About this file
This is a Request for Proposal (RFP) for a complete turnkey PA (public address) system solution for the Warriors Over the Wasatch Airshow, solicitation number FA820126R0005, issued by the Air Force to Hill Air Force Base, Utah. The contract is a 100% small business set-aside with a firm fixed price arrangement. The single line item requires delivery of one lot of an FY26 F47U3 FC30 300000 Airshow Audio and Sound System (NAICS 532490, Product Service Code R699) by June 25, 2026, with performance operations scheduled for June 26-28, 2026. The solicitation was issued on February 16, 2026, with sealed offers due by 10:00 AM Mountain Time on that same date. Contracting officer Odalys Molina at Hill AFB (801-777-5536, odalys.molina@us.af.mil) serves as the primary point of contact for inquiries.
The evaluation criteria for award include price, past performance at similar events, and technical approach, with technical and past performance combined being approximately equal in importance to cost. Inspection and acceptance occur at both the contractor's facility and Hill AFB (DoDAAC F2D0BC, contact Jason Thorpe at 801-777-4606). The contractor must comply with extensive federal acquisition requirements including DFARS and FAR clauses covering small business utilization, whistleblower protections, equal opportunity, sustainability, cyber security, and prohibited telecommunications equipment. Payment will be made through Wide Area WorkFlow (WAWF) via electronic funds transfer, with the contractor required to register in the System for Award Management (SAM). A Statement of Work (SOW) dated January 27, 2026, is attached as Section J, providing detailed performance specifications and acceptance criteria for the audio and sound system.
