About this file

This document is an Industry Questions & Government Responses document dated 02 September 2025 for Solicitation FA8203-25-R-0023. The document addresses multiple clarification questions from potential offerors regarding a performance-based services contract, with responses from the government covering technical proposal requirements, deliverables, and contract expectations. Key points include: the proposal is not being granted a 30-day response extension due to critical mission support needs, CDRLs must be submitted with the technical proposal prior to award, and the Performance Work Statement (PWS) describes work to be performed without specifying exact labor hours or categories. The government emphasizes that contractors must propose their own technical approach and labor mix to satisfy PWS requirements, with minimal guidance provided such as primary performance location, core working hours, and base support for up to 3 on-site contractor personnel.

The document reveals that some template sections are placeholders (such as Appendix C - Section II) and will be revised, and clarifies that while DD1423 forms appear similar, they contain unique data deliverable requirements. The solicitation attachment "Evaluation Criteria for Award" has been updated to provide clearer instructions to offerors, including guidance on proposal page limits, pricing submission methods, and technical approach documentation. The government maintains flexibility in the contract approach, expecting offerors to demonstrate their capability to meet performance requirements through their proposed solution.

INDUSTRY QUESTIONS & GOVERNMENT RESPONSES

02 September 2025

Soliciation: FA8203-25-R-0023

25 August 2025 Reference: RFP Question: Will the Government provide a streamlined set of Instructions to Offerors per FAR 12.301(b)(1) to ensure uniformity and fairness, consistent offer formatting, and documentation?

Response: Soliciation attachment “Evaluation Criteria for Award” has been revised to clarify instructions to offerors.

Reference: Evaluation Criteria for Award, Factor 1 – Price Question: How would the Government like the proposed extended prices for basic award and option quantities to be submitted? Shall we submit a spreadsheet table consistent with the example provided in the Evaluation Criteria, or should we add proposed units and extended prices directly into the line items of Form 1449?

Response: Soliciation attachment “Evaluation Criteria for Award” has been revised to clarify instructions to

Reference: Evaluation Criteria for Award, Factor 2 – Technical Acceptability, Subfactor 1 – Technical Approach Question: Subfactor 1 – Technical Approach states that the proposal shall not exceed ten (10) pages. Does this 10-page limit apply only to Subfactor 1, or does it apply collectively to all five Subfactors of Factor 2?

Response: Soliciation attachment “Evaluation Criteria for Award” has been revised to clarify instructions to

Reference: PWS 3.2.4.1 – Deliverables with Proposal Question: This section appears to provide Instruction to Offerors type guidance by stating that all contract CDRLs “shall be submitted with the Contractor’s proposal.” Is this a proposal requirement, or are these deliverables required only after award?

Response: PWS section 3.2.4.1 states “ The following shall be submitted with the Contractor’s proposal in response to the solicitation and approved by the CO before the start of the performance period”. Therefore, these CDRLs (plans) are required to be submitted as part of the offeror’s technical proposal prior to award, then IAW the DD1423 to be updated as required post-award.

Reference: PWS 6.1.8 – Common Access Cards (CACs) Question: This section advises that the CAC process may take a minimum of four (4) weeks and directs contractors to consider these instructions when preparing a proposal. Is this intended as a proposal requirement, or is it guidance applicable only after award?

Response: This is not a proposal requirement; however, this guidance is provided for consideration both pre-award and post-award because being able to obtain a CAC is a contract requirement.

Reference: RFP Question: To afford potential offerors a reasonable opportunity to respond, will the Government allow a 30-day proposal response time from the date of issuance of the solicitation?

Response: The Government recognizes the time and effort required to develop and submit a proposal;

however, due to the critical support this effort provides to our mission partners and the war fighter and industry’s feedback to the sources sought synopsis, the proposal due date will not be extended at this time.

Reference: Appendix C – Section II Question: Appendix C in the PWS is missing, 'Section II –Specific Requirements' Response: This was a holdover from a previous draft/template used. We are not aware of any specific requirements to add for this contract and we have not needed it in the past so we feel inclined to replace the statement with “subjects listed in this Appendix” because there are plenty listed there for an office environment. The solicitation will be updated to include the revised PWS.

Reference: Appendix C – Section II Question: Subfactor 4 requires a System Safety Program Plan that addresses the PWS Appendix C.

Paragraph 2 on page 33 of the PWS states the Safety Plan must meet the subjects listed in Section II - Specific Requirements. However, Appendix C does not include Section II.

Response: This was a holdover from a previous draft/template used. We are not aware of any specific requirements to add for this contract and we have not needed it in the past so we feel inclined to replace the statement with “subjects listed in this Appendix” because there are plenty listed there for an office environment. The solicitation will be updated to include the revised PWS.

Reference: Engineering Estimates Question: The PWS does not provide explicit estimates for the total engineering hours required across the base year and two option years. To assist in developing a responsive and cost-effective proposal, could the government please provide an estimated range of engineering hours needed for the scope of work outlined in PWS Section 3.1?

Response: This is considered a performance-based services contract; therefore, the PWS describes the work to be performed – not the specific labor categories, number of contractor personnel or labor hours. Therefore, it is up to the contractor to propose the technical approach and labor mixes/hours necessary to satisfy the PWS requirements. With that said, the PWS does include minimum requirements to assist the offeror in developing their technical and pricing proposal volumes. For instance, the PWS lists the primary place of performance (Government’s location), core working hours (days and hours of operation), base support (up to 3 on-site contractor personnel to be supported), etc. These minimum requirements are the same for the basic award and option periods.

Reference: CDRLs (DD1423) Question: Can you clarify why all of the documents that begin with ‘CDRL’ appear to be opening the same document, DD Form 1423? Are they supposed to link individually to their respective deliverables, or is DD Form 1423 meant to serve as a cover sheet/reference document for all of them Response: The DD1423 is the form used to provide additional instructions/requirements for the data deliverables under the contract – they support the PWS requirements. Although the same form is used, the actual data deliverable requirements are different. See reference block 1 “Data Item No” on each DD1423 for the individual data deliverables.
