SECTION M
EVALUATION FACTORS FOR AWARD
1.0 GENERAL INFORMATION
1.1 Basis for Contract Award:
This acquisition will be a multiple award contract and utilize Lowest Price between approved sources at the delivery order level. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the qualified offerors whom are deemed responsible in accordance with the Federal Acquisition Regulation and whose proposal conforms to the solicitation requirements.
The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation. The Government reserves the right to award without discussions; therefore, each initial offer should contain the offeror’s best price. The government does; however, reserve the right to conduct discussions if determined necessary by the Contracting Officer. In the event that the Government receives only one adequate proposal the Government reserves the right to award to only one source, in which cost or pricing data shall be required from that one source.
1.2 Number of Contracts Awarded:
The Government intends to select multiple contractors for award, however; the Government reserves the right to award no contract at all, depending on the quality of the proposals, prices submitted and the availability of funds.
1.3 Correction Potential of Proposals:
The Government will consider, throughout the evaluation, the “correction potential” of any proposal uncertainty. The judgment of such “correction potential” is within the sole discretion of the Government. If an aspect of an offeror’s proposal not meeting the Government’s requirements is not considered correctable, the offeror may be eliminated from the competitive range.
2.0 EVALUATION FACTORS AND METHODOLOGY
2.1. Evaluation Factors:
The Government will evaluate for acceptability the one factor described below:
Factor 1—Contractor must be a qualified source prior to contract award in accordance with the source qualification requirements referenced in Section J of the solicitation.
Every qualified contractor who submits a adequate proposal will be award their own individual IDIQ
Factor 2—Cost/Price: Completion of the RFP, Section B Schedule will represent the contractor’s baseline priced proposal for the front page award amount on their IDIQ.
Price competition will be realized at the delivery order level. Each potential delivery order will be competed and awarded at the delivery order level using a formula, see attached Ordering Procedures document
2.2. Evaluation Methodology:
Only qualified offerors will be considered for award. Then, price will be evaluated at the delivery order level and the proposals will be listed from lowest to highest price based on the total evaluated price.
Delivery orders will be awarded using a formula giving the contractor with the lowest evaluated price a higher percentage than higher contractors, see attached Ordering Procedures document.
2.3 Total Evaluated Price (TEP)
The Government will develop the TEP. It will be calculated as the sum of the per unit price per NSN/ CLIN’s as identified in Part 1 – The Schedule, Section B, Supplies or Services.
3.0 PRE-AWARD SURVEY
The Government may conduct a pre-award survey (PAS) prior to contract award.
Results of the PAS (if conducted) will be evaluated to determine each offerors capability to meet the requirements of the solicitation.
4.0 SOLICITATION REQUIREMENTS, TERMS AND CONDITIONS
Offerors are required to meet all solicitation requirements, such as terms and conditions, and representations and certifications, in addition to those identified as evaluation factors.
Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
