About this file
This is a Department of the Air Force solicitation (FA820325R0004) for the remanufacturing of C-5M Landing Gear Right Angle Gearboxes. The solicitation seeks to award a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract, primarily targeting Sargent Aerospace and Defense (CAGE 78062) as the original equipment manufacturer and owner of the technical data. The government anticipates remanufacturing up to nine assets per contract year for two NSN-specified gearbox assemblies: Left Side (NSN 1620-01-160-6348) and Right Side (NSN 1620-01-160-6351).
The solicitation includes firm fixed-price line items for minor and major repairs, with pricing to be determined at the delivery order level. The contract period runs from May 1, 2025 to April 30, 2031, with ordering periods spanning each contract year. While the procurement is considered noncompetitive, any responsible source may submit a capability statement and proposal. Bidders must comply with qualification requirements, provide detailed reporting and data documentation, and those with over 1,250 employees must submit a small business subcontracting plan. Proposals are due by 12:00 PM MDT on April 10, 2025, and must be submitted electronically to the contracting officer.

SUPPLIES OR SERVICES AND PRICES/COSTS
Instructions to biddors & solicitation Notes:
1. This is a noncompetitive action with anticipated award of an IDIQ to Sargent Aerospace and Defense (CAGE 78062), the OEM and only known qualified source and owner of relevant technical data. However, any responsible source may submit a capability statement, proposal and quotation, which shall be considered by the agency. All non-qualified vendors that submit a proposal in support of this requirement must comply with qualification requirements found in clause 52.209-1, and the source qualification statement attached hereto, in order to be considered for award. Award shall not be delayed to qualify new sources.
2. Responding bidders should review the Statement of Work in full before subbmitting a quote. Bidders must review all provisions and clauses included in this document and respond accordingly to any section, clause or provision requiring biddor input or supplemental documentation; in particular, the Proposal Adequacy Checklist IAW DFARS 215.408(4) that begins on Page 47. The Biddors Pricing Proposal is to be submitted on the Pricing Worksheet attachment.
3. A response, saved as a PDF file or Adobe portfolio, should be directed to Ms. Christina Witt, Contracting Officer, PZAAB, via email to: christina.witt.2@us.af.mil. Responses are due by 12:00 PM MDT, on 10 April 2025.
4. The resulting award will be a Requirements Supply Contract to remanufacture C-5M NLG Right Angle Gearboxes to A-condition. The Government's best estimate of the maximum remanufacturing need is nine (9) assets of each NSN specified within per contract-year, though requirements may vary from this estimate. The mimimum quantity for this IDIQ is one (1) asset of each NSN specified within. Actual requirements and lines of accounting will be defined at the task order level.
5. The not-to-exceed (NTE) quotes requested for CLINs 0001 & 0002 represent the maximum extent of work needed to restore the items to serviceable, A-condition (worst-case scenario).
Any other remanufacturing scenario requiring fewer resources than the max-extent will definitize lower than the NTE price. The costs associated with separately-priced Data & CDRLs (CLIN 0005) shall be reflected in the prices quoted for neccessary level of effort required.
Failure to comply with contract data requirements may result in the withholding of payment on the aforementioned CLINs. This allows the government to withhold payment on the repairs if the contractor does not deliver the required data. Data and CDRLs are material requirements of the contract.
6. Biddors that are not small businesses (employ more than 1,250 persons) are required to provide a small business subcontracting plan IAW FAR 52.219-9 and DFARS 252.219-7003.
7. The ordering periods for this 5-year IDIQ are anticipated to be the following:
Contract Year 1: May 1, 2025 - April 30, 2026 Contract Year 2: May 1, 2026 - April 30, 2027 Contract Year 3: May 1, 2027 - April 30, 2028 Contract Year 4: May 1, 2028 - April 30, 2029 Contract Year 5: May 1, 2029 - April 30, 2030
8. The actual periods of performance will be definitized in the Contract Award. The delivery period of this IDIQ is anticipated to be May 1, 2025 - April 30, 2031.
9. If remanufacturing requires major repairs, as defined by the Statement of Work, the contractor shall perform no work prior to receiving written authorization to proceed from the Contract Officer (CO) or Admisitrative Contract Officer (ACO).
10. The following ACO authorities & responsibilities apply to Option CLINs 0003 , 0004, 0006 and 0007: A) Negotiate, if required, and definitize delivery orders if they do not require supplemental funding. B) Extend the delivery schedule if appropriate. C) Inform the Hill AFB CO of amounts at which repairs were negotiated and/or definitized and any schedule extensions.
D) In the case of a Beyond Economical Repair (BER) situations DCMA QAR concurrence shall be forwarded to the Hill AFB CO who shall supply disposition and/or canibalization instructions. E) De-obligate excess funds after confirming all required assets have generated and contractor's final invoices are approved. F) Initiate order close out when actions required in paragraph 4) are completed. G) ACO is to verify Commercial Asset Visibility Air Force (CAVAF) inputs have been made before authorizing payment on the contract. H) ACO is authorized to take consideration from the contractor for failure to comply with CAVAF inputs. (end)

(a) Definition: "Qualification Requirement," as used in this clause, means a Government requirement for testing or other quality assurance demonstration that must be completed before award.
(b) One or more qualification requirements apply to the supplies or services covered by this contract. For those supplies or services requiring qualification, whether the covered product or service is an end item, the product, manufacturer, or source must have demonstrated that it meets the standards prescribed for qualification before award of this contract. The product, manufacturer, or source must be qualified at the time of award whether or not the name of the product, manufacturer, or source is actually included on a qualified products list, qualified manufacturers list, or qualified bidders list. Offerors should contact the agency activity designated below to obtain all requirements that they or their products or services, or their subcontractors or their products or services, must satisfy to become qualified and to arrange for an opportunity to demonstrate their abilities to meet the standards specified for qualification.
Item No Agency Name/Address
ALL LINE ITEMS:

(d) Even though a product or service subject to a qualification requirement is not itself an end item under this contract, the product, manufacturer, or source must nevertheless be qualified at the time of award of this contract. This is necessary whether the Contractor or a subcontractor will ultimately provide the product or service in question. If, after award, the Contracting Officer discovers that an applicable qualification requirement was not in fact met at the time of award, the Contracting Officer may either terminate this contract for default or allow performance to continue if adequate consideration is offered and the action is determined to be otherwise in the Government's best interests.
(e) If an offeror, manufacturer, source, product, or service has met the qualification requirement but is not yet on a qualified products list, qualified manufacturers list, or qualified bidders list, the offeror must submit evidence of qualification prior to award of this contract. Unless determined to be in the Government's interest, award of this contract shall not be delayed to permit an offeror to submit evidence of qualification.
(f) Any change in location or ownership of the plant where a previously qualified product or service was manufactured or performed requires reevaluation of the qualification. Similarly, any change in location or ownership of a previously qualified manufacturer or source requires reevaluation of the qualification. The reevaluation must be accomplished before the date of award.
