About this file
This document is a Questions and Answers (Q&A) document for a Request for Information (RFI) regarding a Radio-Controlled Class 3 Unmanned Aerial System (UAS) Target Drone. The U.S. Government is seeking a commercially available, exact 1:1 replica of the Shahed-136 suicide drone, with specific requirements including a gas-powered drivetrain, minimum flight distance of 50 miles, and operation within a weight range of 55 to 1,320 lbs and below 18,000 feet at speeds under 250 knots. The government does not currently have a technical data package and expects contractors to either already have a reverse-engineered solution or be willing to fund drone development without government assistance.
Key technical specifications include a requirement for the drone to match the Shahed-136 in form, fit, and function, with the contractor also needing to provide a pneumatic launching system. The government explicitly states this is not a research and development contract, emphasizing the urgency of the requirement and the need for an immediately available solution. The sources sought document indicates that initial market research has already identified some reverse-engineered drones, and this Q&A is intended to explore additional potential options beyond those initially identified.

Q&A RFI Radio-Controlled Class 3 Unmanned Aerial System (UAS) Target Drone
8-19-2025
1) Can the drivetrain be electric? No, Gas powered is required to emulate the Shahed 136 propulsion system.
2) How close to the real thing does this bird need to be? As close to a 1:1 copy as possible or just geometrically and performance close to it? The USG required an exact Replica of the Shahed-136 in form and fit.
3) How far does it have to fly? A minimum distance of 50 miles is required
4) Does it have to have GPS Denied capabilities? No.
5) Does it have to evade radar? No.
1. The notice states “the USG requires that the Class 3 Unmanned aerial target system be a 1:1 copy (form, fit and function) of a reverse engineered Shahed-136 suicide drone.” Is this notice assuming that someone has already reverse engineered the Shahed 136, or are you looking for someone who WILL reverse engineer it? This sources sought is based on our market research indicating there are current reverse engineered drones on the market. This sources sought is to see if there are any additional options available outside what initial market research has indicated.
2. Is the government going to provide a Shahed for someone to reverse engineer from? The government does not have a technical data package to provide at this time.
3. Is the government going to provide the pneumatic launcher System, or does the contractor need to provide that? A pneumatic launching system needs to be provided by the contractor.
4. The notice states “The UAS must fall within a specific weight range (55 to 1,320 lbs), generally operate below 18,000 feet, and at speeds under 250 knots.”… those are pretty general performance specs. Is the government going to provide the exact target specs desired? The only performance specs needed outside of being a Shahed in form fit and function are listed.
8-20-2025 1 – The government is looking for a commercially available 1:1 copy of the Shahed-136.
This requirement DOES NOT support contractor research and development of this drone at this time. Due to the urgency of this requirement, the contractor must already have a solution available, or be willing to fund the develop-ment of their drone without USG assistance.
