BE AMERICA'S BEST

Industry Day Purpose Improve the understanding of Government requirements thereby allowing Offerors to judge whether and how they can satisfy the requirement Enhance the Government’s ability to obtain quality services Obtain competition resulting in reasonable prices Increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award Voice your concerns

Rules of Engagement Point of contact throughout the RFP/award process is the Contract Specialist, Mary Crowther, (801) 586-1233 or Contracting Officer, Patricia Hunka, (801) 586-3360.

Minutes will be recorded and questions/answers posted to FedBizOps. Questions which may reveal proprietary information must be discussed during the one-on-one sessions only.

Comments from the Government team will be fair and unbiased.

Government team may not ask contractors for cost information.

All questions regarding the proposal following industry day must be submitted in writing to the contracting office via electronic mail.

The objective of this effort is to solicit contractor logistics support services to sustain the AN/TMQ-53 Tactical Meteorological Observing System (TMOS).

Sustainment requirements include: maintenance helpdesk for field assistance in troubleshooting and repair, global shipping, configuration management, information assurance, updates to technical manuals and training materials, modifications, LRU repair, system and spares purchases 297 AN/TMQ-53 Systems globally; 104 in direct support of Overseas Contingency Operations (OCO)

BE AMERICA'S BEST

Objective

Program office to explain the moving baseline of systems being supported.

AN/TMQ-53 has been designated as a “core” workload. SORAPs are complete and the outcome is “organic”:

Hardware repair is scheduled to transition to Tobyhanna Army Depot in FY12 (date may slip due to funding issues) Software maintenance is scheduled to transition to the 309th at Hill AFB in FY12 (date may slip due to funding issues) It is currently unknown whether a separate CLS integrator will be required AN/TMQ-53 is an operator-maintained system; operators are not trained to report maintenance data in IMDS/CAMS/REMIS Incumbent – Raytheon Technical Services Company (RTSC)

Current Environment

This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures IAW FAR 15.101-2 Award – one Indefinite Delivery Indefinite Quantity (IDIQ) contract will be awarded for this effort Period of Performance: five (5) twelve (12) month ordering/pricing periods (the government may order up to 12-man months per delivery order) For this effort we are using three pricing arrangements Firm Fixed Price (FFP) Cost Reimbursable – No Fee will be used for travel only Cost - Plus Fixed Fee will be used for modifications and any transition that may occur

Acquisition Approach

Reasoning behind 11 month basic is to fully utilize the NETCENTS contract

POP for this effort is 23 Sep. NETCENTS POP is 9 Sep.

Factor 1 – Technical Factor 2 – Cost and Pricing

Evaluation Factors

Factor 1 - Technical Acceptability Technical acceptability is the most important criteria. The government technical evaluation team shall evaluate the technical proposals on a pass/fail basis, assigning ratings of Acceptable, Reasonably Susceptible of Being Made Acceptable, or Unacceptable.

Sub-Factors Sub-Factor #1: Technical Approach Sub-Factor #2: Management Approach Sub-Factor #3: Experience Approach Sub-Factor #4: Quality Control Approach

BE AMERICA'S BEST

Factor 1 Technical Evaluation

Sub-Factor #1 - Technical Approach Levels of Certification (C) Modification-Integration Test Plans Process – Systems Engineering (C) Technical Orders – (NC) Computer Based Familiarization Materials (Training) (NC) Sub-Factor #2 - Management Approach Transition Plan from Incumbent (C) Integrated Master Plan – (C) Configuration Management Plan – (C)

BE AMERICA'S BEST

Sub-Factors

Sub-Factor #3 – Experience Approach Logistics Maintenance Supply Management (C) Global Shipping/Customs (C) Contractor Maintenance Logistics Helpdesk Support (i.e. AFWA REMEDY Action Request System (ARS) Database) (C) Support of Active Military Operations (C) Line Replaceable Unit (LRU) Repair (NC) DoD Information Assurance Certification and Accreditation Process (DIACAP) (formerly Defense Information Technology Security Certification and Accreditation Process (DITSCAP)) (C) Integration Software Support Requirements (C) Sub-Factor #4 - Quality Control Approach, Reliability and Maintainability (R/M) Plan (C)

BE AMERICA'S BEST

Sub-Factors

Factor 2 – Cost and Pricing Evaluation Next, the government shall rank all technically Acceptable and Reasonably Susceptible of Being Made Acceptable offers by price, including options. Only those contractors determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. Then, price will be evaluated and the proposals will be listed from lowest to highest price based on the total evaluated price.

The Government will evaluate the Contractor’s Cost/Price Volume for completeness (i.e., compliance with the Cost/Price instruction in Section L), price reasonableness, cost realism, and unbalanced pricing. Proposals will not be scored, ranked, nor rated.

BE AMERICA'S BEST

Factor 2 Cost and Pricing

Total Evaluated Price (TEP):

In evaluating offers, the Government will compute the total evaluated price (TEP) based on the summation of the fixed price line items; Government selected Best Estimated Quantities for the applicable CLINs; and the quantified Cost Rates. The Cost Rates will be quantified using Government selected notional hours. The notional hours will not be disclosed to the Offerors until the final debriefings. The Offeror will complete the Excel Worksheet, “TMOS Pricing Worksheet.xlsx”.

Travel and other direct costs shall be under a Cost Reimbursable – No Fee CLIN and will not be evaluated as part of the proposal.

Cost Rates for modifications to be performed under CLINs 0009, 1009, 2009, 3009, and 4009, will be negotiated and evaluated in the basic contract. Cost Rates will be utilized on future modifications once the requirements are known. Labor hours and material will be evaluated and negotiated at time of issuance of each Task/Delivery Order.

Transition to an organic provider (CLINs 1012, 2012, 3012, and 4012) will not be evaluated as part of the proposal. The Government will negotiate this effort with the Awardee and will award this effort on a subsequent Task/Delivery Order.

BE AMERICA'S BEST

Total Evaluated Price

BE AMERICA'S BEST

Total Evaluated Price

It is the Government’s intent to award without discussions; therefore, it is imperative that contractors submit their best terms initially. However, if during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, contractor responses to Evaluation Notices (ENs), and the Final Proposal Revisions (FPRs) will be considered in making the source selection decision.
