About this file
The file is a Labor Rate Matrix Excel spreadsheet for a Contractor Logistics Support (CLS) solicitation for the Air Force's AN/TYQ-23A/TSC-250 systems. The solicitation (FA8217-25-R-B005) is a 100% Small Business Set Aside with proposals due 25 August 2025 at 1:00 PM MDT, requiring electronic submission from U.S. small businesses. The contract involves comprehensive logistics support for military systems, including engineering, maintenance, supply support, and technical assistance to maintain a 95% operational availability standard.
The labor rate matrix provides detailed instructions for pricing labor categories across fiscal years 2026-2032, with specific requirements such as using CONUS burdened rates, excluding profit/fee from base rates, and populating all labor categories. Key labor categories include Subject Matter Experts, Systems Engineers, Program Managers, Technical Managers, Quality Assurance Officers, and various engineering roles (Software, Electrical, Mechanical). An oral proposal review will be conducted on 27 August 2025, where offerors will explain proposal preparation in a 20-minute presentation without discussions or clarifications. The contract supports TYQ-23A/TSC-250 systems for the U.S. Air Force and other government agencies worldwide.
