About this file
This is a Live Question and Answer document clarifying requirements for a Blanket Purchase Agreement (BPA) solicitation (FA820125QC001) issued by the Department of the Air Force Materiel Command Air Force Sustainment Center for coveralls and laundering services at Hill Air Force Base, Utah. The contractor must provide and maintain a full inventory of 2-piece uniform coveralls (shirt and pants combinations in both short and long sleeves) for approximately 68 technicians with roughly 748 individual pants/shirt combinations needed, and is responsible for all laundering, dry cleaning, pickup, and delivery services on a weekly basis. The coveralls are government-rented property, not Government-Furnished Property, meaning the contractor bears all costs for initial supply and replacement inventory. All specifications are contained in the Performance Work Statement with no additional branding or vendor preferences specified; however, anti-static shirts and pants are mandatory for the refueling team due to safety requirements regarding static electricity and jet fuel interaction.
The document clarifies that hidden zipper or snap closures are both acceptable closure methods, mechanics must have clean coveralls available daily, and billing will be based on 4-5 coverall changes per week per mechanic. The government does not have a specific total count of aircraft mechanics beyond the stated 68 technicians requiring uniforms. This BPA vehicle allows for a streamlined acquisition of recurring laundry and uniform supply services under customary commercial practices.

Live Q & A – Coveralls and Laundering Services BPA
1. Q: Is the “hidden zipper closure” a must or would a hidden snap-closure suffice?
A: Hidden zipper or hidden snaps will suffice.
2. Q: Do you have a total number of mechanics needing uniforms? Also, how many fleet maintenance automotive mechanics are there? Aircraft mechanics, maintenance mechanics, etc.
A: The PWS states that there are 68 technicians needing uniforms. Approximately 748 individual pants/shirts combinations. We do not have a total number of aircraft mechanics.
3. Q: Specifically, can you confirm whether the coveralls are Government-Furnished Property (GFP), or if the contractor is required to provide and maintain the full inventory of coveralls (including initial supply and replacement)?
A: The coveralls are not GFP. The Contractor will provide and maintain full inventory of the coveralls. The Government is renting uniforms. This includes initial supply and replacement.
4. Q: If the contractor is responsible for providing the coveralls, are there any preferred vendors, specifications beyond those listed in the PWS, or branding requirements we should be aware of?
A: No, there is no specific brand requested. All specifications are listed in the PWS. There are no additional requirements.
5. Q: Are coveralls needed in addition to shirts and pants?
A: No, the shirt and pants are the coverall uniform.
6. Q: Are Anti-Static shirts and pants needed for the refuelling team, or anti-static coveralls?
A: Yes, anti-static shirts and pants are mandatory. When static interacts with jet fuel, it can cause fire and explosions. For the safety of personnel and assets, anti-static uniforms are a need.
