class D META-L-X type extinguisher.
Do not use water or any other fire extinguishing devices.
After activation the battery must be allowed to cool down for approx. 4 hours. and then removed from its place.
6. SPILLAGE, ACCIDENTAL RELEASE MEASURES
In the event of an accident, bursting or gas leak, clear the area immediately and acoid breathing the developed toxic gases. If you must enter the work area, use an open respiration system or an ABC mask.
Keep the battery contents away from water and place in sealed metal container.
A sudden increase in the case temperature is cause for alarm. If the case temperature exceeds 660°F (350°C) at any time, (2 OUT OF 2) cease testing and clear the area. In the case of a breakup in voltage clear the area immediately. This may indicate of a cell shorting.
7. HANDLING AND STORAGE
Handling/storage temperature range: Avoid conditioning/heating/cooling at temperatures higher than 100°C or lower than -
70°C. Until usage store in unit packaging containers.
