PURCHASE SPECIFICATIONS OF RAIL CAR MOVERS

1. SCOPE. This Statement of Specification defines the requirement necessary for the purchase of

TWO Rail Car Movers. The mover will be purchased by the Navy and will be used to support the

Navy Rocket Motor Storage Program (D5 Program) at the UTTR.

1.1 Background. The D5 Program consists of storage/disposal operations that allow the Navy to meet Strategic Arms Reduction mandates, aging and surveillance limits, and the limited availability of storage space for large rocket motor systems. This is a Navy operation on an

Air Force (AF) installation and there is currently no operation like this in the AF. All AF motor movements are made by truck transport. The mover selected for purchase will meet necessary rail car transport capabilities and be able to negotiate roads and 1.5% rail grades.

1.2 CEG/CEU will purchase a rail car mover to perform specific operations associated with a new mission requirement at the Utah Test and Training Range. The rail car movers are unique in the industry in that it must be able to transfer Rocket Motor Rail Cars on 14 miles of track that includes 1.5 miles of 1.5% grade. The mover must also be capable of traveling 14 miles on paved/improved dirt roads.

2. REQUIREMENTS‐ SALIENT CHARACTERISTICS which reflect the minimum Government need.

These Characteristics include: Physical characteristics, functional characteristics, and performance characteristics.

2.1 General. The rail car movers must be able to transport loaded rocket motor rail cars from the Union Pacific quarry to the North Utah Test and Training Range Transfer Facility on 14 miles of track. There is a 1.5 mile stretch that has a 1.5% grade. The other 12.5 miles are relatively flat. The rail car mover will travel 4 miles on paved/improved dirt roads from its storage location to the track mounting area. These movements may take place during extreme temperature events ranging from 112 F to ‐21 F.

2.2 Performance. The rail car mover must be able to meet the following criteria;

2.2.1 ‐ Must be able to safely carry 3 personnel inside the cab during all rail operations per NAVSEA OP 5 12‐7.3.1.

2.2.2 ‐ Must meet all DOT Federal Railroad Administration, Association of American

Railroad, and DOT roadway requirements

2.2.3 ‐ The configuration includes both rail track and improved/paved roads. Rail movers must be able to operate on railroad tracks and also have rubber tires to lift and transition themselves off of the track and travel on normal roads. Must be able to travel on 4 miles of improved dirt/paved roads

2.2.4 ‐ Must be able to successfully transport 402,000 lbs a distance of 14 miles which includes a 1.5 mile section with a 1.5% grade. Rail car must not show signs of overheating or have any mechanical issues during the transportation.

2.2.5 ‐ Must be able to conduct the afore mentioned movements during extreme temperature events 112 F to ‐21 F

2.2.6 ‐ Must have extreme temperature package to facilitate operations in temperatures from 112 F to ‐21 F

2.2.7 ‐ Must have a minimum draw bar pull of 60,000 pounds

2.2.8 ‐ Must operate with an EPA Tier 4 rated engine

2.2.9 ‐ Must have sanders with cab operated controls

2.2.10 ‐ Must have video camera system front and rear to view couplers and allow hydraulic side to side positioning from inside cab

2.2.11 ‐ Must have video camera system front and rear to view couplers and allow hydraulic side to side positioning from inside cab

2.2.12 ‐ A factory representative will provide operational training/maintenance procedures of the rail car mover at initial start‐up

2.2.13 Delivery within 120 Days After Date of Contract

2.3 Delivery. The rail car mover must be delivered to 75 CEG/CEU (North Utah Test and Training

Range, I‐80 West to exit 62 and 18 miles North)

2.4 Training. The vender must provide training on the purchased rail car mover to all personnel as follows:

2.4.1 Operators. All operators will attend a hands‐on orientation on the purchased mover.
