Audio Visual (AV) / Video Teleconferencing (VTC) Lifecycle Information Technology (IT) Support (AV LIT)
Hill Air Force Base
Request for Information (RFI)
Overview
The Air Force Nuclear Weapon Center (AFNWC) Intercontinental Ballistic Missile (ICBM) Systems Directorate (SD) team is conducting market research to define the scope and requirements of the Audio Visual (AV)/ Video Teleconferencing (VTC) Lifecycle Information Technology (IT) Support (AV LIT). For this RFI, the Government is seeking input from industry on the capability to operate within a Special Access Program (SAP) environment, as well as to provide feedback on our current requirement documentation (see attached Performance Work Statement (PWS) and Price Catalogue). The Government intends to award this effort as a Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with fixed pricing elements, primarily at Hill AFB, with other geographically separated units (GSUs) within the ICBM Systems Directorate.
Scope
The primary objective of this contract is to provide lifecycle sustainment for current and future Video Teleconferencing (VTC), Audio Visual (AV), and Information Technology (IT) hardware (HW) systems across Intercontinental Ballistic Missiles (ICBM) Directorate Operating Locations in the Continental United States (CONUS).
The Contractor shall provide comprehensive Consulting and Design Services for new and existing VTC and AV solutions, as well as for IT HW installation. The Contractor shall also provide end-to-end Maintenance Services which include, but are not limited to, tier 3 support, decommissioning, and lifecycle replacement.
To facilitate the procurement of necessary equipment and services, the Contractor shall follow the established Pricing Catalogue of pre-approved HW, standard conference room HW configurations, and associated services. Services and HW may be requested in addition to the standardized configurations. This catalogue will be used for all purchasing and installation activities performed under this contract. Individual Task Orders (TO) may deviate from the Price Catalogue as negotiated between the requiring activity and the Contractor.
This contract requires the Contractor to obtain and maintain necessary security clearances and to coordinate with ICBM personnel on all matters involving security impact and cybersecurity compliance, including the implementation and management of controls under Risk Management Framework (RMF). The Contractor shall provide the organizational resources, both technical and functional, required for managing contract performance.
Request for Information (RFI)
Capability
1. Has/does your company support Video Teleconferencing (VTC)/Audio Visual (AV) Lifecycle Information Technology (IT) in a TS SAP space? Please provide most recent.
2. Does your company currently hold a top-secret facility security clearance (FCL)
(TS/SCI/SAP)?
3. Does your company currently have personnel who have top secret clearances
(TS/SCI/SAP)?
4. Will your company be able to provide a local presence at Hill AFB (within 50-mile radius)?
5. Does your company have the capability to support multiple Air Force Nuclear Weapons
Center operating locations (i.e., Hill AFB, Kirtland AFB, Minot AFB, Malmstrom AFB, FE Warren AFB, Vandenberg SFB)? If so, provide information.
6. Does your company have prior experience as a prime contractor working on projects that are similar in scope to this effort? If so, please provide the PWS for that work your company has completed (if shareable and Unclassified) and the contract number.
7. Has your company worked in a multi-class system? Please indicate which federal agency and whether an ATO was granted.
8. What kind of IT certifications does your company have?
9. Is your company an authorized reseller or preferred vendor of IT hardware equipment? If so, please provide list of suppliers.
Demographics/Business Information
1. Please state your company’s demographics (i.e., Small Business, Large Business, etc.)
2. Does your company currently have any teaming or partnering arrangements? If so, please specify.
3. Does your company have the financial capacity to support a requirement at this magnitude
(see PWS for scope and requirement specifics)?
4. Does your company have any current contracts under a Federal Supply Schedule (FSS) or
Governmentwide Acquisition Contracts (GWACs)? If so, please specify.
5. What other contract vehicles do your company currently have that could be a good fit for this effort?
PWS
1. Please review the attached PWS and provide comments/suggestions to improve this requirement. For example, consider the following questions:
a. Do you have any suggestions on the defined room configurations?
b. PWS Section 1.0 (Scope): The PWS mentions "decommissioning and lifecycle replacement." From an industry perspective, what are the best practices for structuring and pricing the decommissioning and disposal of old equipment under a lifecycle support contract?
c. PWS Section 4.2.4 (Service Calls): This section lists response times (e.g., "4 Business Hours" for Emergency) and separate resolution times (e.g., "within one (1) business day" for Emergency). Is this distinction clear? Do the prescribed resolution times for Minor, Major, and Emergency repairs appear reasonable from a performance and staffing standpoint?
d. PWS Section 4.2.4 (Service Calls): For service calls from customers using a Government Purchase Card (GPC) without a Task Order, the PWS states that response times are not guaranteed. How does this uncertainty impact your ability to staff appropriately? Would you recommend a different model for ad-hoc support requests?
e. PWS Section 4.4 (Purchasing and Installation): The PWS requires the use of "industry-certified technicians" with specific certifications (AVIXA, Crestron, Extron, etc.). Are these certifications requirements appropriate for the scope of work, or are there other certifications the Government should consider?
f. PWS Section 5.1 (Staffing Requirements): The PWS requires the contractor to have technicians "ready to respond...regardless of the number of reported repair orders or locations." To help industry propose adequate staffing, what historical workload data (e.g., number of rooms, average monthly service calls by priority, current GFE inventory) would be most critical to provide with a formal solicitation?
g. PWS Section 5.4 (Travel) & Pricing Catalogue: The Government intends for the "location multiplier" to account for the varying costs of labor/living at different geographically separated operating locations (e.g., Vandenberg SFB vs. Hill AFB), while standard Travel Approval Requests (TARs) will be utilized for temporary duty (TDY) travel expenses. Is this distinction clear in the current documentation? What is the industry best practice for structuring regional labor rate variances alongside ad-hoc TDY travel across a wide geographic enterprise?
Pricing Catalogue
1. Please review the attached Pricing Catalogue and provide comments/suggestions on how to improve the content, formatting, etc.
2. Is the PWS clear on how the pricing catalogue works?
3. Government is interested in hearing industry's suggestions to address discounts related to quantity of rooms. Should there be a discount for a multiple room requirement vs a single room requirement?
Contract Admin
1. The Government is considering a 5-year base ordering period with five 1-year option periods. How feasible would it be to price labor under this contract as a fixed price arrangement for a 10-year effort?
