FA8201-16-R-0006, ROOF IDIQ SOLICITATION

QUESTIONS AND ANSWERS #2

29 June 2016

1. With the assumption of asbestos has testing been performed? If so is a report available? If not does the Contractor need to provide testing and reports?

An asbestos inspection/report has been done and will be provided to the contractor prior to starting work on the roof. Per the inspection report all roof flashing around parapet walls, HVAC curbing, vent penetrations, etc., is assumed to be asbestos containing materials and must be treated as such.

The contractor does not need to, nor are the allowed to, provide any asbestos sampling/reports.

2. S.O.W 2.6 states the contractor shall REPLACE the lightning Protection system using a certified LPS contractor. System shall be tested and certified. Is this the case? Or are we re-installing the existing system and having it recertified?

The existing system may be re-installed and re-certified. Should any parts be missing the contractor shall replace them prior to re-certification.

3. What level of recertification is required for the LPS system?

UL Master Label certificate is required.

4. What is the preferred Ga on standing seam roofs?

All roofs/materials shall comply with UFC 3-110-03. Per UFC 3-110-03, 5-2.7 When aluminum substrates are used the minimum required thickness is .032 in. (.81 mm). When coated steel substrates are used, the minimum required thickness is 24 ga.

(0.0239 in. (0.6071 mm)) not including metallic coating. The minimum thickness is 0.0209 in. (0.5309 mm).) Heavier gauges may be necessary to meet wind uplift criteria per Chapter 1 of this UFC. The specification mandate of heavier section thickness such as 0.040 in. (1 mm) for aluminum and 22 ga.

(0.76 mm) for steel may improve the aesthetic with respect to oil canning.

5. What size is the preferred roof hatch?

There is no preferred size of roof hatch, line item is intended to remove existing and replace with the same size whatever that may be. The majority of the hatches on base are 30"X36" but we do have some larger ones.

6. At the job walk we discussed replacing the damaged Techtron. How would you like that priced on the seed project.

This is up to the contractor. The contractor could add a task specific pre-priced line item to show the cost per SF of the Tectum panels. However, do not alter the spreadsheet “Attachment 08 – Total Evaluation Price – TEP”.

7. Is there a spec on the existing Techtron.

Information on Tectum roof deck materials can be found at http://tectum.com/roofdeck.htm, Type is Tectum I.

8. On the seed project are the curb heights to be raised to the 8” height throughout or only where there is not fixed ducting?

Per Base design standards/UFC 3-110-03 all curbs shall be a minimum of 8" above the roof surface.

That being said removal/re-routing of the fixed duct running on top of the roof of Bldg. 2403 is beyond the scope of this project and the contractor would not be required to raise the associated curbs.

9. S.O.W estimated work load data calls for installation of a 3’ walkway. Where is this being installed?

Walkway is typically installed from the point of roof access to all serviceable roof top equipment, typically required by roofing manufacturer.

10. What are the report requirements on the infrared testing?

Inspection shall be conducted in accordance with ASTM C1135, report shall document a description of the building/roof, weather conditions when inspection was performed, name of inspector, equipment used and limitations, photographic as well as thermographic documentation of roof and potential problem areas, written description/opinion of identified problem areas to accompany pictures.

11. Is there a Base approved company in regard to infrared testing?

No.

12. Section 3.13.2 of section L, page 40, lists Table 1 - Proposal Organization. I would like to confirm that the only hard copy that is being requested is for Volume IV Contract Documentation - 1 hard copy and 1 CD. I would like to confirm that there are no hard copies requested for Volumes I - III.

That is correct. Volumes I – III require 2 CDs and Volume IV requires 1 original hardcopy and 1 CD.

13. Can the due date for the solicitation be pushed back to accommodate for the holiday weekend?

Refer to Amendment 0002 for extended solitation due date.
